MINUTES OF REGULAR MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
August 28, 1978
A regular meeting of the Housing and Redevelopmen ' Authority of Plymouth,
Minnesota was held on the 28th day of August, 1978 at 6:30 p.m. at the City Council
Chambers in the City of Plymouth, Minnesota. The following members of the Authority
were present: Chairman Spaeth, Commissioners Bakke, Hunt and Neils.
Commissioner Ault was absent. Associate Planner Milt Dale was also present.
There was a discussion regarding the Scattered Site Home Ownership Program
and what federal or state programs are available that would allow the HRA to
provide for a Scattered Site Program in Plymouth. Staff was directed to check
into the MHFA Affordable Home Program and mail information on that program to
the Commissioners. Also the possibility of making the Section 235 Program work
with a repayment program was discussed.
A review of the City's Metro Council Policy 39 performance ranking was
discussed and Commissioner Neils recommended that the nursing care facilities
in Plymouth be more clearly delineated and that this breakdown be sent to the
Metro Council for additional credit. Commissioner Neils further recommended
that a letter be sent to the Metro Council Chairman, John} Boland, regarding the
matter of fiscal disparities and the amount of money Plymouth has contributed
in assisting inner -City programs.
The 1977 Financial Statement of the HRA was reviewed.
It was moved by Commissioner Hunt, seconded by Commissioner Neils, to
accept the 1977 Financial Statement of the Plymouth Housing and Redevelopment
Authority as submitted by Moen and Penttila.
Motion carried, four ayes.
After further discussion, it was moved by Commissioner Neils, seconded
by Commissioner Hunt, to rescind the previous action.
Motion carried, four ayes.
Commissioner Neils directed that the Auditors be directed to include a
footnote to page 3 of the 1977 Financial Statement of the HRA on revenues and
expenditures to show the cash flow through of Housing Authority programs.
The meeting was adjourned at 7:30 p.m.
