HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 07-31-1978Page 30 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA is July 31, 1978 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 31st day of June, 1978 at 6:55 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Acting Chairman Hunt, Commissioners Ault and Neils. Chairman Spaeth and Commissioner Bakke were absent. There were also present the following members of the City staff: Associate Planner Dale and Secretary Garrity. Milt Dale rtgorted on his meeting with Chairman Spaeth and Chuck Cornea of the HUD Area Office on the Section 265 (Scattered Single Family Housing) Program. There was discussion of methods of preventing a windfall benefit to participants of the program in case of resale, including a buy-back clause or a repayment agreement. It was moved by Commissioner Neils, seconded by Commissioner Ault, to direct staff to prepare and propose to HUD a program for protection against windfall benefits in the Section 265 Program based on the State formula for the Housing Rehabilitation Program. Motion carried, three ayes. The Authority reviewed the proposed budget for 1979 and discussed future personnel needs, audit fees for this account and membership to the National HRA. It was moved by Commissioner Neils, seconded by Commissioner Ault, to adopt the 1979 budget proposed in Mr. Dale's memorandum of July 17, 1978 with the addition of $300 for audit fees and $35 for individual membership in the National Association of Housing and Redevelopment Officials with direction to staff to revise the format and line item accounts to correspond with the normal City budgeting process. Motion carried, three ayes. Commissioner Neils requested that staff provide a supplement to the budget specifying amounts for each program administered by the HRA. Mr. Dale reported on the Section 8 Workshop held by HUD on July 13-14. Mr. Dale reported on progress in the Home Improvement Grant Program.
