MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA June 26, 1978 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 26th day of June, 1978 at 6:45 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Spaeth, Commissioners Bakke and Neils. Commissioners Ault and Hunt were absent. There were also present the following members of the City staff: Associate Planner Dale and Secretary Garrity. Chairman Spaeth read the call of the meeting. It was moved by Commissioner Neils, seconded by Chairman Spaeth, to approve the minutes of the May 22, 1978 regular meeting as submitted. Motion carried. There was a discus:,ion of the qualifications for the Scattered Site Housing Program (Section 235). Chairman Spaeth suggested using CDRS funds for outside amenities, i.e., garage, paved driveway and shrubbery. The Authority discussed Hennepin County's proposal to serve as administrative liason for the Minnesota Housing Finance Acancy Home Improvement Grant Program. Milt Dale reported on the County's plans for administering the program and alternatives to joining the proposed program. Commissioner Neils stated he preferred to work with the County even if the administrative costs were slightly higher. It was moved by Commissioner Neils, seconded by Commissioner Bakke, to adopt the following resolution: HRA RESOLUTION NO. 24A REQUESTING HENNEPIN COUNTY TO SERVE AS GRANT ADMINISTRATING AGENCY FOR THE MINNESOTA HOUSING FINANCE AGENCY HOME IMPROVEMENT GRANT FUNDS (PHASE III) FOR IMPLEMENTATION WITI4IN THE CITY OF PLYMOUTH WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth, Minnesota desires to assist low income homeowners in making repairs to their hors for the purpose of correcting defects affecting directly the safety, habitability or energy u3age of the property, and WHEREAS, the Minnesota Housing Finance Agency has funds to be used for such purposes and will accept application from counties desirinq to admin- ister these Home Improvement Grant Program funds, and WHEREAS, Hennepin County proposes to serve a, grant administrative agency replacing the Metro Council Housing and Redevelopment Authority in that function for Phase III of the Home Improvement Grant Program; NRA Meeting June 26, 1978 Page 29 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that Hennepin County apply for Phase III grant funding from :he Minnesota Housing Finance Agency and that the City of Plymouth be included as a participant in the Phase III Program. Motion carried on a Roll Call vote, three ayes. It was moved by Commissioner Neils, seconded by Commissioner Bakke, to adopt the following resolution: HRA RESOLUTION NO. 25 AV'fi.19-RiZING ANNUAL CONTRIBUTIONS CONTRACT FOR SECTION 8 RENT ASSISTANCE PROGRAM WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth has made application for 25 units of Section 8 Existing Housing for the pur- pose of providing low and moderate income persons with suitable housing, and WHEREAS, the HUD Local Area Office has approved the Plymouth Housing and Redevelopment Authority Section 8 application, and WHEREAS, the HUD Local Area Office has submitted to the Plymouth HRA the Annual Contributions Contract for the Plymouth HRA's commissioners' acceptance; NOW, THEFEFORE, BE IT RESOLVED BY THE HOULING AND REDFVOPMENT AUTHORITY OF THE CITY Or PLYMOUTH, MINNESOTA that the chairman of the HRA of the Cit; of Plymouth, Minnesota be authorized to execute the Annual Contributions Contract as.attached hereto.
