HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 03-27-1978Page 23 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA March 27, 1978 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 27th day of March, 1978 at 6:35 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Spaeth, Commissioners Ault, Bakke and Hunt. Cc.missioner Neils was absent. There were also present the following members of the City staff: Planner Dillerud, Associate Planner Dale and Secretary Garrity. Chairman Spaeth read the call of the meeting. It was moved by Corunissioner Hunt, seconded by Chairman Spaeth, to approve the minutes of the February 27, 1978 regular meeting as submitted. Motion carried, four ayes. Mr. Dale reported that he was recently informed of some 1,000 additional units of Section 8 housing available and suggested submitting an application for 25 addi tional units for Plymouth. It was moved by Commissioner Hunt, seconded by Commissioner Ault, to adopt the following resolution: HRA RESOLUTION N0. 24 A RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR 25 ADDITIONAL SECTION 8 HOUSING ASSISTANCE UNITS WHEREAS, the NRA of the City of Plymouth wishes to provide additional housing assistance to those persons of low and moderate incomes, and WHEREAS, the Minneapolis HUD Area Office has indicated that 25 addi- tional Section 8 Rent Assistance Units for existing housing are available to the Plymouth Housing and Redevelopment Authority; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the Executive Director be authorized and directed to submit an application to the Minneapolis HUD Area Office for twenty-five (25) units of Section 8 existing housing. Motion carried on a Roll Call vote, four ayes. Chairman Spaeth reviewed the proposed Metro HRA Scattered Site Housing Program and there was discussion of how the program would be implemented in Plymouth. It was moved by Commissioner Hunt, seconded by Commissioner Ault, to direct the Chairman to work with staff to develop a letter to the Metro HRA expressing our possible future interest in participating in the Family Housing Program, but at this particular moment we want to devote the available funds to implementing our existing Scattered Site Program using CORS funds. Commissioner Hunt requested Mr. Dale to report to the Authority on the continued progress of the Metro HRA in determining the goals and objectives for the proposed Family Housing Program. Commissioner Ault reported on her meeting with Tillie Schendel and stated that Tillie's daughter had obtained power-of-attorney and was hoping to locate. a home that could be moved onto Tillie's property for her family and Tillie. After discussion, the Authority agreed to go ahead with the demolition order and clear the land before any effort is made to procure a home for Tillie. The meeting adjourned at 7:22 p.m. Gerald H.
