HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 02-27-1978Page 21 MINUTES OF REGULAR MEETING OF THE HOUSING AN: REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA February 27, 1978 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 27th day of February, 1978 at 6:35 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Spaeth, Commissioners Ault, Bakke, Hunt and Neils. There were also present the following members of the City staff: Manager Willis, Planner Dillerud, Associate Planner Dale and Secretary Garrity. Chairman Spaeth read the call of the meeting. It was moved by Commissioner Hunt, seconded by Commissioner Bakke, to approve the minutes of the January 30, 1978 regular meeting as submitted. Motion carried, four ayes. Commissioner Neils abstained. The Authority reviewed the sub -committee's report on the condition of Tillie Schendel's residence at 5915 Troy Lane. Commissioner Bakke reported the first three options, which would provide a hone on her property, were not feasible unless the City Council allowed a variance for Option 3, providinq a mobile home on the lot. Reg Kroskin, 5845 Troy Lane, and other neighbors stated they were concerned about the condition of Mrs. Schendel's property. They felt it was a hazard and an eyesore. They wished to assist the City in provding a home for her but questioned whether a mobile home for her could be located in a park outside of Plymouth if it was funded by the City. They wished to see her property cleaned up and felt if she remained on the property it would not be properly maintained. It was moved by Commissioner Hunt, seconded by Commissioner Neils, to direct staff to proceed to personally contact Tillie Schendel and determine which option suggested by the sub -committee would be favorable to her. Motion carried, five ayes. Commissioner Hunt left the table. Mr. Dale reviewed the report on apartment rental rates at Plymouth's newest apartments. Mr. Phil Katzung of the Metropolitan Council stated a commitment must be made by th! developer before construction has begun to receive Section 8 assistance. It was roved 5y Commi::sioner Neils, seconded by Commissioner Ault, to direct staff to con'.act the developer of Dr. Leonard's apartments on South Shore Drive and make him aware of Section 8 commitment availability for new construction. Motion carried. four ayes. It was moved by Commissioner Neils, seconded by Commissioner Bakke, to endorse the recommendations of staff for a revised Section 8 apartment unit allotment as proposed in Mr. Dale's report dai:::d February 22, 1978. Regular HRA Meeting February 27, 1978 Page 22 It was moved by Commissioner Neils, seconded by Commissioner Ault, to adopt ttie following resolution: HRA RESOLUTION NO. 23 ADOPTING A CHANGE IN THE INCOME LIMITS AND FUNDING DISBURSEMENT IN THE CITY'S HOME IMPROVEMENT GRANT PROGRAM'S GUIDELINES WHFREAS, the Plymouth Housing Rehabilitation Committee has recommended that due consideration be given to adjust the City's Home Improvement Grant Guidelines to more widely distribute grant money benefits by increasing the present income limits, and WHEREAS, the Plymouth Housing and Redevelopment Authority desires to assist those homeowners with the least income first, a priority rating by income is proposed; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that it adopt the following changes to Item C in Section III of the City's Home Improve- ment Grant Guidelines to strike all of Item B so that Item 8, as amended, would read as follows: Recipients must have an annual "•Ad,lu:.`Ad Gross Income" not in excess of $7,500 (as calculated in the Homeowner Application for Grant). However, the following priority rating by income levet will be followed: Order of Spending 1. MHFA Grant Money 1. Under $5,000/year 1. $5,000 2. City Grant Money 2. Between $5,000-6,500/year 2. $5,000 3. City Grant Money 3. Between $6,500-7,500/year 3. $2,000 + $1,000 on a matching dollar - for -dollar basis" Motion carried on a Roll Call vote, four ayes. Commissioner Hunt returned to the table. Mr.Phil Katzung of the Metro Council explained the Metro HRA's proposed scAttered-site family housing program for construction of 3-4-5 bedroom single- family homes, duplexes and townhouses in several metropolitan communities. He stated the units would be tax-exempt properties with a small (10%) payment made to the community for services. Construction would be funded by HUD. Operating costs would have to be paid for out of the rentals. Renters would be required to pay 25% of their income for rent. Mr. Katzung replied to the Authority's questions about the administration of proposed program and policies. It was moved by Commissioner Hunt, seconded by Commissioner Neils, to direct Staff to research the HUD plan for scattered site housing with the City CDRS program to see if they can be tied together to promote home ownership.
