Adjournment 0 CITY OF PLYMOUTH 3026 HAMOOR LANE, PLYMOUTH, MINNESOTA. 68441 TELEPHONE (612) 659.2800 OATS: September 21, 1973 MEMO TO: HRA FROW Milt Dale SUBJECT:Agenda Items for September 26, 1978 Meeting The City's Finance Director has been notified of the need to redraft the Financial State- ment as per the HRA's directive of August 28, 1978, i.e. that a footnote be added to page 3 indicating revenues and expenditures on a cash flow-thru basis. He indicated that due to the budget hearing "crush", this information will not be available for a couple of weeks. Staff has been working on a project -by -project break -down of revenues, expenditures and staff time for various HRA functions. Over the last three years I have kept track of my own staff time as per flours spent on Section 8, Housing Rehab., general HRA, Section 235/266, and current planning items. However, it will take some time to pull all this together. Over the last month, the HRA section did not have a staff typist and some time delays have resulted in this regard (more about this later). If the Commissioners wish to make any additions or changes, I can do so and have it ready for the next meeting. Staff has been assured by the HUD staff that an Annual Contributions Contract (ACC) for 25 units of Sect. 8 housing will be available for your execution on Tuesday, September 26. Should this contract meet with your approval, the HRA chairman is to sign such and we then will return the contract to HUD .for their signature, The Home Improvement Grant Program has received four applications in the last 30 days. All of the applicants appear qualified (3 of the 4 have already had their incomes verified and been approved by the Housing Rehab. Comm.), and work 1s in progress on 2 of the 4. Unbelievable time delays have occurred with the MHFA Program;only this month one applicant was approved and another denied. Their applications had been in since early May of 1978. One project underway involves a reroof for a 76 -year-old widow who has lived in Plymouth since 1952. She and her deceased husband built their own house paying for 1t as they builtIt (a very sound beautifully maintained house by the way). Another project involves the replacement of a defunct furnace/air conditioner with a new one. This 1s for an older couple (lived 1n Plymouth for 20 years) where the husband is handicapped, R 2- September 21, 1978 Attached is a tetter from iron Heinitz regarding our letter to John Boland. As yet we have no reply from Mr. Boland. Incidentally, our improved point standing in the Policy 39 rating did not help us out as far as receiving LAWCON funding goes. We received none! Ori Aug. 25th our high school typist, Vicki Norton, left to take a job with Honeywell. As of September 21 the HRA office shares a clerk -typist, Mrs. Eleanor Cross, with the Planning bepartment. Mrs. Cross has worked for the Public Works Department briefly, 1.e, since late. July 1970. Her assistance in HRA work will be of great value to our efforts at helpiog out Plymouth's lower income citizens. Over the last 2 months, much of.my time has been spent on current planning projects what with the early "retirement" of Chuck Dillerud in June and Kate Marx's leaving in August, It has been part of the new Planning Director's plan to utilize my services more in the current planning activities. In assessing the way my time has been spent since July 1, 1978, 1 find 1 have spent 35% of my time on current planning while this Last month of September an even greater percentage of my time has been going toward current planning, i..e. nearly 705, as current planning activity continues to accelerate. I learned that there are no dollars available this year in the metro area for any home construction. All the money has already been used up! There is a pilot project underway using this program for communities, but its funding will depend on the Minnesota legislature's action this coming Spring. I have also included a copy of a letter I recently mailed to John Boland. The letter was reviewed by your HRA Director, Jim Willis,, prior to mailing. Attachments: i. Boland: Recently the City of Plymouth was reviewed by your staff in regard to your Housing Policy 39 performance ranking system. Upon our review of the rankings, we were able to ascertain several evaluation criteria that were not taken into account, and informed Mfr. John Doyle of your staff of the same. He then indicated to us by telephone that we would be granted an additional 16 points; this information was then relayed to our Housing and Redevelopment Authority at its August meeting. As an outcome of the Plymouth Housing and Redevelopment Authority's Commissioners.' discussion of your Policy 39 performance ranking system, the Plymouth Housing apd Redevelopment Authority also wishes to de- termine wtky Plymouth's financial contribution (through fiscal disparities) to other communities is not given point consideration? Contributing communities such as Plymouth have "endowed" other communities with significant monies over the years to allow these recipient communities to provide for such things as affordable low income housing and other programs. As example, in 1978, Plymouth will contribute nearly one million dollars (i.e. $967,598) in taxes generated to the metro "pool of of which,a very small amount. will be returned to Plymouth. Rating; ,Plymouth and other newer comnunit'les. in. this area is a. very unreliable indicator of performance. As one of its on-going programs., the Corporation assists other non-profit organizations, which want to sponsor the development of rent assisted housing through the HUD Section 8 program. In this role GMMHC provides technical assistance in the develop- ment process and interest-free loans for front-end development costs. L you know of any neighborhood,. church,, or civic groups whichmight be interested in our program,. please contact us. Alternatively, your needs might be better tet by creating a new non-profit corporation as an affiliate of ycur Housing and Redevelopment. Authority to undertake such a project. This type of organization was used in Bloomington to sponsor a project in which ve:were involved. Currently, there are bonus Section 8 funds available. The Metropolitan Council will be.soliciting development proposals in the near future. Additionally the Metropolitan Council has received a bonus allocation of Community Development Block Grant Funds, Which could be sou:aht to write- down land costs to an afforable level. Mr. Daae makes some rather pertinent comments with relationship to the fiscal disparities cortributior, and, particularly, the fact that we are a very-apidly growing "new housing" suburb.
