SUBJECT: Section 8 progress Report
At this time 42 certificates are assigned out of a possible 47 certificates.
Five certificates should be assigned by the end of May as staff has appointments
With prospective applicants for these 5 remaining units. Six Section 8 families
have left the Program for variety of reasons with a stay of any where from tV+o
weeks to seven months. The reasons cited for leaving prior to termination of
the one year lease have been as follows:
1. No longer eligible for program -1
2, Convenience -to -work -2
3. Death of the father -
4. Violation of the lease prohibiting borders -1
S.' Not enough of a rent subsidy to make being
on the Program worthwhile -l!!
Staff has had terminating Section 6 renters sign a form indicating when they plan
on leaving and how much rent they will pay. This is filed with their records so
when HUD audits the Program, we have proof that families were not "released" with-
out cause but did so on their own volition.
In staff's latest discussion with the HUD Area Office, it is that officers estimate
that the 25 additional Section 8 units will not be available until July 1st at the
earliest. .

SUBJECT: Housing Rehab Progress Report
On April 19 the Housing Rehab Committee held its monthly meeting. The minutes of
this meeting are enclosed.
The question of how Barbara Jefferson may be hooked -up to City sewer and water was
posed to the City attorney. He has related to staff that State statutes would not
allow a municipality to assess a private hook-up project. Further conversation
with the applicant's attorney, Douglas Hedin, indicates that Barbara is attempting
to refinance her house to enable her to pay off the contract for deed holder. Ve
will be informed at such time this occurs.
At this time it appears all of our state ho+ine improvement grant money will be used
up by June 1st. This amounts to about $13,800. About $7,000 of City money (CDRS
funded) will still be available. This money can be Carried over. This week staff
inspected a residence owned by a 65 year old widow who appears qualified for the
home improvement program and some of this money could be allocated for her hcme
improvements.

Urban Development.
Purouant to Section 213(x) of the Housing and Community Development
Act of 1974, your unit of government has the opportunity to object
to our approval of any application on the grounds that the application
is inconsistent With your local housing assistance plan as approved
by HUD for your jurisdiction.
You are required to submit any objection based on these grounds no
later than 30 days after the date on which you receive this letter.
If your unit of government does not intend to object, please notify
us as soon a.s possible, so that we can expedite td`.e completion of
our review. Any other comments you or your unit of goverment might
have regarding this application would be appreciated.

It has come to ray attention that you intend to raise apartment rental
rates on all Of your apar#ir.,ent units effective June 1st, I^7D. May
I remind you that all rent adjustments must be subject to GouPrnrlent
approval with the Owner clearly demonstrating that the Owner's opera-
ting costs have increased beyond where the Owner is not adequately
compensated for by annual adjustments as provided in the Housing Assis-
tance Paymnts Contract. Please send rte sufficient docullentation to
assess your proposed rental rate increases and then we can discuss
further if such rate Increases will be allowed. •

Enclosed is the chart I promised to mail you last week. Sorry for the delay.
If you wouldplease notice the column labeled °S over HUD Rent" (Fair Market.
rents) you wi l find that in only four cases does the total rent go over
101 of Fair Market.rates and in those cases a. hardship approval: was granted...
Also as.I have stated earlier, we had no two bedroom apartment units under
the. fair Market rates and consequently all twn bedroom rentals would have to
have been hardship cases.
