This memo included a chart comparing Plymouth's subsidizing housing performance with its HAP Housing Assistance Plan) goals and those of other west suburban communities and their HAP goals. In response to this memo and the Metro Council staff's comments, staff drafted a Letter to Mr. Chuck Ballantine of the Metro Council staff detailingwhyPlymouth's performance was better then it looks on paper. As an attachment was a chart showing proposals before the MHFA and approved by City Council but not approved by the14HFA due to a lack of funds. This letter was read and distributed to members of the Metro Council's Human Resources Committee on April 17. Mr. Isaacson: This letter is to advise you of recipient communities status under the Metropolitan Council's Guidelines for Evaluating the Subsidized Housing Performances of Community Development Block Grant Recipients as part of the review of your recently submitted application. The Metropolitan Council adopted the guidelines in August, 1977. Under the guidelines, communities are evaluated on progress they have made in meeting their subsidized housing goals. Only communities which have been Community Develop- ment Block Grant Recipients for three years are evaluated. Communities are consideredto have achieved "clearly accept- able" performance if they have met 66 percent of their total and family goals. According to Metropolitan Council records, the following twelve communities have been credited with units selected by HUD and/or the MHFA for funding and reviewed by the Metro- politan Council and Section 8 "Existing" units through either the Metropolitan Housing and Redevelopment Authority or directly from HUD. While actual num- bers of units built or subsidized in Plymouth are below the HAP goal of 299 units, it isnot due to a lack of community effort or City Council approvals that more projects have not materialized. It appears simely to be a lack of MHFA funds or developer funds. In my most recent con- versation with Barb Loving of the MHFA staff, she indicatdd Plymouth had several proposals that were worthy of funding but there wa's no money leftforourprojectsatthistime. Last year inrFebruary and M.arch,I sat in on several meetings before the"Metro Housing and Redevelopment Authority regarding large family housing on scattered sites in Plymouth using bonusCOBlockGrantfunds. Our proposal was ranked fourth and the Metro Council staff indicated a strong likihood of its approval. However subsequent action by HOD failed to give this project approval. Unfortunately this oftenseemstobetheruleratherthentheexception. Attached I have listed those subsidized housing projects In Plymouth that have been before the MHFA but have not yet received funding with the ex- ception of the "Willow Creeks Apartments" project. Also the City presently has 47 units of Existing Section 8 housing and is applying for another 25 units of Existing Section 8 housing. Another failed to pay her share of the rent for three months and ended up in court.(She did pay at that time!) 3. Two others were cited for having unruly children and given warnings by the management 4. Another was requested to leave or stop keeping boarders - she will be leaving in June. Staff has been kept busy -attempting to straighten out the varidus situations where. Possible. So far all of the above situations appear resolved in one way or the other. The approach that seems to fare the best, when it is a matter of disagreement between the tenant and apartment manager, is to arrange a meeting of all the parties with staff acting as arbitrator. In this way both sides get their day in "court" and a solution arrived at out in the open. (As yet, staff has no solution for tracking down those who vacate their apartments without giving notice - short of requestingHUDfundsforthepurchaseofabloodhound.) Staff recently submitted our Section 8 application to HUD for 25 additional units. It would appear, as HUD invited us to submit the application, that our chances for approval are good. Presently staff is in process of tabulating our most recent apartment rent survey to see how rents in the City stack up to HUD's Fair Market Rents. Likely we will have to obtain an increase in Fair Market Rents if the program is to work. Applications for rent assistance have been coming in at a rate of one or two per day and we now have a backlog of about 30 applicants. Housing Rehabilitation Progress Report At this time three applications are in to the state for home improvements. All three applicants are women, two divorced and one is a widow. All need rather major Improve- ments to their homes, ie roof repair, new windows and insulation. A significant por- tion of NHFA funds allocated for Plymouth will be used on these homes. Staff was ably assisted by Rehab Committee Chairman Mac McCaughey in selecting the bids on each project. 10 one case the homeo4vner wanted her boyfriend to:get the Joti.( owever he Heyer submitted 6 -bid!). As well, raw sewage had backed up into the basement of the house on occasions. In checking out the resident's income relative to her possible eligibility for Home Improvement Grant funds, it was determined she was not eligible at that time. Subse- quently she was divorced and hospitalized for a long stay, along with a long period of recupperation, so that her present income would allow her to be eligible. However as the property is being purchased on a Contract for Deed, no grant money is to be used unless all owners -share in the repayment of grant money should Mrs. Jefferson move from the premises within a five year period. (It should be added in passing that the Jeffersons have maintained this home as their residence for over 12 years.) The attached letters give additional information on this matter. At its Housing Rehabilitatior Committee meeting of April 19th, Committee members recommended that the Housing and Redevelopment Authority allow the resident be hooked up to sewer and water only and no other home improvement projects be approved until such time as all pnjerty owners are partici- pants in a Repayment Agreement. This house is how rented to Joe Ploumen, a single person, who shares the house with two other single individuals. The rent is $275 a month with the renter paying the utility expenses and heating costs. Mr. Ploumen has been renting the house since November 1, 1977 and the six month lease corrins due on April 30., 1978. In Staff's recent inspection tour of the house on Friday, April 15, the renter appeared to bs maintaining the property satisfactorily. Mr. Ploumen would be agreeable to renting. the house for another six months or longer -should the City consent. It has, however, recently come to Staff's attention that a Mr. and Mrs. Lyle Thompson of 12210 - 24th Avenue North, Plymouth, would like to rent this house for themselves and their family of six children, ages 1, 4, 5, 7, 9, and 12. Mrs. Thompson has inspected the premises and finds it to be very satisfactory for their needs due to the house's size, rent and location within the Wayzata School District. One of the children, age 6, is attending a special learning class through the Beacon Heights Elementary School, and the parents would like to keep him in this class. Presently the Thompsons are renting a two bedroom home and paying $325 per month rent and utilities. Their current income of $10,000-$12,000 would qualify them for Section 8 assistance with a rent of around 200 per month. Staff would recommend that this rent amount be used if the HRA chooses to rent to the Thompsons. As no use for this property is contemplated by the Park Department at this #.t -,e, Staff recommends that a one year lease be signed with either the Thompsons or Mr. r1o;.men. As the Thompsons are very actively looking fo f a jesidence to rent soon, due to theAr present lease expiring on June 30, 1978, and thb"house then would be demolished, a prompt reply to this family would facilitate their decision making. Attached are my notes on the proceedings. Housing and Redevelopment Authority Chairman Spaeth did submit a letter to Metro (lousing and Redevelopment Authority Chairman Phil Cohen explaining why the Plymouth Housing and Redevelopment Authority is not interested in joining the .program at this time.. In 4 April 20th conversation -with Phil Katzung of the Metro Council staff he indicated that the•Huren Resources Committee of the Metro Council would meet on April 24 and May 1 on the matter. He assumed that at the lay 1st meeting a recommendation would be reached and the "full" council would act at its May 11th meeting on if a application would,go in to HUD. Attachments: 1. Major maintenance taken care of by Metro Council maintenance person or contracted out to a maintenance service. Probably be late 1979 before units would be built and available for move -in. Concern by Phil Cohen that we don't lose the units (from HUD). Get the units now they are available. No provision in this program for ownership. In response to your subsidized housing performance rating of the various wast suburban communities, I have put together information relative to Plymouth's situation that would show PlyMouth to be farther along in its achievement of its HAP goal then this chart indicates. While actual num- bers of units built or subsidized in Plymouth are: below the HAP goal of 299 units, it is not due to a lack of coamunity effort or City Council approvals that more projects have not materialized. It appears simply to be a lack of MHFA funds or developer funtts. In my most recent con- versation with Barb Loving of the MHFA staff, she indicated Plymouth had several proposals that were worthy of funding but there was no money left for our projects at this time. Last year in February and March,I sat in on several meet'pgS before the'Metro Housing and Redevelopment Authority regarding large family housi-9 on scattered sites in Plymouth using bonus CO Block `•-nt funds. Our proposal was ranked fourth and the Metro Council staff it .,aced a strong likihood of its apprt-vil. However subsequent action by HUD failed to give this projo.ct appri,val. Vnfort&nlately this often seems to be the rule rather then the exception. Attached I have listed those subsidized housing projects in Plymouth that have been before the MHFA but have not yet received funding with the ex- ception of the "Willow Creeks Apartments" project.
