AdJournment 01 CITY OF PLYMOUTH 3025 HARBOR PLANE, PLYMOUTH, MINNESOTA 55441 TELEPHONE (612) 559-2804 DAT'8: March 15, 1978 TO: HRA FROM: Kilt Dale MEMO SUBJECT: Section 8 Rent Assistance Program - Additional Units Available Staff was recently informed of some 1,000 additional units of Section 8 housing available and the Minneapolis Area Office of HUD is inviting the Plymouth i%A to consider submitting an application for 25 more units. This application should be submitted no later than April 15, 1978. Staff suggests that should the HRA approve the addition of 25 more units, thic breakdown of units be as follows: Unit Units for elderly, handicapped & Units for non - T a disabled persons elderly families 1 bedroom 6 0 2 bedroom 2 16 3 bedroom 0 1 Totals _r Tr This breakdown would correspond to a one-third (elderly), two -third (family) split as presently in effect and as documented in the City's Housing Assistance Plan. Application materials should be arriving from HUD shortly and will be returned. to the HUD area office pi;mptly should the HRA so .sire.. Staff does feel it can handle an additional 25 units without an increase its personnel, providing the program continues running as smoothly as it has over the last six months. Attached is a resolution directing the Execative Director of the HRA, James Willis, to submit an application. to HUD for 25 units -of Section 8 existing housing. ATTACHMENTS: 1. Resolution 2. DATE: March 16, `1978 MEMO TO: Plymouth Housing and Redevelopment Authority FROM: Milt Dale SUBJECT: Metro Housing and Redevelopment Authority Family Housing Program At its last meeting the Plymouth Housing and Redevelopment Authority discussed the possibility of joining the Metro Housing and Redevelopment Authority in scattered site low rent family public housing units in Plymouth. These units would be new construction units that may be single-family homes, duplexes or townhouses. The intent is to meet, what appears to be, a strong demand for larger family rental housing.units. N appraising this program, staff has listed the pros and cons of our involvement as,folIows:. Pros 1. A strong apparent need for larger family rental units then.the market now provides does exist. 2. A need for additional City staff is not apparent. 3. Payment in lieu of taxes would amount to about $190 annually however a similar valued property would produce 1,500 annually. (ie rental non -home- steaded property) Cons 1. Maintenance of rental property often proves difficult. 2. Minimum local control of units as ownership, management and maintence is in hands of Metro HRA. 3. Property woul:. .a: exempt from City taxes. 4. Metro HRA conti•j s who would rent units. 5. Units in Metro area may be widely dispersed with Metro staff spread. too thin. 6. Plymouth HRA will have its own scattered site ownership program. 2 - Staff is somewhat uncertain whether th pros or the cons "have it". The issue is certatnly not decisive. The basie problem seems to boil down to local verses Metro Control.. In the matter of Section 8 Rent Assistance, we have gone it alone and it has proven so far successful. It is quite unlikely that many apartments would be rented if we were under the Metro Housing and Redevelopment Authority Section 8 due to their much lower Section 8 Rent Limits, ie 10, 15 and 20% lower than Plymouth's. Metro RRA is clearly the agency responsible for the quality of manage- ment in the Family Rousing Program and will provide the best manage- ment and maintenance performance possible. Options range from total management and maintenance by Metro RRA personnel, to a sharing of management tasks with local communities, to a contractual arrangement with private maintenance firws for management purposes. The manage - stent decision will be based upon Which strategy provides the best overall management, maintenance, and control by Metro NRA. While the responsibility for good management Use ultimately with Metro RRA, it is hoped that the community group advising Metro will be. a partnes in management through their awareness of community standards and ability to alleviate potential conflicts. Redevelopment Authority FROM: Milt Dale SUBJECT: Tillie Schendel's Housing Plight Presently the Tillie Schendel situation is still unresolved however several possibilities seem to emerge as more likely than others. Tillie's desire is to return to her property and has stated so to staff several times. With this in mind, staff has pursued this course along with the possibility of a rental trailer in Corcoran. Recently a Contractor offered a house frei to the City. This house has been inspected by the City Buildtno Intpecctor, Rudy Kaman and his report is attached. As of this date, staff bas no firm costs for each of the work projects ennumerated in this memo. A member of the Plymouth Optomist Club who is in the contracting business has offered to detail costs for the project. In this regard, the Optomist Club also seems very interested in offering financial assistance and labor to help in housing Tillie. Already a $500 cash prise won by a Mr. Paul Peterson, assistant manager at Mr. Steak, has been offered by Mr. Peterson to -assist Tillie. At its March 15th Housing Rehabilitation Committee meeting, members did agree that a sum not to exceed $2,000 of City Home Improvement be expended on this project or $5,000 of state money could be used provided it came from the MHFA's Emergency Grant. Fund program. (These guidelines are attached.) Also staff has investigated the possibility of using Section 8 rent assistance payments on a mobile home in Corcoran's "Maple Hill Estates" mobile home park. It appears feasible to this case however someone would have to :purchase the trailer and rent it to Tillie. Staff has been informed that Tillie's daughter, Evelyn Larson of Corcoran, will be responsible for finding a permanent place for her. The building is in good condition, of wood frame constr,,mtion with stucco exterior. It is 22' x 28' or 676 square feet and has a forced air oil furnace in the basement. The present renters have ::Den there four years and have been very satisfied with the dwelling. Wiring of the residence seems adequate. Bathroom fixtures and kitchen sink appear satisfactory. I would,+•ecommend the construction of a full basement at a new site to faci- litate `th`e furnace placement and for additional storage. Following are the estimated work projects I see necessary to place the structure on a new site: 1. Moving costs 2. Excavation, footings and basement 3. Septic tank and drain fields 4. Section'8 funds are available to assist approximately 1,000 additional units of Existing Housing in the Twin Cities metropolitan area. The Housing Authority of Plymouth is invited to submit an applicstion for a combined total of 2.5 units of family and elderly housing. The unit size max and family/elderly mix for which you apply should reflect the needs of your earvice area and should be in accord with the Ho"Ing Assistance Plans in effect in your service area. We do wish to express our strong interest in this program and hope that it will prove to be a very successful venture, however after careful consideration our Housing and Redevelopment Authority prefers not to be considered as e participant in your application for funding from HUD at thi% time. We are, as you may well know, establishing a scattered site home ownership program for larger families and have assigned $66,000 From our CDRS money for this purpose. Our efforts at this time are in the Section 8 Rent Assistance Program, Home Improvement Grant Program and our scattered site home ownership progra©.
