On Monday, February 13, 19189 HRA members Ruth Ault, Harold Bakke and
staff member Milt Dale, visited the former Tillie Schendel residence at
5915 Troy Lane to ap;raise the extent of damage to the structure. In previous
conversations with Tillie, she has expressed a strong desire to return to her
homestead if at all possible. With this in mind, the sub -committee checked
the building's structual suitability for reconstruction.From all appearance,
isuchanundertakingwouldbeveryexpensive. It would, n the opinion of the.
sub -committee, be cheaper to erect a new house then attempt to redo the burned
out one.

Recently staff contacted the apartment management for Sunrise Apartments on
the Little Peninsula In Medicine Lake and the Oakwood Apartments at County Road
6 and Highway 101 to determine their rent schedule. Following is this information:

SUBJECT: Revised Section 8 Application
Recently our Section 8 apartment unit allotment was revised by HUD to
reflect an increase in our two-bedroom non -elderly allocation. Our original
application was as follows:

The basic problem with the above unit distribution was the large number of
one -bedroom Non -elderly family units. Over the last four months, staff has
seen a strong demand for one and two-bedroom elderly units and two-bedroom
non -elderly units, but no demand for the one -bedroom -non -elderly units.
Consequently we were stuck with 16 units that wouldn't move. HUD therefore
agreed to a unit distribution trade, ie we could get 13 more two-bedroom
non -elderly units for our -16 one -bedroom units. To effect this trade, we
need to sign the usual eight separately bound, undated.counteroarts of the
proposed Amendatory Annual Contributions Contract for Section s Existing
Housing.
Our revised µnit distribution will then be as follows:

SUBJECT. Resolution on Changing the City's Home Improvement
Grant Program's Income Limits
At its meeting in January, the HRA requested staff to redraft a resolution
that would increase the income limits for the City'sHome improvement Grant
Program from $6,500 to $7,500. This resolution would change the Grant Program's
Rules and.Regulations to favor those families with adjusted grass annual incomes
Of under $6,500/year while still assisting those families, with incomes between
6,500 to $7,500 should money still be. available. Funding of prospective home
improvement projects would be on the following basis:

The basic strategy would be to use up MHFA grant funds first for the very lowest
income level people, then City grant funds for the $5,000-$6,500/year income
level and finally, should money still be in the pot, assist the $6,500-$7,500
income level.

What Is The Metro HRA Family Housing Program? aaa
The Metro HRA Family Housing Program is a rental housing program to
provide now housing units for large, lower income families. owner-
ship, management, and maintenance of the units is the respons bii tx

lots in several Metropolitan communities.

The cooperation and participation of local communities is necessary in
selecting sites, choosing the appropriate type of housing, providing
necessary municipal services, and in monitoring the program management.
Eligible families must have four or more members and have income
less than 80 percent of the median income in the Metropolitan Area.
Why IsA Metro HRA Family Housing Program Needed?
The Family Housing Program is proposed to help meet current and pro-
jected needs for large family subsidized units in the Metro Area. Although the Section 8 Existing program has served some of the
housing needs of the fietro Area, it has not been able to providelargerunits (3, 4 and 5 bedroom) for those families who are eligible.
As of January 1, the Metro HRA waiting list shows 639 families
eligible for 3,. 4 and 5 bedroom units. This number does not. in-
elude those already holding certificates but unable to locate thelargerunitstheyrequire. Private developers are often unwilling toproducetheseunitsforrentbecauseofhighconstruction, opera-
tion, and maintenance costs, and a correspondingly low profit. margin.
Public agency involvement is necessary to overcome these restraints
and to ease the gap between eligible families needing larger units
and the current supply of rental housing
Why Should A Community Participate'
The Family Housing Program will incraer6 t1m housing stock of the
community, help it to achieve its horusi:ig goals for lower incomefamilies, and broaden the range of family income in the community.
The housing units, which will be scattered site homes for .largerfamilies, will be designed to be compatible with the surroundingneighborhood.
The Family Housing Program is designed to fit each community's re- sources and needs, taking into consideration land availability, costs and housing type preference.

What Will Be The Fieral•Impact On The Community?
The community can assume that the development will result in an in-
crease of students and income for the school district in which they
reside.

In 1978-79 the basic state aid to schools will be $1,090 per pupil
unit. (One elementary school child = one per pupil unit. One
secondary school child m 1.4 per pupil unit.) Each per pupil unit
also carries $75 in capital funds.
Since the units will all be family units, we can assume an average
of at least.2 children per housing unit will be added to the school
district.
The community's payment in lieu of taxes (PILOT) will equal 108 of
rents collected.from the Family Housing Program. Property will be
exempt from local property taxes. Payment in lieu of taxes will,
of course, be less than potential taxes on a comparable development.
For example: A Metro BRA Family Housing Program of
three, four and five bedroom units would have
average rents of $158.00 per month.

The Nature Of Community Involvement In The Metro HRA
The Metro HRA suggests that every community participating in the
Family Housing Program consider designating an advisory body of
some type to guide the development, construction and operation
of the program in accordance with current local procedures. The
desated committee could be one in existence, such as an HRA or
CLUXOn's Advfeory Committee for COBG, or- a specially organized -
group apecificatlly charged with following the Family Housing Pro-
gram. Some suggested areas in which an advisory group would be

special needs.

Hoa Will Metro HRA Manage ,And Maintain The Family Housing Units?
Metro HRA is clearly the agency responsible for the quality of manage-
ment in the Family Housing Program and will provide the best manage-
ment and maintenance performance possible. Options range from total
management and maintenance by Metro HRA personnel, to a sharing of
management tasks with local communities, to a contractual arrangemeat
with private maintenance firms for management purposes. The manage-
ment decision will be based upon which strategy provides the best
overall management,ma4atee, and control.by Metro HRA.
While the responsibility for good management lies ultimately with
Metro SRA, it is hoped that the community group advising Metro will be
a partner in management through their awareness of community standards
and ability to alleviate potential conflicts.
How Can A Community Join The Metro HRA Family Housing Proaram?
Approve a Resolution authorizing the Metropolitan Council to
operate the Family Housing Program in its community.
Decide number of housing units to be located in the community.
Approve a Cooperation Agreement with Metro HRA, exempting the
developmentfrom real and personal property taxes, and pro-
viding municipal services to the development.

of the propcsal Amendatory Annual Contributions Contract for Section 8
Existing housing. Three copies of the Annual Contributions Contract
should be signed and sealed by your Authority and returned, together
with two conformed copies. PRASE DO NOT DATE. After execution by HUD,
a fully executed copy will be returned to your Authority. The remaining
three copies are to be inserted, unexecuted, as "Exhibit All to the pro-
ceedings.
Return two certified copies of the extracts of the minutes of the
proceedings of your Authority evidencing the adoption of the resolution
authorising execution of the Annual Contributions Contract. A copy
of the contract undated and unsigned, should be inserted in the resolu-
tion as an exhibit.
Return two copies of a General Certificate (Form HUD 9009) which has
been .signed and sealed. Forms HUD 52672 and 52.673 sent to you with
your application approval letter, are to be completed and returned with
the executed ACC's and other documentation above for HUD review and
approval.
