Progress to Date: As of January 1978 staff has placed 30 families in seven apartment projects. The apartment projects new participating. are: Plymouth Colony, Wellington, At the Lake, Village Square, Four Seasons. Villa, Lancaster Village and The Place. Home Improvement Grant Program, NHFA Starting Date: October 13, 1976 2. Ob lives: r a. Assist as many low income home owners in Plymouth as possible - primarily senior citizens F: b. Wohasis on home Improvements that reduce energy consumption , c: Utilize an the funds allocated to Plymouth by the deadline date of June 30, 1977 3. Progress to Date: e. Duringg the:i976-77 funding year there were six families -that were assisted thru the program. Home Improvements varied between insula- tion, weather-stripping, new roof, water -proofing a basement, exterior painting, hook-ups to city water, etc. b. in 5 of the 6 houses insulation: was added in the ceilings or walls to reduce heat loss. Average cost per house for insulation -was $560. c. In 3 cases there were hook-ups to city water while a 4th family is now awaiting a hook-up to city sewer and water. d. Total funds expended for the 1976-77 funding year for improvements were $16,356.06 allocation. The inability of some Metro Communities to find qualified households, permitted Plymouth to receive the add- itional grant monies.. e. Averagegrant amount per household was $2,693. f. The first half of the 1917-78 funding year has seen the addition of 9 new applications for grant monies. Work has began on 4 of these houses. g. Grant money for the 1.977-78 funding year amounts to $33,794 with 20,000 coming from the CORS account and $139794 from the State of Minnesota. 4. To promote the rehabilitation of older residential structures with first priority to those homes owned by lox income elderly persons: b. To promote energy reduction improvements in older home% where owned by lower income persons. These improvements would take the form of added insulation and weatherstripping. c. To promote other home improvements as necessary for tower income persons. 3. Prooress.to ©ate: a. The Committee meets each 3rd Wednesday of the month at 7:30 p.m. in the City Hall. b. Funds 1. starting.Date: Staff was. first informed of the availability of funds in December of 1976. 2, Lroject Objectives: a. To provide CD Block Grant money to those communities within. the. Metro Council's jurisdiction who would assist. the development of large family housing on scattered sites as per HUD objectives: 1« To provide for a greater choice of housing opportunities for lower income households outside of areas of undue Concentrations of low income households;.and 2. To improve the effectiveness and increase the utilization of areawide housing planning. b. A total of seven areawice planning organizations in the United States were selected by HUD to participate in the program. .awards per areawide planning organization would range between $1509000 to $250,000 each. 3i, ProqMss, to Date: a. The Metro Council Housing staff approved and ranked requests from. 8 Metro Communities and presented the ranking to the Metro HRA Advisory Committee on Marth 10r 1977. Plymouth and Bloomington were tied for fifth place. b. HUD selected only the top two communities for funding in October of 1977. These communities were Golden Valley and Robbinsdale. To provide. in Plymouth,.$ senior citizen housing project for Its senior citizens 3. Progress to Date: a. While staff has worked with developers on the goal of providing a. -senior citizen project in the city, as yet no definite date for construction of such a project has been realized. b. Staff's latest Communication with lth@ Minnesota Housing Finance Agency (KHFA) was on January 19. 1918 at which time two projects are still .before the MHFA for their consideration.. One project Is by Technical Assistance Corporation (TAE) at Pilgrim and I Housing and" Redevelopment.Agthority. l• igl-• i 0l Tl• Lancaster Lanes. This would have 110 units. The other project 1s by Rainbow Development Corporation (Nathan Lane and 45th Ave. lip.) for T1 elderly units and 41 family units. To provide, in a variety of,ways. low and moderate income families with an opportunity to live in Plymouth. 3. Progress toDate; a. While a number of housing proposals have been made:to the MHFA for financinge only one project is in the process of closing, to Willow Creek Apartments with 24 units. b., Presently some seven projects with a total of 519 family units are up far review by -'the "MHFA..- fit should be noted that the MHFA had an allocation of 5,000 units last year while this year that allocation is down to 1,000 units so the selection process will be considerably more "cutting". 4. TELEPHONE (612) 559-280.0 DATE: January 20, 1978 MEMO TO: Housing and Redevelopment Authority FROM: Milt Dale SUBJECT: Metro Council Staff and Association of Metra Muncipallties AMM) Housing Workshop On January 12, 1978 staff attended a housing workshop sponsored by the Metro Council: staff and the AMM. The intent of the workshop was to sound out various staff people, ie City Managers, City Planners and HRA Directors, in the Metro area regarding:a workshop proposed for City Council members and other elected City off- icials on the topic of "What Municipalities Can Do to Reduce the Cost of Single Family Detached Homes. " Discussion centered on the various contributory factors that made single family detached housing so expensive. Then it focused in on what part municipal zoning ordinances and subdivision regulations played in.the overall cost. The workshop moderators wanted those present to examine ways their munici palities might modify their community's zoning ordinance and/or subdivision regul- ations to reduce land costs, utility service costs, etc. Then the moderators proposed to the workshop participants three ways the ANN recommends to resolve the problem: i. Allow smaller single family lots, ie 6,000_ t 8,000 square feet 2. Eliminate minimum house square footage+ 3. Eliminate requirement of a garage"Ibut provide for space for one on the lot) Workshop moderators explained that should municipalities not choose to make: ordinance changes, than the Minnesota State legislature would impose such changes anyway. The concern they expressed was that "unless you do it, they'll do it to you." a paraphrase and not a direct quote!) Staff takes some exception to this contention. Some observations I had and expressed to other workshop attendees: 1. Workshop moderators stressed the projected need for more single family detached homes in the next 10 year period. Tonder if its not more of a desire on the part of many people rather than a housing need. page 2 2. Should many moderateacrd lower ince families be natsiated" UO single family homes, would they be able to ifford all the "hidden" costs of home ownership? 3. Mith today's current need to conserve energy, the single family de- tached hone is not the best way to go. Also increased nobility, divorces and reduced family size would apparently dictate a greater aeqd for other kinds of housing. In closing. should HRA members find themselves in attendance at a Metro/AMM sponsored workshops attention should be paid to their original promises to see if they hold up. Legislature appropriated $500,000 for the use 1:n "housing projects involving innovations to construction method, materials., equipment, design, marketing, financing, and other areas." Loans would be made only to non-profit entitits however Regional Development Commissions, city and county units of government are not eligible. At the Housing Rehab Committee meeting of January 18th, members were also , inlbrmed of this loan program. It was recommended that staff contact the Hennfn County Vo -Tech to see if it was something that would be of interest to thein. An example might be of using Vo -Tech students to build a house in Plymouth, ie U}r" labor but materials financed thru this program. . The Ninnesota Housing Finance Agency is pleased to announce that applications for funds are now being accepted in accordance with the attached guidelines. Also attached is a copy of the Application for the Innovative Housing Loan. Prograde.) There is no deadline or cutoff for appl i- catlons,.as the will be processed on a first come., first served basin. Proposals will be evaluated and 1oans executed in conjunction with funds available at the time. OPPORTUNITY EMPLOYER 1. 12/77 miflne ©t111hou _ g11111 llulM1,iceAgency INNOVATIVE HOUSING LGAN PROGRAM The 1977 Minnesota State LegislatCre passed a bill (N.F. 875) which appropriated 5009000 to be used for encouraging innovations in the development or rehabili- tation of single or multifamily residential housing. The program provides financing to non-profit organizations throughout the state for housing projects involving innovations in construction method, materials, equipment, design, marketing, financing, and other areas. Careful' monitoring and evaluation will be conducted In order to maximize the potential for funared projects to act as models for other similar efforts. ADDlications for Innovative Housing Loans To be eligible to be selected for an Innovative Housing Loan, to be made from the fund established pursuant to Minn. Stat. Sections 462A.05, Subd. 18 and 462A.219 Subd. 9, each applicant must satisfy the following requirements: a) The applicant must be a non-profit entity. Non-profit entities are defined in M iFA rules Section 2( ) and include (1) housing and redevelopment authorities and (21 partnerships, joint ventures. corporations and associations not operating for profit and meeting the requirements stipulated in the rule. Regional Development Commissions and city or county units of government are not eligible to apply. b) Tlv project must be located in the -State of Minnesota. c) Satisfactory evidence must be presented of the applicant's ability to organize and to complete the project for which the Innovative Housing Loaq is requested. d) The project must involve the construction or rehabilitation of a1lmited- unit development, but must be designed for, and intended for occupancy primarily by, persons and families of low or modgratq income. e) Satisfactory evidence must be presented.that a loan is not otherwise available from private lenders upon reasonable terms and conditions. f) Satisfactory evidence must be presented that the applicant has or will have the ability to repay the Innovative Housing Loan and to obtain other financing, if needed, at the expiration of the term of the Loan. g) The project must be innovative; that 1s, it must involve the ust of equipment or materials or of a method of design, construction, marketing or financing which 1s n4t generally in use in the housing industry or of which the public is not generally aware. 4W a. dw ems • G&t &WA eta • (GU) •' 0 AN EQUAL OPPORTUNITY EMPLOYER Selection Criteria for Innovative Housing Loans Page 2 ridetendning wiether or not to accept applications from non-profit entities for vative NousiMg Loanso the Members shall examine the following facts and make their determinations thereon: a) The extent to which the project will conserve energy,'result in a more efficient use of energy, or employ a source of energy not generally utilised by the housing industry. b) 'The extent to which the innovation is likely to be capable'of wide- spread; practical and economic use. . e} The geographic location of .the proposed'project writbin the. Proposals received will be rated by a panel of reviewers from•MHFA staff. While proposals will be considered at the time of receipt, there will be no cutoff for submission of applications. Applications will be considered on their individual merits and may be funded at any time when adequate, funds are available. Terms:.• Loan tgrms will generally be set for two years or less, depending upon the requir'ments of the particular project. 'Loans may be renewed at the discretion of the Agency; however; the Agency may charge up to 8% interest on renewed loans. In the funding: year 1977-78 the. Home Im- provement Grant Program was provided with $20,000. At this time it appears as if all of this money plus the $13,794 in the state program could be used up by the 9 pending applicants and the five applicants in process. Consequently the Housing Rehab Commity recommends to the HRA that its recommendation to the Council be for 30,00' to be spent on the dome Improvement Grant Program in the 1978-79 funding year. Furthermore it recommended that the income limits be Increased. from $6,500 genual gross adjustedincome to $7,15001 annual, gross adjusted income. The reason for the requested change in the income 1.1mit is to widen somewhat the scope of the programa. The thinking by the Rehab Committee members is that in the initial year or two at the program the very needy homeowners have been served and there now is an opportunity to assist homeowners in the modest income category. ' Staff is in process of trying to assess the City's chances of obtaining: additional Section 8 units to add to the 50 units presently under contract, The HUDarea office has indicated that a likelihood exists that more units might be available should our HRA make the request. Staff would like some inppuut from the HRA regarding this matter. in staff's opinion another 25 or 30 units. should be manageable without .requiring additional personnel, At present, staff also has the services of a high school junior, Vicki Horton, from Wayzata Senior High School for two hours every day. Vicki has proven herself to be a very capable person in the three + weeks she has worked for the City -.- Recently the Plymouth HRA was given approval by the HUD area office to use higher Fair Market Rents then allowed in other Metro Communities due to the rent situation in Plymouth. This applicant had applied in late summer of 1977 and eras qualified for the City progra#4- but there has been some question of her eligibility for the state's program as her 1977 gross adjusted income was slightly over the state's income limits. Staff did have the Rehab Committee's approval to use City funds and consequently the -go ahead was given to the con- tractor to in work. Work was begun in in late November of 1977. Currently saran $36.10 worth of work has been done with another $882.30 yet -to be done. Cfty, G`uldelInes however limit.grantrequests to $2,000 and $1,000 on a matching basis. The City Rehab Committee therefore requests that the HRA either raise the grant limitation to a $5,000 maximum or grant a special exception to Virginia Borg ,and allow her a $49042.30 grant. Also 0a Housing Rehab Committee would like the HRA to consider raising the Income limits to $7,500 for the City Program for the next funding cycle, ie August 1978 -August 1979. Following is a -brief summary of the materials I have included: 1.. Rent Assistance Program Inforlration for Owners of Rental Property. This explains some of the benefits participation in the Section 8 program has for the owner. 2.. Sample Lease. It is required that this lease be used for Section 8 renters. I fill this out. 3. Prohibited Lease Provisions. Indicates what cannot be included in the lease. 4. Request for Lease Approval. this is a request by the owner and tenant to have the lease approved. Again I fill in the blanks and you and the tenant sign. 5. Security Deposit Information.. This would only apply where a new tenant applies and would rent from you. Incidentally present Fair Market Rents (the rent ceiling established by the federal government. for Hennepin County) are $202 and $244 for 1 bedroom and 2 bedroom units respectively. It is my understanding your rents are 192 and $232.
