MINUTES OF REGULAR MEETING OF THE HQ;;SING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
November 28, 1977
A regular meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was held on the 28th day of November, 1977 at 7:10 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members of
the Authority were present,-' Acting Chairman Spaeth, Commissioners Baake and
Vasiliou. Chairman Hiide and Commissioner Neils were absent.
There were -dlso present tbg following members of the City staff: Associate
Planner Dale and Secretary Garrity.
Acting Chairman Spaeth read the call of the meeting. It was moved by
Commissioner Vasiliou, seconded by Commissioner Bakke, to approve the minutes
of the October 24 regular meeting as submitted.
Motion carried, three ayes.
Milt Dale reviewed the appointments to be made to the HRA by the City Council
in January to replace members who have retired or resigned.
Mr. Dale then reported on the progress of the Section 8 Rent Assistance Program
and the Housing Rehabilitation Program.
It was moved by Commissioner Vasiliou, seconded by Commissioner Bakke, to
adopt the following resolution:
HRA RESOLUTION NO. 19
ADOPTING A CHANGE IN THE CITY'S HOME IMPROVEMENT GRANT
PROGRAM'S GUIDELINES AND ELIGIBILITY REQUIREMENTS
WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth
did on May 11, 1977, adopt guidelines and eligibility requirements for the
City's Homp mproveffent Grant Program permitting the use of grant monies for
the payment wholly ar in part of assessments for public improvements where
such improvements are required to make the retidence habitable; and
WHEREAS, Sectian 570.202 (4) of the Federal Community Development Block
Grant Regulations (Tuesday, October 25, 1977 date of issue) prohibit the use
of Community Development funds for any payment wholly or in part of as,ess-
ments for public improvements;
NOW, THEREFORE, Bit IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND
REDEVELOPMENT AUTHURITI OF THE CITY OF PLYMOUTH, MINNESOTA that the City's
Horne Improvement Grant Program Guidelines be changed to read as follows:
Grant funds may not be used for the payment, wholly or in part, of
assessments for 0-57ic improvEinents where such improvements are re-
quired to make the residence habitable."
Motion carried on a Roll Call vote, three ayes.
