MINUTES OF REGULAR MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
September 26, 1977
A regular meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota was held on the 26th day of September, 1977 at 7:00 p.m. at the City
Council Chambers in the City of Plymouth, Minnesota. The following members of
the Authority were present: Chairman Hilde, Commissioners Neils, Spaeth and
Vasiliou. Commissioner Bakke arrived at 7:10 p.m.
There were also present the following members of the City staff: Manager
Willis, Planner Dillerud, Associate Planner Dale and Secretary Garrity.
Chairman Hilde read the call of the meeting. It was moved by Commissioner
Spaeth, seconded by Commissioner Vasiliou, to approve the minutes of the August
22 regular meeting as submitted.
Motion carried, three ayes. Commissioner Neils abstained.
Milt Dale reviewed the progress report on the Section 8 Rental Assistance
Program, including funds budgeted for 1978 and the Residency Preferences Survey.
It was the consensus of the Authority that residency preference should not be
emploYed in Plymouth's program at the present time.
Mr. Dale reviewed the status of the Home Improvement Grant Program and
noted the change in the Repayment Clause, requiring a 7 -year residency rather
than 5 years previously required.
Planner Dillerud reviewed the status of the Subsidized Housing Projects
proposed in Plymouth for 1978 and reaffirmed that Plymouth would recieve credit
for these projects towards the City's Housing Assistance Plan goals whether they
are built or not.
The meeting was adjourned at 7:25 p.m.
