HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-22-1977Page 11 MINUTES OF REG-VLAR MEETING OF THE HOUSING 40 AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA August 22, 1911 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 2?r;d day of August, 1977 at 7:15 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Hilde, Commissioners Spaeth and Vasiliou. Commissioners Bakke and Neils were absent. There were also present the following members of the City staff: Associate Planner Milt Dale, Planner Dillerud, Manager Willis and Secretary Garrity. Chairman Hilde read the call of the meeting. It wat moved by Commissioner Spaeth, seconded by Chairman Hilde, to approve the minutes of the July 25 regular meeting Ms cibmitted. Motion cat-ried, two ayes. Commissioner Vasiliou abstained. Mr. Dale reviewed the proposed Diseased Tree Removal Program for Low Income Homeowners. Manager Willis stated it was not appropriate for the City to lend money to any citizens without charging interest. Commissioner Spaeth agreed. There was a discussion of various alternatives of assiEting eligible citizens with diseased tree removal and of the igibility requiremciits for the program. eIt was the consensus that the eligibility requirements fo- the Home Improvement Grant Program would be employed. It was moved by Commissioner Spaeth, seconded by Chair: -'n Hilde, to amend the Guidelines and Eligibility Requirements for Diseased Tr,_ Removal Proorcii-a by striking the words "no interest charge" ;rom Item 11 and substitutinc ;;ne words an 8% interest charge." Motion carried, three ayes. It was moved by Commissioner Spaeth, seconded by Commissioner Vasiliou, to adopt the following resolution: HRA RESOLUTION NO. 16 ADOPTION OF A DISEASED TREE REMOVAL PROGRAM FOR LOW INCOME HOMEOWNERS USING COMMUNITY DEVELOPMENT REVENUE SHARING FUNDS WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth has adopted a resolution providing for the use of $20,000 in Community Development Revenue Sharing money for providing grants for qualified low income homeowners in making necessary repairs or energy - reduction improvements to their homes; and WHEREAS, it has been determined that certain low income homeowners also require financial assistance to remove diseased trees from their property; and WHEREAS, the City of Plymouth his no present program to assist such homeowners; Page 12 NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that a sumnotisItoexceed $2,000 be set aside, from the $20,000 Community Development Revenue Sharing money, for the express purpose of removing diseased trees from qualified low inc9me homeowners property as per the guidelines and eligi- bility requirements as attached hereto. Motion carried on a Roll Call vote, three ayes. Mr. Dale reported on the July 20 Rehabilitation Committee meeting and there was a discussion of the suggestion made to install fire detectors in every house in Plymouth that qualified for home improvement grant funds. Mr. Dale reviewed the proposed 1978 HRA budget of $29,103. This would require a levy of $13,500 or .09 mill. It wag moved by Commissioner Spaeth, seconded by Commissioner Vasiliou, to adopt the following resolution: H7A RESOLUTION NO. 17 APPROVING THE 19'8 BUDGET OF THE HOUSIN5 AND REDEVELOPMENT AU140RITY OF THE CITY OF PLYMOUTH WHERFAS, the Hcusing aid Redevelopment Authority of the City of Plymouth (the "Authority") t.as considered the attached budget and finds that this budget as nece;sar-, for the operation of the Authority during the year 1978; at;.d WHEREAS, t4--- Authority ul derstands that pursuant to Minnesota Statutes, Section 462.545, Subdivision i, its budget must be approved before a special tax may be levied; and WHEREAS, the governing b.)dy of the City of Plyrneuth, by consent resolution, must approve alid authorize the levy for the Authority which would be imposed as a special tax upon all property, both real and personal, within the taxing district of the City of Plymouth; NOW, THEREFORE, BE IT RESOL`ED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the attached budget of the Authority is hereby approved. BE IT FURTHER RESOLVED that a copy of this resolution, together with the attached budget, be submitted to the City Council of the City of Plymouth together, with a consent resolution for adoption by the City Council authorizing the levy of a special tax, in the amount and for the purpose cf Minnesota Statutes, Sections 462.411 through 462.711, upon all property, both real and personal, within said City. Page 13 It was moved by Commissioner Vasiliou, se--onded toy Commissioner Spaeth, to is adopt the following resolution: HRA RESOLUTION NO. 18 LEVYING TAXES FOR THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH FOR THE YEAR 1978 B-E IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA as follows: 1. There is hereby levied a tax in the amount of $13,500.00 for the,vear 1978 on all taxable property, real and personal, situated within the corporate limits of the City of Plymouth and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purposes of estab- lishing an HRA Fund and conducting the operation of an WIA purSLant to the provisions of M`.nnesota Statutes 462.411 through 42.711, 2. The consent resolution by the City Council of the City of Plyr,*yith to this special tax for the operation of the Housing and Redevelop- ment Authority is attached to this resolution and made a part c:f it. 3. Said tax levy shall be certified by the Executive DirEctor of Authority to the County Finance Director of Hennepin County or.= or before October 10,. 1977. is Motion carried on a Roll Call vete, three ayes.
