MINUTES OF REGULAR MEETING OF THE HOUSING
AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA
July 25, 1977
A regular meeting of the Housing and Redevelopment Authority of Plymouth,
Minnesota. was held on the 25th day of July, 1977 at 7:15 p.m. at the City Council
Chambers in the City of Plymouth, Minnesota. The following members of the Authority
were present: Chairman Hilde, Commissioners Bakke, Neils and Spaeth. Commissioner
Vasiliou was absent.
There were also present the following members of the City staff: Associate
Planner Dale and Secretary Garrity.
Chairman Hilde read the call of the meeting. It was moved by Commissioner
Neils, seconded by Conmissiorer'3'paetk, to approve the minutes of the June 27
regular meeting as submitted.
Motion carried, two ayes. Commissioners Bakke and Neils abstained.
It was moved by Commissioner Spaeth, seconded by Commissioner Neils, to adopt
the following :resolution:
NRA Resolution No. 15
AUTHORIZING ANNUAL CONTRIBUTIONS CONTRACT
FOR SECTION 8 RENT ASSISTANCE PROGRAM
WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth
has made application for 50 units of Section 8 Existing Housing for the pur-
pose of providing low and moderate income persons with suitable housing; and
WHEREAS, the HUD Local Area Office has approved the Plymouth Housing and
Redevelopment Authority Section 8 application; and
WHEREAS, the HUD Local Area Office has submitted to the Plymouth HRA
the Annual Contributions Contract for the Plymouth HRA's commissioners'
acceptance;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE HOUSING AND REDEVELOPMENT
AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the chairman of the HRA
of the City of Plymouth, Minnesota be authorized to execute the Annual Con-
tributions Contract as attached hereto.
Motion carried on a Roll Call vote, four ayes.
Milt Dale revie:ied the results of a survey of surrounding communities' programs
for diseased tree removal for low income homeowners and suggested a program for
Plymouth. 'ihe Authority discussed the various alternatives of a subsidized program
and a financial assistance program.

It was moved by Commissioner Neils, seconded by Commissioner Spaeth, to
direct staff to prepare ,a policy resolution providing for a financial assistance
program for low income homeowners for removal of diseased trees, including procedures
for a waiver of hearing, an assessment spread over a 3-5 year period and a method
of budgeting for the amount involved to be subsidized by the HRA as required by
statute.
Motion carried, four ayes.
Commissioner Neils directed that the proposed resolution be reviewed by the
Rehabilitation Committee.
The meeting was adjourned at 7:35 p.m.
