HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 06-27-1977Page 7 MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA June 27, 1977 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 27th day of June, 1977 at 7:00 p.m. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Hilde, Commissioners Spaeth and Vasiliou. Commissioners Bakke and Neils were absent. There were also present the following members of the City staff: Planner Dillerud, Associate Planner Dale, Secretary Garrity. Chairman Hilde read the w?11 of the meeting. It was moved by Commissioner Spaeth, seconded by Commissioner Vasiliou, to approve the minutes of the May 23 regular meeting as submitted. Motion carried, two ayes. Chairman Hilde abstained. Milt Dale reviewer ne•1977-78 Minnesota Housing Finance Agency (MHFA) Home Improvement Grant Program. It was moved by Commissioner Spaeth, sect:.ided by Commissioner Vasiliou, to adopt the following resolution: RESOLUTION NO. 14 REQUESTING AND AUTHORIZING THE METROPOLITAN COUNCIL HOUSING AND REDEVELOPMENT AUTHORITY TO APPLY FOR REHABILITATION GRANT BUNDS FOR IMPLEMV NTATION OF THE HOME IMPROVEMENT GRANT PROGRAM WITHIN THE :.:TY OF PLYMOUTH, MINNESOTA WHEREAS, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide grants of funds to property owners for the purpose of housing rehabilitation; and WHEREAS, the City of Plymouth desires to assist low income homeowners in making rana4r„ to Lh eir homes for the purpose of correcting defects di--.cLiy affecting the safety, habitability and/or energy usage of the property; and WHEREAS, the Minnesota Housing Finance Agency, State, of Minnesota, will accept applications from housing and redevelopment authorities desiring to administer these home improvement -grant program funds; and WHEREAS, the Metropolitan Council has all the powers and duties of a housing and redevelopment authority pursuant to Minnesota Statutes, 1976, Section 473.193 to 473.201 under the provisions of the Minnesota Housing Redevelopment Act, Minnesota Statutes, 1976, Sections 462.411 to 462.711; and WHEREAS, the City of Plymouth desires to participate in the Minnesota Housing Finance Agency Home Improvement Grant Program through theMetropolitanisCouncilHousingandRedevelopmentAuthority; 7- Page 8 NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA thatthe49MetropolitanCouncilisherebyrequestedtoincludetheCityofPlymouth in an application for state Home Improvement Grant Program funds and that upon approval of such application, the City and the Metropolitan Council are authorized to enter into an agreement for operating the program within. the City. Motion carried on a Roll Call vote, three ayes. Mr. Dale replied to the Authority's questions regarding the Section 8 Rent Assistance Program. It was moved by Commissioner Spaeth, seconded by C. Vasiliou, to dire•.t staff to send letters to Senatcr Humphrey and Representative Frenzel requ.sting their aid in expediting execution of Plymouth's contract with HUD with copies to the Metropolitan Council members. Motion carried, three ayes. Mr. Dale reported on the status of Mrs. Marjorie Purinak's emergency request for water and sewer installation at 1601 Wesc Medicine Lake Drive. The Authority discussed the proposed Diseased Tree Removal Program for elderly and low-income homeowners. It was moved by Chairman Hilde, seconded by Commissioner Spaeth, to direct staff to prepare projections as to the kinds of costs that may be incurred by adding the tree removal assistance program to our Home Improvement Program using experience from Minneapolis and surrounding communities who have had this type of program; attempt to simplify procedures and set limit of $2,000 for 1977 disbursement from CORS funds. It was moved to amend Main Motion by Commissioner Spaeth, seconded by Commissioner Vasiliou, to .further amend Guidelines by requiring that the City be agent for Foliciting tree cutters. Motion to amend carried, three ayes. Main motion carried, as amended, three ayes. The meeting was adjourned at 7:35 p.m. 0 Gerald H. Neils, Secretary
