HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 05-23-1977Page 5 MINUTES OF REGULAR MEETING OF THE HOUSING AND RE K VELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA May 23, 1977 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was field on the 23rd day of May, 1977 at 7:00 p.m. at the City Coun- cil Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Acting Chairman Spaeth, Commissioners Bakke and Vasiliou. Commissioner Neils arrived at 7:15. Chairman Hilde was absent. There were also present the following members of the City staff: Manager Willis, Associate Planner Dale, Building Official Kamman and Secretary Garrity. Acting Chairman Spaeth read the call of the meeting. It was moved by Commissioner Vasiliou, seconded by Commissioner Bakke, to approve the minutes of •the April 25 regular meeting as submitted. Motion carried, two ayes. Acting Chairman Spaeth abstained. Milt Dale reviewed the Section 6 Progress Report and the Guidelines and Eligibility Ragvirements for the City's Home Improvement Grant Program. Rudy Kaman explained the intent of the Building Inspection Department to confine their inspection of property in the Rehabilitation Grant Program to health and/or safety hazards and responded to the Authority's questions. There followed a discussion of the cri eria for eligibility for the program. It was moved by Commissioner Bakke, seconded by Commissioner Vasiliou, to amend Item C in Section III of the Guidelines and Eligibility Requirements to by striking "$7,500" and inserting "$6,500." Motion carried, four ayes. It was moved by Commissioner Neils, seconded by Commissioner Vasiliou, to adopt the following resolution: RESOLUTION NO. 11 ADOPTION OF THE CITY OF PLYMOUTH'S HOME IMPROVEMENT GRANT PROGRAM GUIDELINES AND ELIGIBILITY REQUIREMENTS WHEREAS, the HRA of the City of Plymouth wishes to maintain the City's housing stock in a sound, energy-efficient and habitable condition; and WHEREAS, the lack of an adequate income and/or advanced age prevents certain homeowners from making necessary repairs or energy -reduction improvements to their homes; and WHEREAS, the City of Plymouth has CDRS monies available to assist in meeting a variety of community needs; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that it adopt the Home Improvement Grant Program Guidelines and Eligibility Requirements adopted by the Plymouth Housing Rehabilitation Committee on May 18, 1977 as amended by the Authority and attached hereto. 5- Pa -e 6 Plymouth May HRA 23eetin 197Y Motion carried on a Roll Call vote, four ayes. It was moved by Commissioner Neils, seconded by Commissioner Bakke, to adopt the following resolution: RESOLUTION NO. 12 RECOMMENDING THE CITY COUNCIL'S ESTABLISHMENT OF A PROCEDURE FOR EMERGENCY HOME IMPROVEMENT GRANT REQUESTS WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth desires that no homeowner in Plymouth be forced to vacate his (her) home as a result of a lack of money to pay for an essential repair due to the occurrence of some natural disaster or mechanical breakdown beyond their control; and WHEREAS, grant funds are not always readily available from either the Minnesota Housing Finance Agency through the Community Development Revenue Sharing program to handle -immediate emergency requests; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the City Council be requested to make provision for a procedure for Emergence Home Improvement Grants following the guidelines as attached hereto. Motion carried on a Roll Call vote, four ayes. It was moved by Commissioner Neils, seconded by Commissioner Vasiliou, to adopt the following resolution: RESOLUTION NO. 13 DESIGNATION OF A DEPOSITORY FOR HOUSING AND REDEVLEOPMENT AUTHORITY FUNDS Whereas, the Housing and Redevelopment Authority of the City of Plymouth is required in its Bylaws to designate a bank or banks for the deposit of its fends; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMF;i AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the Plymouth State Bank, 12805 Highway 55, Plymouth, Minnesota be so designated is the official :lank for the Plymouth housing and Redevelopment Authority. Motion carried on a Roll Call vote, four ayes. Milt Dale showed slides of home improvement projects in process at this time in Plymouth. The meeting was adjourned at 7:42 p.m. e- -el Gera H.
