CALL TO ORDER Vice Chair Burkhardt called the meeting to order at 7:00 p.m. 2. APPROVAL OF MINUTES Motion by Commissioner Sunseri and seconded by Commissioner DuPuis recommending approval of the June 13 Park and Recreation Advisory Commission meeting minutes as written. With all members voting in favor, the motion carried. 3. OPEN FORUM: 4. PRESENTATIONS (NON-ACTION ITEMS): 4a. Plymouth Creek Center Renovation & Expansion Project Update Plymouth Creek Center Manager Chris Fleck shared an update with Commissioners regarding the FlashVote results and online surveys received. The data will be compiled and presented to City Council. Below are results thus far for online survey questions: QUESTION 1: The current Plymouth Creek Center has gathering and event space, a Black Box Theater, and some space for senior and recreation activities. The proposed renovation and expansion would add amenities like a year-round indoor walking track, indoor playground, gymnasiums, dedicated space for seniors/adults and more. How important is it to you to have a renovated center that has these additional amenities in Plymouth? ACTION REQUESTED: No action needed. 2. BACKGROUND: Cartegraph is an asset and operations management software. It will allow the City to manage its assets effectively, allow for a more seamless succession planning transition, deploy and track resources efficiently, better track asset conditions to help make more informed capital replacement/upgrade decisions, and become more efficient and transparent to the benefit of our citizens. Cartegraph will build upon the progress made within GIS and will add value through an enterprise approach to citywide assets while also providing work management components to inform staff of day to day work orders and priorities. After Cartegraph was approved in April 2018, City staff worked diligently with Cartegraph staff to fast track the project for a go-live date on December 18, 2018. Parks & Forestry manages twenty- five asset types with close to 55,000 assets throughout our park system. In addition, it also allows staff to manage requests that come in from residents. Since the go-live date, Parks & Forestry has followed up on over 545 requests. 3. BUDGET IMPACT: Funding is budgeted annually through IT allocations. 4. ATTACHMENTS: None REGULAR PRAC MEETING November 14, 2019 Agenda Number: 5A To: Parks and Recreation Advisory Commission Members Prepared by: Kari Hemp, Recreation Manager Reviewed by: Diane Evans, Parks and Recreation Director Item: Northwest Greenway Trailhead Building Design 1. ACTION REQUESTED: Provide input regarding Northwest Greenway Trailhead Building Design. Staff and Hagen, Christensen, & McIwain Architects (HCM Architects) are providing three potential roof options for the shelter building. Option A – Butterfly Roof Option B – Shed Roof Option C – Flat Roof 2. BACKGROUND: In 2000, the City Council adopted the Northwest Greenway (NWG) Master Plan as part of the City Comprehensive Plan. The NWG is approximately a 7 mile, east/west corridor with looping trails and connections to both local and regional trail systems. On March 26, 2019, City Council approved the overall site master plan Northwest Greenway Trailhead Phase Five. The 2019-2020 Phase Five project provides for the design and construction of the Peony Lane South trailhead (approx. 6 upland acres). The trailhead is located on the east side of Peony Lane, just north of Schmidt Lake Road and Wayzata High School. The trailhead consists of two upland knolls. The northern knoll (approx. 4 acres) and the southern knoll (approx. 2 acres) will be connected by a box culvert or boardwalk trail crossing over Elm Creek. Phase Five Bid Package One was approved September 10, 2019 for the site work and grading, boardwalk/culvert, trails, and a north and south parking lot. This project is currently underway and anticipted to be completed in coordination with the shelter building in fall of 2020. Bid Package Two includes a large open air shelter building with indoor restroom facilities, storage, and food service area. The concept plan for the shelter building calls for seating accommodations for approximately 150 people, and provides spill-over space onto the plaza for staging events. The overall site design will ensure spectacular vista views of the wetland and accommodations for large events while safely handling people and vehicle traffic. Staff is currently working with HCM Architects on the design. BUDGET IMPACT: The Northwest Greenway Trailhead Bid Package Two is scheduled in the 2020 Capital Improvement Program at $1,900,000 utilizing Park Dedication Funds. Construction costs are inclusive of base bid, consultant’s fees, and contingency. 4. ATTACHMENTS: Shelter Designs REGULAR PRAC MEETING November 14, 2019 Agenda Number: 5B To: Parks & Recreation Commission Members Prepared by: Chris Fleck, Plymouth Creek Center Manager Reviewed by: Diane Evans, Director of Parks & Recreation Item: Update on the Plymouth Creek Center Renovation and Expansion Project 1. ACTION REQUESTED: No formal action requested; staff will provide an update on the Plymouth Creek Center (PCC) Renovation and Expansion Project. 2. BACKGROUND: The PCC Renovation and Expansion Project is currently in the Design Development process with HGA Architects and RJM Construction. The project cost estimate is $52 million, which includes approximately $8.7 million for maintenance and renovation of the existing building. The cost also includes mechanical systems that could support a third gym in the future. Design Development is targeted to be complete by the end of the year, and the project is expected to proceed to the bidding process in summer of 2020. Anticipated Timeline June 2020 Design/construction documents complete June-July 2020 Bonding notification received June-August 2020 Bid process August-September 2020 Construction Begins September 2022 Project completion 3. ACTION REQUESTED: The Parks & Recreation Advisory Commission should review and approve the 2020 Meeting schedule. 2. BACKGROUND: The Parks & Recreation Advisory Commission is scheduled to meet six times, on the second Thursday of the month, at 7:00 p.m. to oversee plans and proposals for the city’s park system and recreation programs.
