HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 12-20-1976MINUTES OF REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA December 20, 1976 A regular meeting of the Housing and Redevelopment Authority of Plymouth, Minnesota was held on the 20th day of December, 1976 at 8: 45 P.M. at the City Council Chambers in the City of Plymouth, Minnesota. The following members of the Authority were present: Commissioners Hunt, Neils, Seibold and Spaeth. Chairman Hilde was absent. There were also present the following members of the City staff: Manager Willis, Planner Dillerud and Secretary Garrity. Acting Chairman Hunt read the call of the meeting. It was moved by Com- missioner Seibold, seconded by Commissioner Neils, to approve the minutes of the September 27, 1976 regular meeting as submitted. Motion carried, four ayes. It was moved by Commissioner Seibold, seconded by Commissioner Neils, to approve the minutes of the October 25, 1976 regular meeting as submitted. Motion carried, four ayes. Milt Dale, Associate Planner, reviewed the Section 8 application require- ments and administrative costs involved and replied to the Authority's questions. It was moved by Commissioner Spaeth, seconded by Commissioner Neils, to adopt the following resolution: RESOLUTION NO. 8 APPROVING A REVISION IN THE SECTIO) 8 APPLICATION TO PERMIT MORE 1 BEDROOM ELDERLY UNITS BY DECREASING THE NUMBER OF 2 BEDROOM ELDERLY UNITS WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth finds it appropriate to increase the number of 1 bedroom rental units and decrease the number of 2 bedroom rental units for elderly persons as it is anticipated that elderly households will normally consist of only one or two persons; and WHEREAS, the HUD local area office has encouraged the Plymouth Housing and Redevelopment Authority to revise their Section 8 application accordingsly; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that it amend its Section 8 application to reflect the following changes in regards to Subdivision B, Section 8 Housing Assistance Payments Program application as follows: Elderly, Handicapped or Disabled Units Non -Elderly Units I bR 2 BR IBR 2 BR 3 BR Present 8 8 16 16 2 Revised 12 2 16 18 2 19- Motion carried on a Roll Call vote, four ayes. It was moved by Commissioner Spaeth, seconded by Commissioner Neils, to adopt the following resolution: RESOLUTION NO. 9 ADOPTING AN ADMINISTRATIVE PLAN FOR 50 UNITS OF SECTION 8 HOUSING FOR THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth has made application for 50 units of Section 8 Existing Housing for the purpose of providing low and moderate income persons with suitable housing; and WHEREAS, the HUD Local Area Office has tentatively, approved the Plymouth Housing and Redevelopment Authority Section 8 application; and WHEREAS, one requirement for fulfilling the HUD administrative and statutory requirements is the adoption of an Administrative Plan for the local Section 8 program; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the City of Plymouth Housing and Redevelopment Authority staff administer the local Section 8 program consistent with the Administrative Plan as attached hereto. Motion carried on a Roll Call vote, four ayes. it was moved by Commissioner Spaeth, seconded by Commissioner Neils, to adopt the following resolution: RESOLUTION NO. 10 ADOPTING A LEASING AND OCCUPANCY POLICY FOR 50 UNITS OF SECTION 8 HOUSING FOR THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY WHEREAS, the Housing and Redevelopment Authority of the City of Plymouth has made application for 50 units of Section 8 Existing Housing for the purpose of providing low and moderate income persons with suitable housing; and WHEREAS, the HUD local i:rea Office has tentdtively approved the Plymouth Housing and Redevelopment Authority Section 8 application; and WHEREAS, one requirement for fulfilling the HUD administrative and statutory requirements is thz adoption of a Leasing and Occupancy Policy for the local Section 8 program; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA that the City of Plymouth's Housing and Redevelopment Authority staff admirister the local Section 8 program consistent with the Leasing and Occupancy Policy as attached hereto. Motion carried on a Roll Call vote, four ayes. 20- Milt Dale reviewed the Progress Report on Home Improvement Grant Program. I•: was moved by Commissioner Seibold, seconded by Commissioner Neils, to acrept the Report on Home Improvement Grant Program and proceed with the recor,.nendations submitted. Motion carried, four ayes. It was moved by Commissioner Seibold, seconded by Commissioner Spaeth, to request the City Council to consider channelling some of the City's Community Development Revenue Sharing funds into efforts to assist senior citizens in the City of Plymouth who do not qualify for assistance by Minnesota Housing Finance Agency guidelines.
