HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 06-28-1976MINUTES 01 REGULAR MEETING OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA June 28. 1976 A regular meeting of the Housing and Red•velopment Authority of Plymouth, Minnesota was held on the 28th day of June, 1976, at 9:10 P.M. at the City Council Chambers if the City of Plymouth, Minnesota. The following members of the Authority were present: Chairman Hilde, Commissioners Hunt, Seibold and Spaeth. Commissioner Neils arrived at 9:35 P.M. There were also present the following members of the City staff: Manager Willis, Planner Dillerud and Secretary Garrity. The Chairman read the call of the meeting. It was moved by Commissioner Spaeth, seconded by Commissioner Seibold, to approve the minutes of the May 24 regular meeting as submitted. Motion carried, four ayes. Planner Dillerud reviewed the status of the City's application to HUD to administer a local program for existing Section 8 leased housing. He also reported on the June 17 meeting with members of the Metropolitan Council. A discussion followed on the possibility of locating units suitable for rehabilitation in Plymouth and of developing City -owned property to provide low and moderate cost housing. Commissioner Neils arrived at the meetinq at 9:35 P.M. Chairman Hide stated that Plymouth must make a commitment to provide low and moderate cost housing for the following reasons: 1) a moral commitment, 2) to satisfy the needs of the community, and 3) to qualify for state and federal funds. It was agreed that the Authority would proceed with the following steps: 1) proceed with the HUD application for existing Section 8 leased housing, 2) look for some units to rehabilitate, 3) land write down, and 4) include low and moderate cost housing in plans for Downtown Plymouth. Chairman Hilde directed the staff to lay out a schedule of work for the next three cr four years so that there would be no gaps or overlaps in the program to provide low and moderate cost housing. It was moved by Commissioner Seibold, seconded by Commissioner Hunt, to direct staff to communicate with the Metropolitan Ccunci1 NRA concerning our Section 8 application and ask for their help in obtaining its approval. Motion carried, five ayes. It was moved by Commissioner Seihold, seconded by Commissioner Hunt, to direct staff to research the ava ,.- .lity of City -owned land that could be utilized for low and moderate cot -f- ging units. Motion carried, five ayes. It was moved by Chairman Hilde, seconded by Commissioner Seibold, to direct staff to include with the list of City -owed land suitable for low cost housing an indication of the amount of money the City has invested in each parcel, i.e., specials and purchase price. 11- Motion carried, five ayes. It was moved by Commissioner Hunt, seconded by Commissioner Neils, to adopt the following resolution: RESOLUTION NO. 4 A RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR HOUSING ASSISTANCE PAYMENTS Whereas the Plymouth Housing and Redevelopment Authority, Plymouth, Minnesota, desires to participate in the United States Department of Housing and Urban Development Housing Assistance Payments Program for existing housing, NOW THEREFORE BE IT RESOLVED BY THE COMMISSIONERS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF PLYMOUTH, MINNESOTA: 1. That the City Manager for the City of Plymouth, in his capacity as Executive Director of the Plymouth Housing and Redevelopment Authority, be authorized and directed to submit an application to the United States Department of Housing and Urban De•'!,ipment seeking a contribution contract to provide housing assistance for fifty (SO) units Section Eight (R) existing housing. 2. TA t said executive director be directed to furnish a certified copy of this resolution to be submitted with such application. Motion carried on a Roll Call vote, five ayes.
