At its Ouly 26, 1976 meeting,.Commissioners adopted a resolution requesting the
Metro HRA to include the City of Flymouth as a participant in the Minnesota Housing
Finance Agency's Now Improvement Grant Program. On September 3, Staff was informed
by the Metro HRA that Plymouth would be included in the Rehabilitation program and
a few days later, the City received the applications, forms, procedure. guidelines,
etc. Staff has digested the material and is.eager.to get the program underway..
The earlier the start, the more rehabilitation work can yet be done this Fall while
the weather is favorable.
The City of Plymouth has been allocated $11,2.86 as its shar,. of Home Improvement Grant
fund monies. Of this amount, 5% or $564.30, is ear -marked for administrative expenses
with 39 for local administration and 2% for Metro Council administration. Total
grant funds available for eligible recipients, therefore, would be $102,721.70. While
this is not a significantly large amount of money, Staff would like to see the very
best utilization of these dollars by assisting as many persons as possible.,. thereby
helping to insure success for this program in the future when more money may be
available. With this in mind, Staff proposes the establishment of a procedure that
can function with a minimum of "red tape" and be utilized each year the program is
in effeFt.
Procedural. Approach
A. Publicize Grant Program
1'. Use the City's radio program time on WWTC to indicate the City has
funds available.
2. Provide a news release to the NEW HOPE -PLYMOUTH POST.
3. Inform the City's Human Rights Commission of the Program..
4. Inform Homeowners' Associations of the program,
5. Inform the League of Women Voters.

d. Appoint Grant Committee
1. This Committee would consist of three persons, i.e.. one amber of the
City Council, one member of the City Staff and one citizen appointed
by the Mayor or City Council.
2. The Committee would meet initially to establish priority guidelines
for the review of applicants and then meet once more to review appli-
cations and select grant recipients.
3. Possible priority ranking as follows:
a. l.1derly persons
b. Health and safety
c. Insulation improvements
d. Improved Nabi tabi 1 icy
C. Establish a Deadline for Receiving Applications:
1. It is suggested that the deadline -be November 1, 1976, after which
time, no more applications would be accepted.
2. Within 15 days after the deadline, the Grant Committee would meet to
select grant recipients.
D. Accept Applications
1. Interested persons will be mailed literature and applications as
requested.
2. Applications wil.1 be accepted by the City Planning Department until.
the. deadline..
E. Review Applications
1. City Planning Department Staff will screen applications and interview
applicants.
2. City Building Department Staff inspects applicant's housing and makes
report. A photo of each applicant's house will be taken.
F. Selection of Grant Recipients
1. Ipforaa grant recipients of Grant Committee selections.
2. Recipients take a minimum of two bids and submit to the City. (This
could be done at the time of application.}
3. Recipients forward Improvements Certificate MHFA form 610 or Work
Program Agreement MHFA Form 645 and a signed and notarized copy of
the Repayment Agreement MHFA Form 620.
4. City submits complete application package for Beech grant recipient to
Metro HRA.
S. City Staff informs grant recipient to proceed to work after notification
of approval comes from Metro HRA.

G. Final Inspections by City Staff
1. City Building Department inspect work upon completion and executes
Completion Certificate.
2. Obtain lien Waivers.
3. Da.- Repayment Agreement for grant recipients.
4. Photo of completed work by Staff.
H. Disbursements of Grant Monies

1. City receives grant monies from Metro HRA uponsubmittal of appli-
cations and other forms.
2. Grant monies are disbursed to contractors upon completion of job --
in case of "sweat equity" situation, grant recipient is paid directly.
I. Publicize Final Results
1. City notifies the news media of a completed rehabilitation project
house that makes a good exterior appearance to publicize program.
At this time, the City is still not in receipt of the contract between the Metro
NRA and the City HRA. Staff was informed on Thursday, September 23 by Phil Katzung,
Metro HRA Program Manager, that this contract would ba ready the week of September 27
through October 1, '374. However, Staff sees no problem with getting the program
underway in terms of publicity and sending out applications prior to the actual
signing of the contract.
Staff recommends that the HRA take the following actions:
1. Adopt the resolution providing for City Staff to proceed in the manner
outlined above.
2. Appoint a Grant Committee comprised of a Councilman, Staff person and citizen.

APPOINTING A HOME IMPROVEMENT GRANT COMMITTEE TO ESTABLISH CRITERIA AND SELECT
RECIPIENTS FOR HOME IMPROVEMENT GRANTS
WHEREAS, the Plymouth HRA has undertaken a Home Improvement Grant Program to improve
the habllitability and safety of certain qualifying structures within Plymouth, and,
.91EREAS, the Plymouth HRA finds it necessary to establish a Grant Committee to
establish criteria and select recipients for grant monies,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLYMOUTH HOUSING AND REDEVELOPMENT
AUTHORITY OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does appoint
the.following.persons to the_Grant Committee
