SUBJECT: Housing and Redevelopment Authority
At Council directive (November 24, 1975) Staff presents a summary of tentative
City Council positions regarding the function and operation of a Plymouth
Housing and Redevelopment Authority.
IN function
The primary function of the HRA would be to address Plymouth's needs for a
balanced housing stock. To accomplish this function the HRA must:
1. Develop the statistical capabilities to measure housing needs and
monitor cocmunity progress in meeting those needs.
2. Provide technical assistance to the private sector in meeting special
housing and community development needs.
3. Engage directly in physical projects to meet special housing and
community development needs.
HRA Membership
The five member +IRA Board would initially be the Wour Councilmen and the Mayor
in an effort to Lessen NRA "start-up" problems. The full Council servir4.
as the first full HRA Board will enable immediate attention to HRA goals%ith
a minimal "learning" period. The Council believes, however, that the HRA
Board should have lay citizen membership. This would be accomplished to an
increasing degree annually as the NRA Board first terms expire. That is, the
first five NRA Board members must be appointed for terms of 11, 2, 39 4 and
S years. As the term of the Councilman with a 1 year term expires, a lay citizen
will be appointed.. The 1976 NRA Board would be 5 Councilmen; the 1977 HRA Board
would be 4 Councilmen and one appointed lay citizen; the 1978 Board would be
3 Councilmen and two lay citizens; and so on.
HRA Costs
The NRA should not impose non-recoverable tax payer financial burdens. HRA.
expenditures should produce identifiable economic returns as opposed to
strictly societal returns. Direct repayment of HRA costs from project activity
is not necessarily implied. Such indirect benefits as HRA workto improve

HRA Staff
A close relationship between existing City Community Development Staff and
the HRA Board would be firmly established initially. In this way, all HRA
Staff would also be City Staff thereby eliminating needless Staff duplication
and HRA.Staff autonomy witnessed in other communities.

housing and redevelopment authorities requires that after
