Willis, City Manager FROM: Charles E. pillerud, Planning Director SUBJECT: Housing and Redevelopment Authority --Staff Report At a meeting earlier this aft:=, the City Council received the final report of the Plymouth Housing Cor;vittee. The end product of the. Housing Committee report was a recommendation that the: City Council seriously consider the formulation of a Housing and Redevelopment Authority consistent with. State law. The Council then directed Staff to provide the Council with such informatton- as may be deemed appropriate in support of the creation of a Housing. and Redevelopment Authority. Attached hereto is a Staff report intended to respond to this earlier Council directive. It should be noted that the City Council must make certain findings within a resolution by which an HRA is created as to the need for such an authority. Unfortunately the was the State law is written and interpreted, there is no flexibility whatscaver as to which finding; the Council muse make. Equelly unfortunate is the fact that the law that enables the creation of a Housigg and Redevelopment Authority was drafted in the late 1940's and .-ontains language that, in the present day, sounds somewhat peculiar. we have attached hereto a photo -copy of a recently published resolution creating a Housing and Redevelopment Authority as adopted by the Crystal City Council. The Plymouth resolution must contain identical language. The data and narative contained in the attached Staff report attempts to provide reasoning for the creation of an HRA in a more contemporary and locally oriented format. At the same time, Staff has attempted to respond as much parallel as possible to the types of findings the State law would appear to require. Effectively we are herein attt ipting to provide an up-to-date and.locally oriented clarification of the ratht- Meaningless terms that must be contained in the HRA creation resolution. The report does not contain substantial statistical data. As with the HRA law, much of the data on housing that is readily available dates from 1970 or earlier. The relationship of this data With respect to a dynamic community such as Plymouth becomes rather meaningless over five years -later. Staff believes that the attached report, if accepted by the Council as a basis for the creation of an HRA, provides ample justification for the creation of a specialized body to address the problems of housing and redevelop- rient as such problems are locally defined. It would appear evident that the structural framework and powers of an HRA will be required to undertake the extremely difficult local task of assuring a balanced housing stock f for the City of Plymouth in the years to come. Attached hereto ple4se-also find a resolution for the City Council directing Staff to advertise and•make preparations for a public hearing to be held December 22,. 1975 as the first step in the creation of a Plymouth Housing and Redevelopment Authority.
