HomeMy WebLinkAboutPlanning Commission Minutes 10-02-2019Approved Minutes 1 of 2 Meeting of October 2, 2019 Approved Minutes Planning Commission Meeting October 2, 2019 Chair Anderson called a Meeting of the Plymouth Planning Commission to order at 7:00 p.m. in the Council Chambers of City Hall, 3400 Plymouth Boulevard, on October 2, 2019. COMMISSIONERS PRESENT: Chair Marc Anderson, Commissioners Donovan Saba, Julie Witt, David Witte, Justin Markell and Jaspreet (Jesse) Narr. COMMISSIONERS ABSENT: Commissioner Bryan Oakley. STAFF PRESENT: Planning Manager Barbara Thomson and Senior Planner Shawn Drill. OTHERS PRESENT: Prior to the formal start of the meeting, Chair Anderson addressed those in attendance who had been informed that redevelopment of Hollydale Golf Course was on the agenda. Chair Anderson stated Hollydale was not on the agenda. He further stated that the City has received a request for an environmental assessment worksheet (EAW) and sketch plan for redevelopment of the golf course. He stated that the EAW and accompanying traffic study will take some time to complete and consequently, the commission would not expect to hold a public hearing on the EAW until after the first of the year. He also indicated that there will be additional opportunities to provide public input if the developer moves forward with a formal development application following completion of the EAW and sketch plan review. Chair Anderson led the Pledge of Allegiance. Plymouth Forum Shellie Bechtold, 4684 Inland Court, stated that she spoke before the commission about one year ago when she and her neighbors expressed concern over the proposed Timbers Edge development. She stated she would like Hollydale Golf Course to be preserved as greenspace. She noted that she speaks in representation of eight neighborhoods and asked those present on this topic to raise their hands. She noted that her home backs up to Timbers Edge and Holly Lane. She stated that the construction at Timbers Edge started in the spring and has continued into the fall, beginning at 7:00 a.m. and continuing until dusk each day. She stated that the construction noise has awakened her family each morning and disturbs the enjoyment of the outdoor portion of her property. She stated that all the trees within the forested area of Timbers Edge have been removed, which has removed the previous sound buffer that existed. She asked if this would be the quality of life she is to expect over the next five years if Hollydale is developed into homes as well. She commented that the roads are already dangerous in this area and additional traffic would only add to that problem. She stated that she would like to see Hollydale remain as greenspace as it is shown in Approved Minutes 2 of 2 Meeting of October 2, 2019 the 2040 Comprehensive Plan. She distributed a flyer to the commission, detailing the concerns and including names of the residents in support of her comments. Nick Hyduke, 16300 Old Rockford Road, asked for details on the process of rezoning, specifically who would make the decision and when the decision would be made. Planning Manager Thomson replied that the process would include a re-guiding of the property, which would happen with a rezoning as the comprehensive plan shows the property as public institutional and therefore the property would need to be re-guided and rezoned to allow residential use. She explained that both processes would include notice to properties within 750 feet, signage posted on the site, and publication in the paper. She noted that the City Council has the greatest level of discretion when acting on requests for re-guiding and rezoning. Chair Anderson explained that the Planning Commission would hold a public hearing on those requests prior to the City Council consideration. Approval of Agenda Motion was made by Commissioner Witte, and seconded by Commissioner Markell, to approve the agenda. With all members voting in favor, the motion carried. Consent Agenda Motion was made by Commissioner Narr, and seconded by Commissioner Witte, to adopt the Consent Agenda that included the following items: (4.01) Planning Commission minutes from meeting held on September 18, 2019. (4.02) Larry and Jennifer Palm. Variance for a detached garage in the front yard for property located at 12215 60th Avenue. (2019082) With all members voting in favor, the motion carried. Public Hearings Adjournment Chair Anderson adjourned the meeting at 7:21 p.m.
