City Council Special Meeting
September 24, 2019
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on May 28, 2019.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Prom, Carroll, Davis, Roehl, Willis, and
McGregor (left at 5:45 p.m.).
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen,
Community Development Director Juetten, Public Safety Director Goldstein, City Engineer
LaBounty, Creek Center Manager Fleck, Recreation Supervisor Koch, Fire Chief Coppa,
Economic Development Manager Parr, Human Resources Manager Kone, City Attorneys
Knetsch, Schwartz, and Schaeffer, and City Clerk Engdahl.
Update from Fourth Judicial District
Honorable Chief Judge Bernhardson provided an update from the Fourth Judicial District. She
discussed updates, renovations, challenges, and the focus being on quality of justice.
Boards and Commissions
Discussion was held concerning City boards and commissions. The conversation centered
around the structure of committees, term limits, and application, interview and appointment
processes. The Council discussed other past uses of committees and ad hoc groups as well as
areas of need.
The Council scheduled the following special meetings:
November 26 at 5:30 p.m.: Review board and commission applications and select
candidates to interview
• December 3 at 5:30 p.m.: Conduct board and commission interviews
Future Study Sessions
The Council added City Center 2.0 to the October 15 study session that begins at 5:00 p.m.
