I'4 1'M:1 1Y.`Y4is 1'-.'IiYY ' n Summary: Study Purpose and Intent In 2002, the City of Plymouth completed master planning for the Northwest Greenway. The Northwest Greenway's intent is to pro- vide an open space framework comprised of parks, trails, passive open space and other recreation amenities to service the broader community and residents residing in the northwest quadrant of the community. This Master Plan Update builds on the initial master plan by providing additional detail and information at a schematic level. Its contents provide City staff with valuable information relating to parcel acquisi- tion and necessary easements required to develop the Greenway corridor. The update also provides a graphic portrayal of the intended improvements set in context with private sector parcels and adjacent land use. This information will be useful as a guide to decision -mak- ers, in reviewing sub -division plans, and to provide coordination with other units of government. Elected and appointed officials can use the master plan update for future policy making and fiscal decisions. Information contained in the schematic plans, provide the framework to enable informed deci- sions and an understanding of prudent alternatives. Private property owners, residents and land developers can con- sult the schematic plans to understand the Northwest Greenway's intended improvements in context with existing and future land use. This information will assist in arriving upon compatible parcel edges and complimentary facilities. Background The notion for the Northwest Greenway was adopted by the Com- munity Comprehensive Plan in 2000. Subsequently, a master plan was completed in 2002 that cast a long term vision for the Northwest Greenway. Principal objectives for the Greenway as set forth in the initial master plan include: Preserve and interpret the area's ecological resources Preserve and enhance wildlife corridors and connections Provide a framework plan for acquisition and preservation of high quality open space Establish linkages between city owned parks, trails, open spaces, schools, and other city amenities Provide long distance recreational opportunities within the City Provide diverse, unique recreational opportunities within the City The initial master plan specified general trail alignments, desirable trail cross sections, and strategies for assembling the necessary land acquisition to make the Greenway feasible. The master plan envisioned a greenway comprised of three major trail systems that included a segment encircling the Elm Creek wetland basin, an east/ west segment to connect the Elm Creek wetland and Lake Camelot/ Pomerleau Lakes, and a third segment encircling Lake Camelot and Pomerleau Lakes. The planned trails were intended to connect of park and open space activity nodes including neighborhood parks and interpretive areas. User amenities and support facilities were sited to augment activity areas. Since the master plan's adoption in 2002, numerous parcels have been acquired for the Northwest Greenway Corridor. Park dedica- tion has been used during the subdivision process to secure trail corridors. The plan has also been used to coordinate with adja- cent communities and county or regional providers. Park and open space facilities have incrementally been constructed with available funding. Schematic Plan Content and Layout This Master Plan Update provides schematic level plans for the North- west Greenway and its proposed amenities. The document provides overview graphics that depict the Greenway in context with adjacent property and the city's street system. Several enlargements of sub- areas are provided to illustrate the intended improvements in greater detail. These schematic plans provide insight to trail alignments, park facility layout, locations of user amenities and other recreation facilities. The plans also portray these elements in context with exist- ing and planned community infrastructure, and existing or proposed land use. Where known alternatives exist, multiple concepts provide flexibility to assist decision -makers in arriving upon the best possible scheme for implementation. Ongoing Changes and Updates The Northwest Greenway is evolving as is the land use within the adjacent parcels. Additional parcel acquisition and easements will be needed to accommodate the Greenway's facilities. Sub -division activities and land development will continue to occur within adjacent private parcels. Roadway and utility infrastructure will be implement- ed over time. Each of these activities will have implications for the ultimate layout and composition of the Northwest Greenway. This document's format and composition is intended to be edited and updated as these incremental changes and ongoing decisions are made. Baseline information for the schematic plans has em- ployed current GIS data where ever possible. Where current map- ping and topography does not exist, the schematic plans are based upon available contour information. The document's electronic format will allow the City to update the schematic plans and the base information as sub -division activity oc- curs and as infrastructure improvements are made. As a result, this document can be kept current as an accurate "living" record of the Greenway. Changes to graphic plates should be recorded with the revision date shown on the affected images.
