HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-22-2019APPROVED MINUTES PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY August 22, 2019 MEMBERS PRESENT: Chairman Michelle Soderberg, Commissioners Jeff Kulaszewicz, and Matthew Plec ABSENT: Commissioners Marty McCarthy and Robert Huddleston STAFF PRESENT: HRA Manager Jim Barnes, Community Development Coordinator Matt Lupini, and Office Support Representative Michelle Rumrey OTHERS PRESENT: Council Member Jim Davis and Jody Boedigheimer of Grace Management 1. CALL TO ORDER Chair Soderberg called the Plymouth Housing and Redevelopment Authority meeting to order at 7:25 p.m. 2. PUBLIC FORUM Chair Soderberg opened and closed the Public Forum as there was no one present to speak. 3. APPROVE AGENDA MOTION by Commissioner Kulaszewicz, seconded by Commissioner Plec, to approve the Agenda. 4. CONSENT AGENDA A. Approve HRA Meeting Minutes for May 23, 2019. B. Plymouth Towne Square. Accept Monthly Housing Reports. C. Vicksburg Crossing. Accept Monthly Housing/Marketing Reports. MOTION by Commissioner Plec, seconded by Commissioner Kulaszewicz, to approve the consent agenda. Vote. 3 Ayes. MOTION passed unanimously. 5. NEW BUSINESS A. Consider allocation of general fund reserved for a High School New Renter Education Program through HOME Line. Community Development Coordinator Lupini gave an overview of the staff report. Approved Minutes Plymouth Housing and Redevelopment Authority August 22, 2019 Page 2 Commissioner Kulaszewicz stated we have allocated funds for HOME Line for a long time. HRA Manager Barnes confirmed this statement. Commissioner Kulaszewicz stated we have never received a break down from HOME Line of what their funds are used for. He inquired as to what programs Plymouth HRA is funding. Community Development Coordinator Lupini answered we provide funding for Plymouth renters through their Tenant Hotline. This is a program that helps renters with legal questions about their lease and rental situation. Commissioner Kulaszewicz asked how much money is provided. Community Development Coordinator Lupini stated that the current grant amount is $9,000. Chair Soderberg inquired if the funding is through CDBG? HRA Manager Barnes responded the funding for this request would come from the HRA General Fund reserves. Commissioner Kulaszewicz clarified that the tenant hotline is funded through CDBG. HRA Manager Barnes stated a reason for funding through the HRA General Fund reserves instead of CDBG is because it is difficult to verify household income of high school students. Chair Soderberg stated she believes this would be a valuable program. Mrs. Boedigheimer agreed it is a good program. MOTION by Commissioner Kulaszewicz, seconded by Commissioner Plec, to approve the allocation of $1,500.00 of the general fund reserves for a High School New Renter Education Program through HOME Line. Vote. 3 Ayes. MOTION approved unanimously. B. Community Development Block Grant. Approve the 2018 Annual Performance and Evaluation Report (CAPER). Community Development Coordinator Lupini gave an overview of the staff report. Council Member Davis asked if the categories listed in the CR-10 table are created by the government or the HRA. Community Development Coordinator Lupini replied the categories are provided by HUD and this table does not include households identified as a race other than what is in the table. HRA Manager Barnes responded it is about race versus ethnicity. MOTION by Commissioner Kulaszewicz, seconded by Commissioner Plec, to approve the 2018 Annual Performance and Evaluation Report (CAPER). Vote. 3 Ayes. MOTION approved unanimously. 6. UPDATES HRA Manager provided an update to the Board on the following items.  Renter Protection and Inclusionary Housing.  Letter to NOAH Owners.  Strategic Plan  Beacon and Sand Companies.  Conversion of 2-bedroom units to 1-bedroom units at Plymouth Towne Square.  Plymouth Towne Square 25th Anniversary Celebration is October 23, 2019 7. ADJOURNMENT MOTION by Chair Soderberg, with no objection, to adjourn the meeting at 8:06 p.m.
