HomeMy WebLinkAboutCity Council Resolution 2019-251 C ITY OF P LYMOUTH R ESOLUTION N O. 2019-251 R ESOLUTION A PPROVING S ITE P LAN FOR C ITY OF P LYMOUTH FOR G REENWAY N ORTH T RAILHEAD TH LOCATED AT P EONY L ANE AND 54 A VENUE (2019054) WHEREAS, the City of Plymouth has requested approval of a site plan to allow for two parking lots and related site improvements at the Northwest Greenway Trailhead, legally described as follows: Outlot A, Elm Creek Highlands, Hennepin County, Minnesota WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA that it should and does approve the request by the City of Plymouth for a site plan for parking improvements at the Greenway North Trailhead, subject to the following conditions: 1. A site plan is approved to allow for two parking lots and related site improvements at Northwest Greenway Trailhead in accordance with the plans received by the City on June 6, 2019, with additional information received on June 20, 2019, June 24, 2019, June 27, 2019, and July 1, 2019, except as may be amended by this resolution. 2. Prior to issuance of the grading permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Obtain city approval of final construction plans. b. Obtain watershed district approval. c. Obtain Department of Natural Resources approval. d. Obtain Army Corps of Engineers approval. e. Provide mitigation plans and in-kind volume compensation for the floodplain fill. f. Obtain the required right-of-way permits from the City of Plymouth engineering division for any work in the Peony Lane right-of-way. g. Provide a landscaping plan that complies with Section 2130 of the zoning ordinance. h. Revise the plan to include a 50-foot average buffer strip from the wetland edge. i. Revise plan to show wetland buffer post locations. 3. Revise the plans to meet fire requirements as follows: a. Approved fire lane signs are required in approved locations to be shown on the final plans. b. Fire hydrants shall be provided in locations to be approved by the fire inspector. c. Submit turning radius proof for fire apparatus. 4. Silt fence shall be installed prior to any construction on the site. 5. All construction parking shall be located on-site. 6. Standard Conditions: a. Compliance with City’s sign regulations. b. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. c. The site plan shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
