R ESOLUTION A PPROVING P RELIMINARY P LAT AND F INAL P LAT
FOR W ATERMARK P ROPERTIES, LLC FOR
“B EACON R IDGE 3 RD A DDITION” (2019 052)
WHEREAS, Watermark Properties, LLC has requested approval of a preliminary plat and final plat
for roughly 0.9 acres of land presently legally described as Lot 1, Block 2, Beacon Ridge; and
WHEREAS, the preliminary plat and final plat would divide and replat said Lot 1, Block 2, Beacon
Ridge into two parcels; one for a single-family home, and one for an amenity lot for the Beacon Ridge
subdivision; and
WHEREAS, the Planning Commission has reviewed said preliminary plat request at a duly called
public hearing and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and approve the request by Watermark Properties, LLC for a preliminary plat
and final plat for Beacon Ridge 3rd Addition, subject to the following conditions:
1. A preliminary plat and final plat is approved to divide/replat Lot 1, Block 2, Beacon Ridge into
two parcels to be known as “Beacon Ridge 3rd Addition” consisting of two lots; one for a single-
family home and one for an amenity lot for the subdivision, in accordance with the plans
received by the City on June 7, 2019 and revised amenity lot plan received by the City on August
7, 2019, except as may be amended by this resolution.
2. The park dedication fee has previously been paid for the single-family home to be
constructed on proposed Lot 1. If proposed Lot 2 is ever converted from a subdivision amenity
lot to a single-family residential lot in the future, the park dedication fee in effect at that time
shall be paid with said building permit application.
3. The tree preservation plan that was approved as part of preliminary platting for this
subdivision remains in force and shall be complied with for this lot. Additionally, 17 new trees
shall be planted on the site in accordance with the landscaping plan that was submitted on June
7, 2019.
4. The amenity lot would be owned, managed, and maintained by Watermark Properties (or a
related subsidiary under Watermark’s control) as a rental community. If Watermark or any
successor opts to sell any portion or all of the Beacon Ridge development to individual
homebuyers in the future, they shall first create a homeowner’s association for the
development to specify ownership, management, and maintenance responsibilities of the
amenity lot.

5. The outdoor swimming pool shall be placed on the opposite side of the club house building
from the abutting Aspen Hollow 3rd Addition.
6. The Developer shall provide a refundable cash deposit for the setting of iron property
monuments and for utility connections related to the plat.
7. Standard Conditions:
a. No building permits shall be issued until the final plat is recorded and all street and utility
improvements have been installed.
b. Development standards and setbacks for this plat shall comply with the RSF-3 zoning
standards. No variances are granted or implied.
c. Removal of all hazardous trees at the owner's expense.
d. No trees shall be planted in drainage and utility easements containing water, storm
sewer, or sanitary sewer pipes.
e. No trees shall be planted in the boulevard.
f. This approval shall expire two years after the date of approval, unless the property owner
or applicant has recorded the final plat, or unless the applicant, with the consent of the
property owner, has received prior approval from the City to extend the expiration date
for up to one additional year, as regulated under Section 512 of City Code.
