City Council Special Meeting
August 13, 2019
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:30 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on August 13, 2019.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Prom, Davis, Roehl, McGregor, and
Willis.
ABSENT: Councilmember Carroll.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Deputy
Director of Parks and Recreation Northway, Parks and Recreation Director Evans, Community
Development Director Juetten, Creek Center Manager Fleck, Recreation Manager Hemp,
Economic Development Manager Parr, and City Clerk Engdahl. Also present was lobbyist Ann
Lenczewski.
Lodeine Tax Update
Economic Development Manager Parr and Lobbyist Ann Lenczewski discussed the lodging tax
legislation that was authorized by the Legislature in the 2019 legislative session. The following
points were discussed:
• City could impose a three percent lodging tax for ten years
• Two-thirds of the revenue must be used for capital improvements to public recreational
facilities and the remaining one-third must be used to fund a local convention/tourism
bureau and related activities
• City would receive approximately $400,000 to $500,000 per year in revenue
• Funds could go into a debt fund and then be allocated to the Plymouth Creek Center
renovation project or any other public recreational facility
• Council must approve the allocation of funds annually
• Whether or not the Council imposes a lodging tax, the City is required to adopt a
resolution accepting the legislation which preserves the right for the City to impose the
lodging tax at any time in the future. The resolution must be adopted prior to the start of
the 2020 legislative session
The Council took no action on the lodging tax discussion.
Future Study Sessions
The Council scheduled a study session on October 22 at 5:30 p.m. to discuss the watershed
districts and the MN GreenSteps Cities Program.
