C ITY OF P LYMOUTH
R ESOLUTION N O. 2019-216
R ESOLUTION A PPROVING THE 2040 P LYMOUTH C OMPREHENSIVE P LAN
WHEREAS, on January 9, 2019,the City of Plymouth approved transmittal of the 2040 Comprehensive
Plan to adjacent and affected jurisdictions ; and
WHEREAS, the City transmitted the plan to adjacent and affected jurisdictions on February 7, 2018
and December 7, 2018; and
WHEREAS, the City considered the comments from its adjacent and affected jurisdictions and the
informal comments from the Metropolitan Council; and
WHEREAS, the City made a number of changes to the 2040 Comprehensive Plan, based on the afore-
mentioned comments; and
WHEREAS, on December 5, 2018, the Planning Commission conducted the public hearing on the plan
and subsequently voted unanimously to recommend approval; and
WHEREAS, on December 11, 2018, the City Council adopted a resolution authorizing submittal of the
Plymouth Comprehensive Plan to the Metropolitan Council for review and response; and
WHEREAS, on December 28, 2018, the City transmitted the 2040 Comprehensive Plan to the
Metropolitan Council; and
WHEREAS, on February 13,2019, Metropolitan Council staff found the City’s plan incomplete in the
areas of wastewater, water supply, forecasts, land use and housing; and
WHEREAS, on March 13, 2019, City staff transmitted a memo to Metropolitan Council staff outlining
where and how Plymouth addressed the items indicated as incomplete in the February 13, 2019 letter; and
WHEREAS, on May 3, 2019, following receipt of additional material, Metropolitan Council staff
subsequently found the plan complete; and
WHEREAS, on June 26, 2019, the Metropolitan Council authorized Plymouth to put its 2040
Comprehensive Plan into effect.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that the 2040 Comprehensive Plan is approved.
