R ESOLUTION N O. 2019-199
R ESOLUTION TO A WARD THE C ONTRACT FOR THE
2019 M ILL AND O VERLAY P ROJECT (ST199004)
WHEREAS, pursuant to an advertisement for bids for the 2019 Mill and Overlay Project, bids were
received, opened and tabulated according to State law, and the following bids were received complying with the
advertisement:

CS McCrossan Construction, Inc. $1,875,059.45
Astech Corporation $1,878,421.02
Bituminous Roadways, Inc. $1,986,642.95
Engineers Estimate $1,967,318.20
WHEREAS, it appears that Park Construction Company of Minneapolis, MN, is the lowest responsible
bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Park Construction Company of
Minneapolis, MN.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA:
1. The Mayor and City Manager are authorized and directed to enter into the contract with Park
Construction Company out of Minneapolis, MN, in the name of the City of Plymouth for the 2019
Mill and Overlay Project according to the plans and specifications therefore approved by the City
Council and on file in the office of the City Engineer in the amount of $1,686,148.41.
2. In addition to the contracted mill and overlay, the project shall include the mill and overlay
performed by City forces in the amount of $365,596.59, preventative maintenance in the amount
of $1,648,652.57, and 15% for design, administration, and contingency in the amount of
$307,761.75 for a total project cost of $4,008,159.32.
BE IT FURTHER RESOLVED, that funding for this project shall be from special assessments
($1,070,643.29), the Street Reconstruction Fund ($1,695,967.33), the MSA Fund ($407,566.77), the Sewer Fund
($277,893.33), and the Water Fund ($556,088.60).
APPROVED by the City Council on this 25th day of June, 2019.
