FOR P ROPERTIES LOCATED AT 2955 X ENIUM L ANE, 2800 C AMPUS D RIVE, AND 2905 N ORTHWEST B OULEVARD (2019029) WHEREAS, Elan Design Lab, Inc. has requested approval of a planned unit development (PUD) amendment to allow the reconfiguration of the parking lots and other related improvements for properties located at 2955 Xenium Lane, 2800 Campus Drive and 2905 Northwest Boulevard; and WHEREAS, the subject property is legally described as: th Lots 1-3, Block 1, Northwest Business Campus 5 Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by Elan Design Lab, Inc. for a PUD amendment to allow the reconfiguration of the parking lots and other related improvements, subject to the following conditions: 1. The PUD amendment is approved to allow the reconfiguration of the parking lots and other related improvements, in accordance with the application materials received by the City on April 24, 2019, except as may be amended by this resolution. 2. All conditions of resolution MPUD 81-1 approving the general plan for Northwest Business Campus PUD and resolutions 84-132 through 84-136 approving the site plans for the three subject lots shall remain in full force, except as specifically amended by this resolution. 3. A separate grading permit is required prior to the commencement of the project. 4. A separate electrical permit is required prior to the installation of any exterior lighting. 5. Existing trees that are removed in conjunction with the parking lot reconfiguration shall be relocated or replaced on site. 6. Prior to the issuance of a grading permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable City code, zoning ordinance, and engineering guidelines: a. Execute a site improvement performance agreement and submit the related financial guarantees and fees pursuant to section 21045.10 of the zoning ordinance. b. Obtain the required permit from the Bassett Creek watershed district. Resolution 2019-194 (2019029) Page 2 c. Execute and record a maintenance agreement for all required stormwater best management practices (BMP’s). d. Obtain City approval of final construction plans, including the stormwater treatment plan. e. Revise the plans as follows: i. Add pedestrian crossings at the main drive aisles within the large parking lot area within the center of the site. ii. Identify all the existing and relocated fire department connection locations and all new and existing hydrant locations. The fire department connections and hydrants are required in locations as approved by the fire inspector. iii. Relocate filtration basins out of any drainage and utility easements. iv. Provide a luminaire plan (electrical site plan) in conformance with the exterior lighting requirements for LZ2 (light zone 2) for any new parking lot lighting or wall-mounted fixtures. The plan should include the proposed lumens per square foot of hardscape (maximum 2.5 lumens per square foot of hardscape). See section 21005 definitions section under Lighting Related for applicable definitions. v. Provide exterior lighting fixture details that include the backlight, uplight, glare (B.U.G.) information, color-rendering index (CRI) and correlated color temperature (CCT) information. 7. Any use changes within the subject buildings shall require separate building permits for tenant improvements. The uses shall conform to the industrial guiding of the site and be office/warehouse/manufacturing type uses. Any proposed uses not meeting the industrial guiding may be subject to PUD amendment approval and/or land use guide plan amendment approval. 8. Fire lane signage shall be provided in locations to be field identified by the fire inspector. 9. Silt fence shall be installed and inspected prior to any construction on the site. 10. Standard Conditions: a. No trees may be planted in the public right-of-way. b. Any rooftop/ground-mounted equipment shall be screened consistent with the requirements of section 21130.05 of the zoning ordinance to match the building. c. Compliance with the city’s lighting regulations. d. Any signage shall comply with section 21155 of the zoning ordinance and shall receive sign permits if required. e. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. ADOPTED by the City Council on this 25th day of June, 2019.
