City Council Special Meeting
June 18, 2019
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:10 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on June 18, 2019.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Prom, Carroll, Davis, Roehl, Willis, and
McGregor.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Creek
Center Manager Fleck, Recreation Manager Hemp, Deputy Parks and Recreation Director
Northway, Parks and Recreation Director Evans, Recreation Supervisor Pearson, and City Clerk
Engdahl.
Plymouth Creek Center Renovation and Expansion
City Manager Callister reported on bond financing options for the approximately $50 million
project.
Nancy Blankford, Victor Pechaty, and Sara Powers from HGA, Brad Barickman and Brian
Recker from RJM Construction, and staff provided the following information:
• Draft schematic design for facility and two gyms
• Parking metrics
• Building space programming
• Project outline including timeline
• Project budget
The suggestion was made to bid the project with an alternate for a third gym which the majority
of the Council supported.
A significant amount of discussion was held on the communication efforts with residents to
inform them of this project, the cost, and proposed funding. The Council requested receiving a
copy of the correspondence prior to being sent. It was noted that a community open house is
scheduled for July 9 from 5:30 p.m. to 7:30 p.m. at the Plymouth Creek Center. Lastly, a
discussion was held on the possibility of conducting a referendum for this project.
The next special meeting for this project will be held on June 24 at 5:30 p.m.
