City Council Special Meeting
June 11, 2019
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the
Medicine Lake Room of City Hall, 3400 Plymouth Boulevard, on June 11, 2019.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Prom, Carroll, Davis, Roehl, Willis, and
McGregor.
ABSENT: None.
STAFF PRESENT: City Manager Callister, Administrative Services Director Hokkanen, Public
Works Director Thompson, Deputy Parks and Recreation Director Northway, Parks and
Recreation Director Evans, Community Development Director Juetten, Public Safety Director
Goldstein, Human Resources Manager Kone, Fire Chief Coppa, Economic Development
Manager Parr, Finance Manager Bursheim, Supervising Accountant McMackins, Street and
Utility Manager Pauman, Street Supervisor Keith, and City Clerk Engdahl.
Preliminary Budget Discussion
City Manager Callister and department directors spoke of issues and initiatives in their respective
departments for 2020 and 2021. The first budget study session will be held on August 20 at 5:30
p.m.
Snow and Ice Management Policy
Public Works Director Thompson, Street and Utility Manager Pauman, and Street Supervisor
Keith reported on the current Snow and Ice Management Policy, main snow plow routes, cul-de-
sac zones, typical snow event response timeline, flash vote survey results from 2018 and 2019,
and goals for 2019-2020 and beyond.
Council requested that staff look into the following:
• Define the main streets and provide communication to residents
• Track expenses for snow and ice removal (include staffing expenses from departments)
• Options and cost to improve plowing of intersections
Set Future Study Sessions
The Council scheduled or cancelled the following study sessions:
• August 13 at 5:30 p.m.: Lodging tax discussion

• June 25 following Regular Council meeting: Quarterly City Manager's update
• September 3 at 5:30 p.m.: Budget and CIP (cancelled)
• September 10 at 5:30 p.m.: Boards and Commissions discussion
• October 8 at 5:30 p.m.: CIP, Utility Study and other funds budget review
• October 15 at 5:30 p.m. CIP, Utility Study and other funds budget review (if needed)
Adiournment
Mayor Wosje adjourned the meeting at 7:00 p.m
