Action Requested: Provide input and direction regarding the Economic Development Vision/Principles and areas of opportunity. 2. Background: In two previous economic development sessions (April 30 and May 21), the Council has had the opportunity to hear from local developers/brokers about market conditions in Plymouth and receive recommendations from our consultant, Craig Waldron, about proactive efforts to support future economic development. This third session is to further discuss an Economic Development Vision Statement and Principles, as well as having a high level discussion on areas of opportunity in Plymouth. A draft Economic Development Vision Statement and Principles are below: Draft Economic Development Vision Statement: The City of Plymouth will remain a premier community that focuses on bolstering its strong local tax base, encouraging the growth of innovative businesses and quality jobs, and supporting redevelopment that fosters vibrancy and an exceptional quality of life. Proposed Principles: 1. Develop an economic/redevelopment vision that addresses long and short-term goals. 2. Identify critical areas of future opportunity. 3. Decide which economic development tools the City will consider using when appropriate and ways to be creative with the respective tools. 4. Identify and agree on areas with greatest redevelopment opportunities. 5. Agree on the process for evaluating development opportunities and the roles of those involved. 6. Distinguish priority projects where the City may want to have proactive involvement. 7. Establish an Economic Development Advisory Commission (EDAC). 8. Understand our image/brand and ways to support it. 9. Identify and integrate critical items to support quality development trends in the marketplace (such as walkability, a predictable process, re-evaluate fees in certain instances, etc). 2 3.
