HomeMy WebLinkAboutCity Council Resolution 2019-144 C ITY OF P LYMOUTH R ESOLUTION N O. 2019-144 R ESOLUTION A PPROVING S ITE P LAN A MENDMENT AND V ARIANCE FOR B UILDING A DDITIONS, P ARKING L OT C HANGES AND R ELATED S ITE I MPROVEMENTS ON P ROPERTY LOCATED AT 13600 I NDUSTRIAL P ARK B OULEVARD (2019016) WHEREAS, Daikin Applied Americas, Inc. has requested approval of a site plan amendment and variance to allow construction of building additions, parking lot changes and related site improvements for the property presently legally described as Lot 1, Block 2, Minneapolis Industrial Park 2nd Addition, Hennepin County, Minnesota; WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by Daikin Applied Americas, Inc. for a site plan amendment and variance for building additions, parking lot changes and related site improvements for property located at 13600 Industrial Park Boulevard, subject to the following conditions: 1. A site plan amendment is approved to allow construction of a 25,850 square foot tech center building addition, parking lot changes and related site improvements, in accordance with the plans received by the city on March 18, 2019, except as amended by this resolution. 2. A variance is approved to allow a building addition to be 15 feet from the front (west) property line where 50 feet is required, with the finding that the request complies with all applicable variance standards. 3. A separate building permit is required prior to commencement of the project. 4. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Execute a site improvement performance agreement and submit the related financial guarantees and fees pursuant to section 21045.10 of the zoning ordinance. b. Obtain the required permit from the watershed district. c. Execute and record a maintenance agreement for all required best management practices (BMP’s). d. Obtain city approval of final construction plans, including the stormwater treatment plan. e. Revise the plans as follows: i. Revise the width of the driveway entrances along Industrial Park Boulevard to either: 1) meet the minimum drive aisle width of 24 feet for two-way traffic; or 2) Resolution 2019-144 File 2019016 Page 2 identify the entrances as “one-way only” and revise the plans to include the necessary one-way signage. ii. Identify the fire department connection location. The fire department connection is required in an approved location on the north side of the building. iii. Provide a luminaire plan (electrical site plan) in conformance to the exterior lighting requirements for LZ2 (light zone 2) for any new parking lot lighting or wall mounted fixtures. The plan should include the proposed lumens per square feet of hardscape (maximum 2.5 lumens per square foot of hardscape). See section 21005 definitions section under Lighting Related for applicable definitions. iv. Provide exterior lighting fixture details that include the backlight, uplight, glare (B.U.G.) information, color-rendering index (CRI) and correlated color temperature (CCT) information. 5. Silt fence shall be installed prior to any construction on the site. 6. Fire lane signage shall be provided in locations to be field identified by the fire inspector. 7. Standard Conditions: a. No trees may be planted in the public right-of-way. b. Any rooftop/ground-mounted equipment shall be screened consistent with the requirements of section 21130.05 of the zoning ordinance to match the building. c. Compliance with the city’s lighting regulations. d. Any signage shall comply with section 21155 of the zoning ordinance and shall receive sign permits if required. e. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. f. The site plan amendment and variance shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the city to extend the expiration date for up to one additional year, as regulated under sections 21045.09 and 21030.06, respectively, of the zoning ordinance.
