R ESOLUTION R ECEIVING P RELIMINARY E NGINEERING R EPORT, O RDERING P REPARATION
OF P LANS AND S PECIFICATIONS, AND C ALLING FOR A P UBLIC H EARING FOR THE
2019 M ILL AND O VERLAY P ROJECT (ST199004)
WHEREAS, pursuant to a resolution of the City Council adopted May 14, 2019, a report has been
prepared with reference to the recommended project area including the streets south of 36th Avenue,
east of and including East Medicine Lake Boulevard, west of State Highway 169, and north of 14th
Avenue, excluding South Shore Drive, 17th Avenue, 24th Avenue, Kilmer Lane between 24th Avenue and
28th Avenue, Pilgrim Lane between 26th Avenue and 28th Avenue, Nathan Lane between 26th Avenue
and 29th Avenue, Lancaster Lane immediately south of 28th Avenue, 27th Avenue adjacent to Kilmer
Lane, 28th Avenue between Pilgrim Lane and 275 feet east of Kilmer Lane, East Medicine Lake Blvd from
700 north of 30th Avenue to 250 feet south of 30th Avenue, 30th Avenue east of East Medicine Lake
Blvd, 32nd Avenue from East Medicine Lake Boulevard to 200 feet east of Saratoga Lane, Saratoga Lane
200 feet north of 32nd Avenue, and Wellington Lane and 35th Place south of 36th Avenue. The streets
west of Peony Lane, north of Old Rockford Road, east of Vagabond Lane, south of and including 48th
Avenue, 39th Place west of County Road 101, Zircon Lane south of County Road 6, 12th Avenue east of
Ferndale Lane, Ranchview Lane between 9th Avenue and the City border with Minnetonka, Quantico
Lane south of Gleason Lake Drive, Orchid Lane immediately north and south of Gleason Lake Drive,
Xenium Lane between Rockford Road and Northwest Boulevard, and 42nd Place and Magnolia Place west
of Magnolia Lane. Also included are the streets immediately north of and including 18th Avenue between
West Medicine Lake Drive and State Highway 55 with the exception of Forestview Lane and Oakview
Lane; and
WHEREAS, the proposed improvement includes the edge mill and overlay of streets, replacement
of concrete curb and gutter, water repairs, sewer repairs, and all necessary appurtenances; and
WHEREAS, said report is being received by the Council on May 14, 2019; and
WHEREAS, the report provides information regarding whether the proposed project is necessary,
cost effective, and feasible; whether it should best be made as proposed or in connection with some
other improvement; the estimated cost of the improvement as recommended; and a description of the
methodology used to calculate individual assessments for affected parcels.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Council will consider the improvement of such streets in accordance with the report and
the assessment of abutting and adjacent property within the designated 2019 Mill and
Overlay Project (ST199004) for all or a portion of the cost of the improvement pursuant to
Minnesota Statutes 429.011 to 429.111 (Laws 1953, Chapter 398, as amended) at an
estimated total cost of the improvement of $4,248,957.08.
2. A public hearing shall be held on such proposed improvement on the 25th day of June, 2019,
in the Council Chambers of the Plymouth City Center at 3400 Plymouth Boulevard at 7:00
p.m., and the City Clerk shall give mailed and published notice of such hearing and
improvements as required by law.
3. The Plymouth Engineering Department is designated as engineer for the improvement. They
shall prepare plans and specifications for the making of such improvement.
