CALL TO ORDER Chair DeBleeckere called the meeting to order at 7:10 p.m. 2. APPROVAL OF MINUTES Motion by Commissioner Sunseri, seconded by Commissioner Wilson, recommending approval of the February 14 Park and Recreation Advisory Commission meeting minutes as written. With all members voting in favor, the motion carried. 3. OPEN FORUM: Laura Babcock from the City of Plymouth Environment Quality Committee (EQC) was present to share that their committee has begun exploring the benefits and opportunities of Plymouth becoming a Green Step City. This is a free and completely voluntary program in Minnesota that provides pathways that guide and support cities to set and achieve green goals. Many of the current projects that PRAC is involved with, such as upgrading to LED lighting, trail connections and improvements, and the PIC’s R22 conversion, would qualify as green initiatives. In order to maximize the benefits of the City’s participation, the EQC is asking for all committee and commissions to support the initiative. EQC members will be able to provide more information and answer any questions at future meetings once their application is approved. The committee will be presenting their application to City Council in spring/summer 2019. 4. PRESENTATIONS (NON-ACTION ITEMS): 5. NEW BUSINESS (ACTION ITEMS): 5a. Northwest Greenway Phase Five Master Plan – Trailhead Project Director Evans introduced Stewart Crosby, a Landscape Architect from SRF Consulting. Mr. Crosby has been working with the City on the Northwest Greenway Master Plan throughout the last five phases. Phase Five will take place on the west side of the Northwest Greenway, just off of Peony Lane near Wayzata High School. There are two raised nodes that will have developments installed on. The 2 Proposed Minutes March 14, 2019 northern, larger, node will have 100 parking spaces, concrete plaza, and a 3-season reservable picnic shelter. The entire facility will be built just outside of the flood plain along the wetlands. The southern node will have 56 parking spaces, trail access, and a playground designed for those 13+. This site will also have two smaller picnic shelters and a portable restroom enclosure. Tim McIlwain of HCM Architects has been working on the 3-season picnic shelter’s components. The shelter will be built to accommodate up to 150 people and have a staging area for events. More people can be accommodated on a concrete plaza in front of the shelter. Within the shelter will be storage rooms for tables and chairs, a server/catering space area, and restrooms. The overlook patio will have a garden and sitting wall. There is a non-developed view with lots of up- close access to nature. Jaqui Zamora and Stacy Strand of Flagship Recreation are putting together the playground structure. The playground will have a challenge course feel with a mix of ninja course obstacles. Features include rock climbing, rope climbing, and other climbing obstacles. The playground surfacing will be a wood fiber material. The playground will be designed for those 13 years and older. Director Evans shared that 16 residents attended a project Open House just prior to this PRAC meeting tonight. Many positive comments were received such as; liking the different amenities, liking the large parking option, liking the fix-it bike station, and appreciating it being a multi-use gathering spot. Suggestions include; adding a geocache stop, adding a crosswalk on Peony Lane, and adding more bouldering areas along the Greenway. Mr. Crosby shared that the project is scheduled to have construction documents for the trails and parking lots ready for bid by the end of April with construction starting this summer. Architects would continue to design and develop plans for the building with a scheduled construction time of summer 2020. The playground would also be installed in summer 2020. Council member Davis asked if this project is all part of the Capital Improvement Plan. Director Evans shared that money is scheduled in the 2019 CIP. Right now the cost estimate is higher than what was budgeted. There is currently $2.5 million in the CIP, but estimates have come in around $3 million. Council would have to authorize the additional spending. The Department has the money available to fund the balance of the project. Commissioner Burkhardt asked if there were any unique ongoing maintenance needs that this playground would require. Deputy Director Northway answered that the playground has some traditional components that the 2-12 year old playgrounds have. Other playgrounds also have the rocks and ropes; not to this level or height, but the same type. They have been fairly easy to maintain thus far. The playground vendor we are working through is part of Landscape Structures, Inc based in Delano so we would have a proximity advantage to the manufacturer. They would be able to handle any touch ups or repairs that our staff could not do. Commissioner Sunseri feels this trail head project will be a huge draw. Since there is already a lot of traffic in the area she is concerned with pedestrian safety. Director Evans shared that there is a controlled intersection in the area to help those cross from the west side of Peony Lane to this trail head. There is also a controlled intersection at Schmidt Lake Road and Peony, as well as Lawndale and CR 47. Commissioner Wilson shared that she thinks the building looks great and appreciated the attention and thoughtfulness on the site plan as well as the view for park users. 3 Proposed Minutes March 14, 2019 Chair DeBleeckere shared that this has been a project many years in the works and is very excited to see the trail head starting this year. This will be great spot for people to start on the trail. Commissioner Burkhardt added that up until now most of the Greenway has been hidden. This will be a great way to give it more visibility and create more convenient access. Director Evans shared that if PRAC approves of the Master Plan it will then be presented to Council at their meeting next week. Motion by Commissioner Burkhardt, seconded by Commissioner Wilson, recommending the approval of the Northwest Greenway Phase 5 Master Plan. 5b. Annual Report Recreation Manager Hemp presented the 2018 Department Annual Report. A rough draft had been presented at the February 14 PRAC meeting. Any comments and suggestions made at that meeting have been applied to this final version. Motion by Commissioner Swanson, seconded by Commissioner Sunseri, recommending the approval of the 2018 Annual Report. 5c. Chair & Vice Chair Appointment Director Evans shared with Commissioners that each year a Chair and Vice Chair need to be selected. The commission’s recommendation will then be forwarded to City Council for their approval. The current Vice Chair, Aaron Vanderwall, has submitted his resignation from PRAC. Due to his work schedule conflicts he is no longer able to be a member. Mr. Vanderwall joined PRAC in 2007 and has been a great asset to the commission. Motion by Commissioner Wilson, seconded by Commissioner Swanson, recommending the approval of Tricia DeBleeckere as the 2019 PRAC Chair. Motion by Chair DeBleeckere, seconded by Commissioner Sunseri, recommending the approval of Dick Burkhardt as the 2019 PRAC Vice Chair. 6. COMMISSIONER/STAFF UPDATE  The Harbor Review is a monthly variety show that takes place at the Plymouth Creek Center on the second Thursday of each month. It features poetry, theater, comedy, and more. Tickets are available at the door for $15 per person.  The 2nd Annual Summer Preview Night was taking place at the same time as the PRAC meeting. This event is set up to feature summer contractors, sample projects, and course catalogs so participants can attend and ask questions.  A pop-up movie has been scheduled at the Fieldhouse Dome for April 6 in the late afternoon. More information will be coming out soon.  Council member Judy Johnson has resigned to take a position with the Met Council. Council will begin accepting applications and holding interviews to fill her seat.  Twenty RFPs were sent out to perspective architectural companies for the Plymouth Creek Center renovation project. 7. ACTION REQUESTED: The Parks and Recreation Advisory Commission should review and make recommendations on the upcoming trail projects to be scheduled in the 2023-2025 Capital Improvement Program (CIP). 2. BACKGROUND: Plymouth’s current trail system is an established network of more than 173 miles of city, county and state trails and sidewalks that connect neighborhoods to parks, schools, transit, and commercial areas. A multi-use trail system is a key amenity to the community because it provides pathways for healthy, non-motorized transportation. A major goal of the trail system is to improve recreational use of the trails by adding new trail connections and/or by filling gaps within the network. On a semi-regular basis, staff present trail gap and extension options to Commissioners for consideration and prioritization. Trail options are typically based on residential requests, safety concerns, usage patterns, and grant/collaboration availability. In recent years, it has become more difficult to complete trail gap projects because many of the remaining trail sections lack easements, have grade challenges, require tree removal, and have neighborhood challenges. The table below provides a reference for trail segments to be completed in 2019. In 2024, staff would be able to work with utility companies to move utilities in preparation for the trail project in 2025.  2023: Gap #119, north side of Old Rockford Road from 41st Place to trail east of Vicksburg  2025: Gap #90, south side of County Road 6 from Juneau Lane to Fernbrook Lane Some other trail considerations include the following:  Gap #18, north side of Schmidt Lake Road  Gap #56, south side of Old Rockford Road  Gap #89, north side of County Road 6 3. BUDGET IMPACT: Trail gap and extension projects are scheduled in the Capital Improvement Program (CIP) utilizing the Park Dedication Fund. 4. ATTACHMENTS: Recommend Trail Gap Detailed Maps Plymouth Trail Gap Map Book Trail Gap #18: Schmidt Lake Road $193,041 Minnesota Lane to Harbor Lane North Side This proposed project on the north side of Schmidt Lake Road would connect the Providence Academy east entrance with the existing trail at Harbor Lane. The site consists of grass boulevards, B618 curb, signs, utility pedestals, utility hand holes, trees, and a commercial driveway. Right of way is at about 16-26 feet behind back of curb. A 10 foot wide bituminous trail roughly 1,615 feet in length is proposed. The 10 foot wide trail would be installed on the back of existing B618 curb. ADA compliant pedestrian ramps are proposed at all intersections. The tie in point on the west end of the project would be the east side of the east entrance of Providence Academy. The east tie in point would be the east side of Harbor Lane where a new pedestrian ramp would be constructed to ADA standards. The existing slope by the wetland would need to be built up for the trail to be installed. A survey would need to be performed to verify existing right of way and determine if easements need to be acquired. There are no existing trail easements along the proposed trail route. Temporary right of entries would need to be obtained from property owners for restoration. Trail Gap #26: Vicksburg RR Crossing $175,578 Prairie Ponds to Plymouth Reserve Development Park The proposed trail on the north side of the Canadian Pacific Railroad would fill the gap where the existing Prairie Ponds trail ends west of the new Vicksburg Lane bridge over the railroad tracks to near 15545 52nd Place. The site consists of a vehicle bridge over the Canadian Pacific Railroad, trees, an old dirt frontage road, trees, a parcel of land that is currently owned by a developer (Taylor Creek LLC- 5330 Vicksburg Ln), a pole building and a small pond. 5330 Vicksburg Lane is the property that the majority of the trail would be built across, so the proposed trail could be requested to be built with the future development. An 8 foot wide bituminous trail approximately 1,250 feet long is proposed. The trail would start at where the existing trail ends west of the new Vicksburg Lane bridge, then follow the north side of the railroad tracks under the bridge on the flat part of the slope paving. The trail would then continue to the east along the existing private dirt road and cut north along the existing driveway to connect with 52nd Place. A pole building that is likely in the way now will have to be moved or demolished to make way for the trail. This project would include one ADA compliant pedestrian ramp. A survey would need to be performed prior to the project to verify existing right of way and to determine where easements will need to be acquired. The City currently owns the property on the west side of Vicksburg Lane at 5335 Vicksburg Ln which also has the potential to be developed at some point. Temporary easements for grading or restoration will also likely be needed for all properties along the proposed trail to complete this project. Trail Gap #56: Old Rockford Road $232,274 Vicksburg Lane to Rockford Road South Side This proposed project on the south side of Old Rockford Road would connect the Vicksburg Lane trail with the Rockford Road intersection. The site consists of graded grass ditches, areas of bit curb, B618 curb and gravel shoulders, signs, utility pedestals, a storm manhole grate, a sanitary manhole, trees, boulders, and a median with landscaping. Right of way is about 12-30 feet behind bituminous pavement edge. A 10 foot wide bituminous trail roughly 2,200 feet in length is proposed. The 10 foot wide trail would be installed on the new bituminous back of curb. Pedestrian ramps are proposed at all intersections. A survey would need to be performed to verify existing right of way and determine the easement that need to be acquired. Temporary right of entries would need to be obtained from property owners for restoration. Trail Gap #57: Medina Road $86,264 28th Avenue to Niagara Lane South Side The proposed trail on the south side of Medina Road would fill the gap from where the existing trail ends at 28th Ave to Niagara Lane. This project would include adding four ADA compliant pedestrian ramps. The site consists of a grass boulevard with a bus stop bench, stop signs, and fiber optic hand holes. Right of way stays consistent at 14-16 feet behind back of curb. A 10 foot wide bituminous trail approximately 405 feet is proposed. The trail would be installed on the backside of the curb along the south side of Medina Road. The existing trail section on the west end would be re-aligned so that the street crossing at 28th Ave would be perpendicular to the street. ADA compliant pedestrian ramps would be installed on both sides of 28th Ave and the existing non-ADA compliant pedestrian ramps on the north and south ends of the west side of Medina Road at Niagara Lane. Grading would need to be done east of the existing driveway for 2765 Niagara Lane to the trail connection point. A survey would need to be performed prior to the project to verify existing right of way and to determine if easements would need to be acquired. Temporary easements for grading or restoration will likely be needed to complete this project. The CIP includes a proposed mill and overlay of Medina Road where this trail is proposed and surrounding areas in 2021. Trail Gap #89: County Road 6 $525,023 Minnesota Lane to Fernbrook Lane North Side The proposed trail on the north side of County Road 6 would fill the gap between Minnesota Lane and Fernbrook Lane. This project would include adding ADA compliant pedestrian ramps. The site consists of a grass boulevard with retaining walls, signs, fire hydrants, mailboxes, utility hand holes, utility boxes, power poles, nearby trees and driveway entrances. A 12 foot wide bituminous trail approximately 2,475 feet long is proposed. The trail would be installed on the backside of the existing curb along the north side of County Road 6. The pedestrian ramp on the west side of Minnesota Lane would be removed and replaced to ADA standards. The three fire hydrants will need to be relocated. The sixteen driveway aprons/curb would be removed and just the curb opening for the driveway replaced. Multiple retaining walls will need to be constructed or reconstructed to make room for the trail. The bigger retaining wall at the church will be rebuilt with large modular style retaining wall block. Power poles throughout the project will most likely have to be relocated as they are anywhere from about 6-14 feet off back of curb. A survey would need to be performed prior to the project to verify existing right of way and to determine if easements would need to be acquired. Due to the County Road 6 alignment and the existing right of way there are five properties that will likely need permanent trail/utility easements. Temporary easements for grading or restoration will also likely be needed along the proposed trail to complete this project. Trail Gap #90: County Road 6 Feasibility Cost Not Available Juneau Lane to Fernbrook Lane South Side The proposed trail on the south side of County Road 6 would fill the gap between Juneau Lane and Fernbrook Lane. This project would include adding ADA compliant pedestrian ramps. The site consists of a grass boulevard with signs, mailboxes, utility hand holes, utility boxes, power poles, nearby trees and driveway entrances. A 10 foot wide bituminous trail approximately 1,100 feet long is proposed. The trail would be installed on the backside of the existing curb on the south side of County Road 6. A survey would need to be performed prior to the project to verify existing right of way and to determine if easements would need to be acquired. Trail Gap #119: Old Rockford Road $179,642 41st Place to Trail east of Vicksburg Lane North Side This Proposed project on the north side of Old Rockford Road would connect Vicksburg Lane with Rockford Road. The site consists of: gravel shoulders, graded grass ditches, signs, phone boxes, a cable box, a fiber optic hand hole, electric man holes, fire hydrants, a wooden pole for the EVP for Vicksburg Lane/Old Rockford Road traffic signal, another wooden pole for an antenna, and a driveway. Right of way is about 16- 31 feet behind bituminous pavement edge. An 8-10 foot wide bituminous trail roughly 1,540 feet in length is proposed. The 10 foot wide trail would be installed on a new bituminous back of curb in the areas on either end where the grading would be difficult. In between those areas, the trail would be 8 feet wide, separated from the road by green space. It would stay 5 feet away from the fire hydrants for maintenance and right of way purposes. A 3-4 foot tall small block retaining wall will need to be constructed across from 41st Ave because of the slope into the wetland. Pedestrian ramps are proposed at all intersections. A survey would need to be performed to verify existing right of way and determine the easement that need to be acquired. Temporary right of entries would need to be obtained from property owners for restoration. Trail Gap #121: County Road 101 $277,255 County Road 47 to 54th Avenue East Side This proposed project on the east side of County Road 101 would provide a trail from County Road 47 to 54th Avenue. An 8-10 foot wide bituminous trail roughly 3,995 feet in length is proposed. The trail would typically be 10 feet wide and include a 6 foot wide grass boulevard to separate the road from the trail. An exception to this is adjacent to the right turn lane to the proposed Westin Ridge development where the trail would be 10 feet wide adjacent to the back of curb. Another exception would be adjacent to the existing wetland where the proposed trail would be narrowed to 8 feet wide with a 4 foot wide grass boulevard to avoid impacts to the wetland. Pedestrian ramps are proposed at all intersections. A 300 foot long retaining wall roughly 2.5 feet tall would be necessary north of 54th Avenue to manage steep slopes. The existing available right of way varies between 16-23 feet. Additional right of way would be platted with the proposed Westin Ridge development. Trail Gap #122: Creekside Development/Wayzata HS Feasibility Cost Not Available Creekside Development to Wayzata HS Internal This proposed project is on the south side of the Creekside Development and would provide a trail connection from the development to Wayzata High School property. This trail would serve as a connection to Wayzata High School for over 475 homes. The trail would be 8-10 feet wide. The proposed location is not necessarily the final location. The final location would be dependent on topography and the best location to cross the creek. ACTION REQUESTED: The Park and Recreation Advisory Commission should review and approve the 2019 Strategic Plan update. 2. BACKGROUND: As a part of the Commission for Accreditation of Park and Recreation Agencies (CAPRA) process, administered by the National Recreation and Park Association, the department develops a strategic plan to ensure that our mission, goals, and objectives are achieved. STRATEGIC PLAN INFORMATION The Strategic Plan was developed by staff utilizing information and resources from a variety of sources including the 2030 Comprehensive Plan, the Capital Improvement Program, and specific goals and initiatives tied to each of the divisions. In essence, the strategic plan is a compilation of both long- range and short-term goals that helps the department stay on track to meet the vision and mission of the City. The attached document provides a mid-year update. 3. BUDGET IMPACT: There is no budget impact for this action item. 4.
