HomeMy WebLinkAboutCity Council Resolution 2019-121 C ITY OF P LYMOUTH R ESOLUTION N O. 2019-121 R ESOLUTION A PPROVING S ITE P LAN A MENDMENT FOR W OLD A RCHITECTS AND E NGINEERS FOR C ENTRAL M IDDLE S CHOOL LOCATED AT 305 V ICKSBURG L ANE (2019003) WHEREAS, Wold Architects and Engineers has requested approval of a site plan amendment to allow site safety upgrades that would include a new parking lot layout to separate parent and bus pick- up/drop-off locations, site lighting, sidewalks, relocating trash and recycling services, new baseball field irrigation, new dome fabric and track resurfacing at Central Middle School, at 305 Vicksburg Lane, legally described as follows: The Southeast 1/4 of the Southeast 1/4; the South 535.4 feet of the Northeast I/4 of the Southeast I/4; and the South 535.4 feet of the East 10 acres of Government Lot 7, all in Section 32, Township 118 North, Range 22, subject to all easements of record for road purposes over the strip of land 1 rod wide North of the South line of said above described Southeast 1/4 of Southeast 1/4 of Section 32, Township 118 North, Range 22; and subject to all public roadways now existing on said property; to wit: a town road over the East 33 feet of the Southeast 1/4 of Section 32, Township 118 North, Range 22; and County Road 15, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and does approve the request by Wold Architects and Engineers for a site plan amendment for site safety improvements at 305 Vicksburg Lane, subject to the following conditions: 1. A site plan amendment is approved to allow site safety upgrades that would include a new parking lot layout to separate parent and bus pick-up/drop-off locations, site lighting, sidewalks, relocating trash and recycling services, new baseball field irrigation, new dome fabric and track resurfacing at Central Middle School in accordance with the plans received by the City on February 12, 2019, with additional information received on March 20, 2019, except as may be amended by this resolution. 2. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable city code, zoning ordinance, and engineering guidelines: a. Complete a site improvement performance agreement if required, and provide the related financial guarantees and fees pursuant to Section 21045.10 of the zoning ordinance. b. Obtain city approval of final construction plans. c. Obtain watershed district approval. d. Obtain the required right-of-way permits from the City of Plymouth engineering division for any work in the Vicksburg Lane right-of-way. Resolution 2019-121 File 2019003 Page 2 3. Silt fence shall be installed prior to any construction on the site. 4. The fire lane shall be kept open and clear during the construction operation. 5. Approved fire lane signs are required in approved locations to be shown on the final plans. 6. Revise the plans to meet engineering requirements as follows: 1) Any stormwater BMPs will need a maintenance agreement. 2) Retaining walls will need a separate building permit. 7. All construction parking shall be located on-site. 8. All mechanical equipment shall be screened as required by section 21130.05 of the zoning ordinance. 9. Standard Conditions: a. Compliance with the City’s lighting regulations. b. Compliance with City’s sign regulations. c. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. d. The site plan amendment shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under section 21045.09 of the zoning ordinance.
