R ESOLUTION TO A WARD THE C ONTRACT AND E NTER INTO A C OOPERATIVE AND S UB
G RANT A GREEMENT WITH THE S HINGLE C REEK W ATERSHED M ANAGEMENT C OMMISSION
FOR THE B ASS AND P OMERLEAU L AKES A LUM T REATMENT P ROJECT (WRS19013)
WHEREAS, the City of Plymouth and the Shingle Creek Watershed Management
Commission (SCWMC) are working to improve the water quality in Bass and Pomerleau Lakes to
help the lakes meet water quality standards; and
WHEREAS, in 2013 the City and the SCWMC preferred project was to utilize
hypolimnetic withdrawal and aluminum sulfate (alum) assisted flocculation treatment of the
water in either an upstream pond or a lagoon of Bass Lake to reduce phosphorus inflow to the
lake; and
WHEREAS, the preferred project was included in the City of Plymouth approved 2015-
2019 Capital Improvement Program for $375,000; and
WHEREAS, on September 11, 2014, the SCWMC ordered the Plymouth Bass Lake Pond
Project and certified a levy to Hennepin County of $210,000; and
WHEREAS, for various reasons such as cost, operations concerns, treatment station
location and further advances and demonstrated successes of in-lake alum treatment, the City
decided not to proceed with the Plymouth Bass Lake Pond Project as proposed; and
WHEREAS, in 2017, the SCWMC completed a 5 Year TMDL Review, which proposed
internal management solutions such as in-lake alum treatment to improve the water quality and
clarity of Bass and Pomerleau Lakes; and
WHERAS, the project is not included in the approved 2019-2023 CIP, but with recent
availability of the SCWMC funds the city can complete the first dosing of in-lake alum for both
lakes, at an as-bid construction costs of $111,392.92, without expending city funds; and
WHEREAS, pursuant to an advertisement for bids for the Bass & Pomerleau Lakes Alum
Treatment Project, bids were received, opened and tabulated according to State law, and the
following bids were received complying with the advertisement:

WHEREAS, it appears that HAB Aquatic Solutions, out of St. Paul, MN, is the lowest
responsible bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding of both schedules of the project to
HAB Aquatic Solutions of St. Paul, MN; and
WHEREAS, the City of Plymouth and SCWMC wish to jointly proceed with the contract
for in-lake alum treatment in Bass and Pomerleau Lakes; and
WHEREAS, the City of Plymouth will bid and administer construction services for the first
dose of in-lake alum treatment in Bass and Pomerleau Lakes according to the bidding
documents; and
WHEREAS, the City of Plymouth will be reimbursed for construction costs associated
with the Bass and Pomerleau Lake Alum Treatment Project by SCWMC in accordance with the
Cooperative and Subgrant Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that:
1) The Mayor and City Manager are hereby authorized and directed to enter into a
contract for the Total Bid, including Schedule A and Schedule B, with HAB Aquatic
Solutions in the name of the City of Plymouth for the Alum Treatment of Bass and
Pomerleau Lakes according to the plans and specifications on file in the office of the
City Engineer in the amount of 111,392.92.
2) The Mayor and City Manager are hereby authorized and directed to approve and sign
the Cooperative and Subgrant Agreement between the City of Plymouth and the
Shingle Creek Watershed Management Commission for the Bass and Pomerleau
Lakes Alum Treatment Project.
BE IT FURTHER RESOLVED, that funding for this project shall be from the Water Resources Fund
($111,392.92) and will be 100% reimbursed by the SCWMC.
