2.01 Discuss design of Plymouth Creek Center with architect and construction
manager

1. ACTION REQUESTED:
Council will provide design and program space input during a visioning session with HGA, the
selected architect firm, for the Plymouth Creek Center (PCC) Renovation/Expansion project.
2. BACKGROUND:
On April 9, 2019 Council selected HGA as the project architect and RJM Construction as the
construction manager for the PCC Renovation/Expansion project.
Council will meet with HGA and RJM Construction to provide input and direction to the consultants
during the study session on Tuesday, April 23 from 5-7 p.m. HGA will lead Council through a
visioning process to gather input regarding program spaces, opportunities/challenges, and the Phase
1-Schematic Design timeline. Information gathered from the Community Engagement and Feasibility
Study will be reviewed during the meeting.
Council will need to consider how much input they desire to have during Phase 1. Phase 1 tasks
include:
Program space options
Architectural styles
Number of community engagement meetings
Sustainability and energy considerations
Project timeline
Staff will be prepared to discuss current programming and building challenges as needed. HGA will
compile Council’s input and bring back renderings for Council’s review. Preliminary Schematic
Design must be completed by mid-July to be considered for the 2020 state bonding process.
3. BUDGET IMPACT:
The first phase will include schematic design services and cost estimates. The amount for Phase
1 will total $323,000 for architectural fees and construction manager services. The funding
source will be from the Pre-Construction Capital project fund (407-90-940-94000-7000), Project
#PC180001.
