ACTION REQUESTED: Interview finalists for the Ward 1 Council seat, and following interviews, discuss and make recommendation for appointment to this seat. 2. BACKGROUND: Councilmember Judy Johnson resigned from the Ward 1 seat effective March 6, 2019. Johnson’s term was slated to expire on December 31, 2020. The Plymouth City Charter provides that when a vacancy occurs, the Council shall adopt a resolution at its next regular meeting declaring the vacancy to exist. The Council must then appoint an eligible person to fill the vacancy until the next regular municipal election when the office is filled for the unexpired term. If the Council does not appoint an eligible person within 60 days, the Mayor shall appoint an eligible person to fill the vacancy. The Council solicited applications for the position from March 12 to April 2, 2019. Sixteen applications were received. The Council reviewed applications at a Study Session on April 11 and selected the following finalists to be interviewed on April 16:  Kelly Anderson  Nagender Mahipathi  Alyssa McGregor  Julie Tripp  Heather Rivera Following the interviews, Council will discuss and make recommendation for appointment to this seat for the April 23 regular Council meeting. 3.
