R ESOLUTION A PPROVING THE A PPLICATION AND A LLOCATION OF F ISCAL Y EAR 2019
C OMMUNITY D EVELOPMENT B LOCK G RANT P ROGRAM F UNDS
WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban
Development (HUD) for 2019 funding for the Community Development Block Grant (CDBG) program;
and
WHEREAS, on February 28, 2019, the Plymouth Housing and Redevelopment Authority held a
duly constituted public hearing to allow interested parties to express their opinions regarding the
allocation of funds for the 2018 CDBG Program Year; and
WHEREAS, the City Council has reviewed the recommendations of the Housing and
Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program
Year 2019.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the City Manager is authorized to submit to the U.S. Department of Housing and
Urban Development the application and all required documents for participation in the 2019
Community Development Block Grant Program Year and approves the allocation for the following
projects in the respective proposed amounts:
HRA Programs and Administration
Housing Rehabilitation Loan Program 100,529.00
First Time Homebuyer Loan Program 35,000.00
Administration 21,000.00
Affordable Housing Development – Hammer Residences 40,000.00
Fair Housing Activities 5,000.00
Sub-Total of HRA Programs and Administration 201,529.00
Public Service Programs
Community Action Partnership of Hennepin County (CAP-HC) 4,000.00
Tree House 10,000.00
HOME Line 8,230.00
Interfaith Outreach 9,500.00
People Responding in Social Ministry (PRISM) 14,400.00
Senior Community Services (SCS) 10,000.00
Unidentified Social Service program 6,870.00
Sub Total of Public Service Programs 63,000.00
Total 2019 CDBG Allocation $264,529.00
BE IT FURTHER RESOLVED, that any increase in the anticipated funding amount for the 2019
CDBG fiscal year will be split between the 2019 Housing Rehabilitation, First Time Homebuyer and Social
Service Programs (within the 15% maximum allowance). Any decrease will be split between the 2019
Housing Rehabilitation, First Time Homebuyer, and Social Service Programs (within the 15% maximum
allowance).
BE IT FURTHER RESOLVED, that all CDBG program income may be used to cover expenses
generated in any existing CDBG program or activity and not just expenses related to the activity
generating the income.
BE IT FURTHER RESOLVED, that if CDBG program income anticipated to be received is below the
current estimated amount, the City will reduce all public service funding in equal amounts so as not to
exceed CDBG public service funding regulations.
BE IT FURTHER RESOLVED, that all unexpended 2018 CDBG funds be allocated to the same
program activity in 2019.
