BACKGROUND: On February 21, the State Legislature issued the congressional and legislative plans. Attached are Hennepin County maps depicting the 2012 US Congressional districts and the 2012 Minnesota Legislative Districts. The City must adopt new ward and precinct boundaries by April 3. Hennepin County, schools, parks, hospitals, and soil water conservation districts have until May 1 to establish their lines. The purpose of redistricting is to ensure equal representation. The 2010 official census population is used as the basis for redistricting. The City had 70,576 residents in the census; therefore, each of the City's four wards should contain approximately 17,644. The standard deviation, and the maximum deviation recommended by the City Attorney, is plus or minus 5%. An increase in the population alone wouldn't necessitate a change in the City's ward boundaries. However, population has increased at a varied pace throughout the wards, and a change in Plymouth's boundaries is required. Attached is a map showing the current ward lines and the population of those wards according to the 2010 census. State Statutes and City Charter provide direction with respect to redistricting: The City Charter provides that the City is to be divided into four wards: Corresponding generally to four geographic quadrants of the City, With population as equal as practicable, and Composed of compact and contiguous territory. State Statutes require that: Ward and precinct boundaries must follow census block lines, which are visible, clearly recognizable physical features (street, river, railroad, etc.) Precincts may not be divided by an elective district boundary; however, wards can contain precincts in more than one legislative district Page 1 Once the wards have been established, those wards are further divided into precincts. There is no population requirement for precincts, but precincts need to be a size where the elections can be administered efficiently (size of voting facilities, equipment, etc.). When redistricting is completed by all government units and new polling places are established, every registered voter will receive a notice indicating their new districts and polling location. Hennepin County will complete this mailing and pay all costs involved. The City will publicize the new ward and precinct boundaries and polling locations through news releases, Plymouth News, and the website. There are additional legal publication and posting requirements. The new ward and precinct boundaries go into effect for the August 14 State Primary Election. Candidate filing for Plymouth City offices opens on July 31. These filings will be based on the new boundaries. 3. DISCUSSION: We have developed two ward and precinct plans based on the legislative plans released this week which are attached. Alternate 1 Option would accomplish the following: Ward 4 would take in an area on the west side of I-494 between Schmidt Lake Road, Fembrook Lane, and Rockford Road. Ward 3 is extended further to the west of I-494 in order to take some population from Ward 1 Ward 2 is essentially the same as the current boundary with the exception of taking in some population to the north from Ward 1 and from Ward 3 to the east. Ward 1 is decreased in size due to the shifts to Ward 2 and 3 This plan reduces the size of Ward 1 to allow for future growth while increasing Ward 4 to similar population size as the other two wards. Alternate 2 Option is identical to Alternate 1 Option but would remove the area on the west side of I-494 between Schmidt Lake Road, Fernbrook Lane, and Rockford Road, from Ward 4 and be allocated to Ward 1. This option would get the population as close as practicable in each of the four wards. Our working assumptions were to: Follow the requirements and spirit of the State Statutes and City Charter with respect to redistricting. Minimize the change for residents, Minimize the division of neighborhoods, Respect the geographic features that naturally divide the City (I-494, Highway 55), Take into account the growth of the City, Leave viable precinct areas when considering legislative lines and establishing ward boundary lines. Page 2 We will have the ability to project the maps at the study session in order to allow the Council the ability to make changes to any of the plans as well as provide direction on the assumptions used and the ward boundaries. The Council should provide direction on the proposed ward and precinct plan for the City. Staff will adjust the ward and precinct boundaries as directed and bring back a final plan and polling locations at a regular meeting in March. 4.
