County Road 47 and Other County Roads
1. ACTION REQUESTED:
Staff will be presenting an overview of County roadways which have needs but are not currently
programmed in the County’s five year plan. The majority of the presentation will focus on the
County Road 47 corridor including public engagement tools and corridor study schedule. Staff
wants to confirm priorities of the Council as staff submits future capital improvement program
requests to the County.
2. BACKGROUND:
The City identified seven projects under Hennepin County jurisdiction where improvements or
additional study may be necessary to better align with City priorities. The PowerPoint presentation
will cover seven of these projects, of which one is currently in queue for construction:
1) CSAH 9/494 Interchange Project – In queue for construction in 2019
2) County Road 47 Corridor – Corridor study in progress in 2019
3) CSAH 61/CSAH 6 Intersection
4) CSAH 101 south of CSAH 6
5) CSAH 6 west of CSAH 101
6) CSAH 24 west of CSAH 101
7) CSAH 73 Realignment south of Hwy 55
Also of note is the CSAH 6 retaining wall replacement project which is not on the list because of its
recent completion in 2018. The City led this project through design, bidding, and inspection and the
County fully reimbursed the City for associated costs.
Staff understands the top priority is CSAH 9/494 which is being delivered in 2019 with a scheduled
bid date in mid-April with construction slated to start in May 2019. The project would be completed
by the end of 2019.
The County Road 47 corridor is the City’s next highest priority on the County system. Currently
there is no funding identified for County Road 47, however, the City has discussed a potential
turnback with the County which could include the City accepting County Road 47 and a portion of
CSAH 101 from the County, and the County accepting Peony/Lawndale from the City. There was
Page 1
never agreement between the City and County on the City’s proposal and draft agreement, included
in the attachment, from the November 29, 2016 Special Council meeting packet.
Through this work session staff wants to affirm the Council’s top priority is now the County Road 47
corridor given the CSAH 9/494 Interchange Project is moving ahead for 2019 construction. Also, in
addition to County Road 47, does the Council have interest in exploring any of the following projects
for further analysis?
3) CSAH 61/CSAH 6 Intersection
4) CSAH 101 south of CSAH 6
5) CSAH 6 west of CSAH 101
6) CSAH 24 west of CSAH 101
7) CSAH 73 Realignment south of Hwy 55
A majority of the presentation will focus on the County Road 47 Corridor Study. The PowerPoint
presentation will also cover FlashVote survey results which are attached and can also be viewed at

Start plowing the trails
would be nice to access 494 from there
Improved lighting at night/driving
It is extremely difficult to enter/exit 47 at Yucca Ln with fast approaching east/west bound traffic . View obstructions from 494 bridge and curve to
west. Also need turn lane signage!!!
2 lanes each way. stop light or WIDER turn lane 47 to Dunkirk. turn lane from 47 into dog park. both turns from 47 are dangerous. I live off of the
47/Dunkirk turn-almost rear ended many times
I don't drive on this road regularly, but given the crazy amount of development in that part of the city, the road as constructed does not likely serve
the drastically increased volume of traffic.
This road is extremely dangerous as there are people bicycling and elderly drivers are found on the wrong side of the road. Also it is an area where
there is a high incidence of tailgating and speedi
Going northbound on Vicksburg and taking a left on 47 is narrow. Make the shoulder on 47 wider.
I probably use this road once a year, I’m probably not the best to answer this.
1. Increase lanes. 2. Left/right turn lanes into neighborhoods.
The slope on Yucca Lane N. which leads up to CR 47 needs to be addressed. It is just steep enough that when there is ice or snow, cars struggle to
get up it and onto CR 47 or cannot safely do so.
A special consideration for the Elm Creek Meadows Townhome Development and the ability of the residents who bike/walk/jog to the Northwest
Greenway via the Plymouth Dog Park or south on Lawndale.
Trying to cross the street at the crosswalk by the park next to Lake Camelot is extremely dangerous. I'm surprised people have not been hit yet as
people drive too fast on County Road 47.
Use of sustainable materials (concrete production is very greenhouse gas emission heavy)
Safety improvements; specifically the lack of barriers on the sides of the road. It is very narrow as it crosses elm creek, especially in the winter.
It should be 4 lanes (2 in each direction) since the city keeps allowing more houses to be built on the west.
With all the new construction it may be good to make it 4 lanes
Speeds are too fast for this curvy road, and I believe the developers should be required to pay for improvements along this road, which has
become very dangerous with the amount of traffic produced.
We need trees to block the increased traffic on 47 with all the new construction. No thought given to people who have lived there for years while
building houses as fast as you can????
Dangerous curves in at least three places.
Access to 494
Road is rough between Lawndale and Vicksburg. Would be good to repave and widen and include a side walk and bike lane.
wider road with multiple lanes to handle the increased traffic as new constructions are adding more residents using this roads .

Need a safe way on foot or bike to get from Steeple Hill neighborhood (47 and Vicksburg area) to Meadow Ridge Elementary.
Be sure to consider drainage. Be sure to consider sight lines near 494 and lake Camelot park
With the housing expansion, road needs to go to 4 lanes, plus sidewalks
Slow the speed down
I am all for improvements that make things safer for pedestrians/bikes/traffic. Please revisit is Vicksburg Ln between Cty Rd. 6 and Highway 55.
Change to single lane w/turn lanes. Dangerous as is.
lower the speed limit to make it safe for pedestrians, bicycles and local traffic
Reduce accidents at the Cty Rd 47 and Vicksburg Lane intersection.
The road is currently dangerous. From our neighborhood (Elm Creek Meadows) to walk or bike is frightening. Please come and walk it and cross the
bridge over Elm Creek.
The crossing at Lake Camelot Park is dangerous and needs to be moved. Please complete a trail on the north side of the road between Cheshire
and Vicksburg.
I feel very strongly that i do not want CR47 to be a 4-lane highway. I do think improvements to add a walkway or bike path could provide value and
safety.
An extra lane would be awesome.
Please do not work on Cty rd 47 at same time as Rockford RD
I’m assuming that County rd 47 is also known as bass lake roaf
Ideally County Road 47 would be straightened at least somewhat to make driving it safer.
I would suggest that 47 become a major road in Plymouth consisting of sidewalks and a minimum of three lanes that could switch depending on
time of day.
There are several dangerous curves on 47 where blind spots are present. Also, would improve city to have cross walks and bike path along road
especially providing walk ability to school
sidewalk, safe pedestrian crossings, longer turn lanes(see entrance to steeple hill),
Snow removal is subpar at best
The previous page should have had a choice for "I do not currently use 47." (I know where it is.)
Make it wider at the Dog Park. Otherwise I find the road quite adequate
Just west of Cheshire there is a hill and curve that can be tricky in the dark and in slippery conditions, hazardous
Left turn lanes and two lanes in each direction under the I-494 bridge - an absolute must.
I would love to direct access added from 47 on to 494.
Speed limit reduction. Continue configuration as a two lane road, but add a center turn lane.
Asphalt sidewalks adjacent to the road. These types of sidebars easier to plow with a pickup than the walk walks that do not parallel a road.
When I leave the Elm Creek Development on Cty Rd 47 to bike or walk, it is life-threatening, as I have barely any room between the edge of road
and the traffic.
I use this road to access the dog park. The dog park is the primary reason I use this road.
The narrow bridge between Vicksburg and Peony is very dangerous during the summer for bikers
A sidewalk built from Troy Ln to Meadow Ridge Elementary school
The speed limit on this road is excessive, the road is in poor shape and it has increased traffic with the addition of Meadow Ridge, more students at
WHS and rapid housing devt. Needs to be safer!
I hardly go that far north to use it very often. I live 1 block from Wayzata...ok?
I.observed lot of fatal accidents happened on co ed 47 in 2018 at intersection of vicksburg and co rd 47. Major concern is peed limit. Every one
goes about 55 mph . In my opinion speed shoukd be 45 m
Access to the new trails from the north side of CR 47 east of Peony would be great.
Safer during winter month
Would definitely love a sidewalk/trail, especially between Peony and Dunkirk.
The speed limit is much too high for an area like this that is so heavily populated with residential communities.
A walking or bike trail would be nice if possible, but please DO NOT widen the road. There is not that much traffic, and widening would only further
deteriorate the beauty and charm of that area.
I live In The Elm Creek meadows development. It is dangerous to access daily by car or to get to the dog park just across the road.
I don't use the road frequently enough to have much input. I feel like it mostly gets used in the summer for excess traffic trying to leave the cities
for vacation "up north."
Page 31
Make Dunkirk Lane (and all other streets as applicable) flat or sloped up where it meets 47. Now it is down-sloped and mighty dangerous on
slippery days.
Since I am a very infrequent user of Cty. Rd 47 I would defer to the frequent users for all safety issues (biking and pedestrian, in particular)
Add restaurants please
CR 47 needs to have a protected ped/bike facility to connect to the various N-S facilities(along Peony, Vicksburg, Cheshire , access (Meadow Ridge)
and Lake Camelot Park. A E-W facility is a must!
Freeway exit/entrance for 494
Consider double lanes? CR47 between Lawndale and Vicksburg have speed limits of 50 MPH, divided double lanes might be a thing to consider
It is dangerous to travel that area on a bike because of all the tragic.
I'm on Cty 47 easily 4 times a day. Shoulder is not wide enough for pedestrians, bikers or residents when they go out to collect their mail. 40 mph
is appropriate for this road because of that.
Two lanes would be nice
While traffic improvements are most important to me, there should be wider shoulders so that it is not dangerous to bike along the road.
regardless of road changes, i'd like to see speed reduced on this road both for safety and noise levels.
The road is too winding for 2-way traffic.
traffic LIGHT at 47 and Dallas
The portion adjacent to Meadow a Ridge Elementary is extremely dangerous! Last fall orientation we were almost hit by a car walking to the
school! A sidewalk and tunnel underneath is needed.
slower speed limit because families and kids cross to get to school. Also generally speeding cars are very dangerous surrounding homes,
elementary school and parks.
Connect sidewalks on 47 to surrounding walking areas on 101 and Peony Lane
Connecting blacktop pathways- especially Steeple Hill 1 towards Lawndale / Peony corridor - that curve is dangerous without pathways
Access on to 494 from either 47 or Schmidt lake road
Would love to see sidewalks or paths on both sides of 47 between 101 and peony/lawnsdale. Also a tunnel underneath 47 so there would be access
to meadow ridge from north of 47.
In general, Plymouth roads should be improved for pedestrians and bicyclists.
With the bridge on Rockford Road being replaced this summer, hopefully, County Rd 47 will not also be blocked as it is a parallel road.
Ensure water drainage is functioning on the sides of 47 near 494. The storm drains have a hard time keeping up with rain, creating foooding.
I do not use this road very often so do not feel qualified to answer.

West bound traffic mistakes west bound Yucca turn lane as another traffic lane! Need signage. Need to reduce speed limit to allow traffic to
enter/exit Cty Rd 47 from Yucca Lane.
Ensure the road is safe and can handle the increased volume of traffic due to the rampant development in that part of the city.
The slope from Yucca Lane N. onto County Road 47 as discussed in prior answer. The last few weeks, I've seen at least 5 cars fail to make it onto CR
47 and it is extremely dangerous.
Trees are needed along 47
Pedestrian/bicycle go together. Can't get to Walgreens without being run over. Kids can't leave their neighborhood to cross 47 on a bike/ otherwise
because cars would run them over. Speeds too fast!
Access to 494 to alleviate the incredible congestion that is increasing on Hwy 55. This is imperative.
Lighting
On/off ramp to 494!
Same as my last reply about the intersection grade of northbound Vicksburg and 47
Access to Lake Camelot Park needs to improve. This is a very windy curved rd and pedestrians are trying to access via 47.
No turn on red or blinking yellow at Cheshire Pkwy intersection. The limited views result in drivers pulling into traffic and cutting off other
motorists.
Rarely us this county road. We are quite south of this road.
Sidewalks that are adjacent to the road. These type are easier to plow.
The hills and curves of Cty 47 adds to the danger of a biker or pedestrian not being SEEN by fast traffic. No place to get out of the way!!
Safer in winter conditions
Absolutely needs a sidewalk/bike path and better lighting
Traffic is fine along 47. Never backups or congestion. A beautiful road! Please do not make it a thoroughfare by widening it.
Make Dunkirk Lane (and any other streets as applicable) flat or sloped up where it meets 47. Now it is down-sloped and mighty dangerous on
slippery days.
Improvements needed at the crossing of Elm Creek (culvert/bridge widening) - EXTREMELY dangerous/restrictive for simultaneous vehicles, God
forbid a pedestrian and vehicle cross at the same time

Plow the trails.
After looking up the road, I know which road this is and I haven't driven on it for at least 3 years. What I remember about it, is that it seemed to
have too high a speed limit for how curvy it was with residential areas. But again, I haven't driven on it in a while so I don't have an up-to-date
perspective.
There is virtually no ability to walk on County Road 47 - with the amount of residential development in the area, it is vital that pedestrian access is
provided on this road.
Dedicated turn lanes are needed. Please think through traffic flow turning north onto Vinewood from the west- many people cross multiple lanes of
traffic coming from 494 or looping around people turning north onto 494.
again, would be good to have ramps on and off 494 from/to here

With development west of Hwy 494 off Cty Rd 47, traffic volume has increased a great deal requiring updated measures to maintain safety and
traffic flow!
Lower speed limit or wider shoulders
Sure would be nice if the road were straighter
I don't travel Co Rd 47 often. It likely can't handle the current volume of traffic due to the rampant development and likely needs widening/more
lanes, and perhaps space for bikes and pedestrians. I don't know if people walk up that way like they do along Schmidt Lake Road.
With rockfor rd bridge work coming soon, this will be a major alternative While overall traffic has increased, need to make sure projects don’t
overlap
The drivers are reckless and dangerous, especially trucks and large SUV's, they will run you off the road, pass in no passing lanes and I have even
had people vandalize my car while in it (in traffic).
I do not travel through CR 47
I have never used CR 47 (I live in southern-most Plymouth)
We have tons of children in our neighborhood in walking distance to meadow ridge elementary, and a safe sidewalk system would be essential.
Also some sort of pedestrian overpass between the Steeple Hill and Teravista neighborhoods instead of having people dart across the road with
kids and strollers.
It is extremely dangerous to drive and walk on county 47. Please make improvements to the road asap.
Long overdue.
Many walking paths in the area need safer crossings of 47 in that area. No sidewalk on either side of the road.
The CR 47/Yucca Lane N. intersection is a bad accident waiting to happen as cars struggle to get onto CR47, there is a lot of traffic approaching
from both directions.
Speed limit should be lowered. Trying to turn out of the neighborhoods along County Road 47 during rush hour is very difficult.
The rapid growth of homes and addition of two elementary schools makes safety paramount and urgent. The road is windy and too narrow and the
shoulder is dangerously narrow or non-existent especially over bridges.
With the current status of 47, I feel there are significant safety concerns related to bikers and pedestrians not only attempting to cross the road but
also those walking/running/biking on it
I would like to know where current traffic on County Road 47 will be diverted. My neighborhood is dependent on Fernbrook Lane. After the
Vicksburg Lane closure a couple of years ago and the closure of County Road 47 recently, Fernbrook became a nightmare of a traffic jam.
Fernbrook has finally been resurfaced -- I would hate to see it overused once again!
More and more houses are being built, the ability for kids safely bike/walk along this road are critical. Also improved lightning on major curves and
intersections would be nice.
The volume of traffic on this road has increased greatly and the speed limit is too high for the combination of heavy traffic and condition of road.
Drivers take risks pulling in front of cars when they turn onto 47 because there is a constant flow of traffic and little visibility.
Dangerous during commuter times
Trees, bike paths, and natural blockage from all the traffic. Can't believe no thought is given to those who haven't experienced years while you
build as fast as you can decreasing our property value to make a buck. How about putting kids to some of that back in?
we pay a lot in tax $ so this is my input for CR 47 but unsure of other competing priorities for investments to improve our community
Would be nice to have some lighting along some of the curves - difficult to see (even with car lights on) in the night.
The road could be widened and a bike path would significantly improve safety. We had to bike home with our kids along the section of vicksburg/47
and west. We felt so unsafe! We use this road daily in our car and higher traffic volumes from the school make it necessary to widen
The City needs to keep up with the growth in this area; right now the growth is outpacing infrastructure to some degree. While this survey was
about Co Rd 47, it intersects with 101 which also has issues that must be addressed. When NOrth Woods opens, taking a west-bound left onto 101
is going to prove to be life-threatening. Traffic levels are already high. Stop lights must be considered. Thank you.
North and south access to the Plymouth dog park would also be helpful
This was a nice country road at one point, but farms have turned into neighborhoods and it needs to be improved to support population density
(includes the school). Bikes/walkers need a protected path--on the shoulder isn't safe. Speeds are way too fast. I don't even feel safe driving on 47
with another car always on my bumper when going a reasonable speed. Lighting is also bad for a curvy road, which makes it dangerous to see deer
and slippery conditions. There have been car accidents on Vicksburg/47 due to the flashing yellow and speeds involved. Please look into traffic
calming immediately as improvements are discussed. The flashing yellow arrows should just be replaced with solid green as they have been for
many years--they mean the same thing--the problem is that the arrow gives the false impression that it's ok to turn. I am so glad 47 is being
considered for improvements! Just hope the developers can pay their share since they are mostly responsible for the growth.
I used to live along the road and would do what I could to avoid biking or running along there. It felt very dangerous and cars would be driving so
fast. Wider shoulders would be the first step to make it safer and a more welcoming area.
It is tough when you see people walking or biking on 47-no room and concerned about injuries
To try and walk or bike along Cty 47 in order to get to Greenway access is very dangerous. The bridge over Elm Creek is very narrow. The Elm
Creek Meadows neighborhood has no access without going over this bridge.
Situation as is is very dangerous to cross over Page 35
The section from cheshire lane to northwest is always the worst for winter driving, the bends get really icy and the lack of lighting makes it
dangerous.
I live in south Plymouth and drive the road maybe 5 times per year usually to avoid heavy traffic due to construction on 494/694.
I live in south Plymouth and only drive this route on the order of 5 times per year. Usually when I'm avoiding construction on 494/696.
I've been using 47 a long time, and like it as is. Especially before all of the new homes were built.
I am an avid biker and I bike on 47 occasionally but it is dangerous. I avoid it because there isn’t a bike lane.
Way too narrow (too few lanes) for the amount of traffic and new builds in the area
Would love a safe way to get from steeple hill neighborhood across 47 to Dunkirk lane N to get to the park, very unsafe right now! Thanks
It is dangerous to cross County Road 47 even when the flashing lights are on for the cross walk. Something needs to be done to improve this.
Please consider the speed limits and also turn lanes near crosswalks. Both are hazardous to pedestrians.
Slow the speed of 47 down the entire Stretch
CR 47 is not an appealing location for on-road walking (loud traffic noise), and a variety of nearby pedestrian-friendly trials already exist. However,
vehicle improvements are needed to make CR 47 more accessible to vehicle traffic (e.g., make it more like Vicksburg or Schmitt Lake Road) to
lessen the impact on those roads. While probably out of scope, an additional 494 interchange between Rockford and Bass Lake Road would be
extremely helpful in cutting down traffic on Rockford and HWY 55.
No. Thanks for asking, though.
a MAP SHOWING WHERE THIS IS WOULD BE HELPFUL IN THE SURV EY, ESPECIALLY FOR NEW RESIDENTS TO PLYMOUTH.
Some intersections are hard to turn onto 47 due to trees and shrubs blocking the view. Cutting back these would make it easier to see oncoming
traffic when trying to turn out onto 47.
It is impossible to take my grandkids to the dog park or Camelot Park safely. We can not access the greenway either from the north side of conrd
47. This is an urgent need.
As stated in earlier section. All for safety. Critical road is Vicksburg betw. Cty Rd. 6 and Hwy. 55. Often nearly rear-ended when making left turn
(cars behind swerve at 50mph leaving unsuspecting drivers needing to stop quickly). Also difficult for peds to cross near 22nd. Change to single
lanes with turn lanes OR add stop lights to slow traffic & facilitate ped crossings.
It is very dangerous to turn out onto 47 from Dunkirk, especially with snow. Many people also try to walk along side of 47 and it is very dangerous
as cars round corners at high speeds
Has great potential to be an amazing space! We are in active community and feel a little landlocked in our neighborhood .
Please hurry prior to someone getting hurt.
Some people, perhaps those from out of town, seem to be confused with the flashing yellow arrows at the Vicksburg Lane & Cty Rd 47 intersection.
Making CR47 a 4-lane highway would be very disruptive for houses that back up to the road
An extra lane would be awesome. CR 47 and Yucca lane (especially the north side) is a difficult spot to exit during rush hour.
The road is becoming busier and busier with the number of new homes and school. The road needs to be expanded with a sidewalk or bike path.
Do not do construction at the same time as the Rockford rd bridge improvement
Live in Steeple Hill 2 development - understand developer provided money to general fund for parks however our neighborhood isn't able to access
any parks by walking or biking due to lack of ability to cross hwy 47. There is a need to improve non-car traffic options within this area of town
i love the turn lanes into neighborhoods off CR47 - one example is on CR47 between lawndale and vicksburg.
A turn lane, and run longer WESTBOUND green lights, with longer protected turn signal onto southbound 494.
The road widens then narrows then widens and narrows. This makes it impossible to walk/bike along this road safely. Would be great to have wider
shoulders or sidewalks
No
There needs to be a sidewalk. Kids from our neighborhood go to Meadow Ridge Elementary and it is currently unsafe to walk to school which is ~
half a mile away.
I live on Annapolis Lane on the north side of CR47 and it is difficult to get out of my neighborhood byvehicle due to all the traffic from the
developments to the west. It is also extremely difficult and dangerous to cross CR47 on foot. I’m pleased to hear the City is looking into possible
improvements.
We need side walks at least by fields of meadow ridge elementary school
I am an avid walker and find County Road 47 very dangerous to walk along and unfortunately that is the only access I have get out of my
development
Imperative that Bicycle and Pedestrian improvements are made. Too many kids needing to move from neighborhood to neighborhood as well as to
Meadow Ridge
If sound barriers could be erected in front of target, that'd be nice. The sound currently floats into our neighborhood about .5 mile away
We really need a sidewalk along County Road 47!
There are some parts that are blind hill that make it difficult to see. Also, the curve by dunkirk is treacherous in snow.
Round-abouts are NOT improvements. They are hazards because there are no true standards - too many different designs that cause the drivers
confusion.
Page 36
The bypass lanes on critical turn locations work really well. More? Whatever work is done, please retain and restore the scenic aspects of this
wonderful road. Good luck!
Stoplight is too long at 55 and 47.
It would be a lot safer with an adequate shoulder. More police enforcement on blinking yellow intersections.
Seems fine to me now
None. My use of this road is extremely rare.
Please reject a 4 lane road. These roads are proven to be less safe than a 2 or 3 lane road.
Wider, safer shoulders for biking & running during the non-snow season, both for recreation and transportation.
Halt all further development along Hwy 4 until these improvements are made.
Not at this time. Thank you.
Changes need to be made to this growing area before someone gets hurt
Lots of growth happening in that area. Get it improved before it gets too bad. Needs to be straightened and with better sight lines.
Reduce speed limit to 40 as lane is narrow
Not only is the road not well maintained, the conditions of the landscaping, sidewalks etc need work!
No more bike lanes!!!'
None at this time
We use it for recreation and getting to recreation places like Lake Camelot Park. Would love to be able to bike to the park and also see more
parking spaces added there
4 lane all the way through. Lower speed limit, way too fast
We use 47 often, but don’t live along it. We are open to improvements for local residents and pedestrians.
Need immediate turn lanes into Elm Creek Meadows development from the West. Take life in hands when we are turning into development and a
car behind me doesn't realize I have to wait to make a left hand turn!
I use co rd 47 as an alternate to co rd 42. Co Rd 42 is slow enough and when the 494 bridge is replaced on Rockford Rd I expect things will not be
fun. 47 doesn't have 494 access so Hwy 55 and 494 will be a bigger mess. Good luck to the planners. I believe there are more important issues
than bicycle access.
I prefer the current status of the road as a non-major thoroughfare. I would prefer it not be widened beyond a center turn lane. The most important
improvements are those involving safety for the neighborhoods, parks and school along 47. None of these are well served by existing
bike/pedestrian walkways, especially on he rapidly developing north side.
Possibly widen to four lanes.
With the new school, and parents and students wanting to walk to the school/playground...let's take care of this before someone is killed.
We need Improvements immediately
Improve snow removal timing
We live right off Co Rd 47 and our kids attend Meadow Ridge on Co Rd 47. Since we do not have a park in our neighborhood, we would love the
ability to safely walk or bike to a nearby park. Thanks for your consideration.
The speed limit is too fast. It is very dangerous for pedestrians!
Should be two lanes in each direction plus a turn lane in the middle.
none
Build a sidewalk!!!!
Only use it to go to dog park a few times a year and seems fine
Widening the road for dedicated turning lanes would make this road a lot safer.
More turn lanes and possibly keeping the speed limit at 45 max instead of 50mph
Hey 47 is such a highly used road and with all the development going on in northwest Plymouth it’s just not safe for any pedestrians
I’m a runner and I have to use rd 47 to reach the near by trails. It is very hard for me to cross the rd daily. Any quick help to fix the side walks and
pedestrians cross will be highly appreciated.
Please please reduce reduce speed limit. Lot of accidents on this road
Needs a shoulder or bike lane for safety of bicyclists. It’s getting busier and busier. It is the best way to get to Elm Creek from Plymouth on a bike
but I don’t let my kids ride on 47 because it’s too dangerous v
Improvements to County Road 47 are long overdue. Having to cross Cty Rd 47 without sidewalks or walk signals is getting more and more
dangerous with the increased amount of traffic. Our neighborhood (Steeple Hill) was not blessed with a park of any kind, so it would be nice to at
least have sidewalks or bike paths in place to get to parks from our neighborhood. Right now, the only option is walking out the western cul-de-sac
on Comstock Lane N and crossing Cty Rd 47 into the Terra Vista neighborhood where there are sidewalks and bike paths that lead to parks. We
need sidewalks and bike paths along this road please.
I don't have a history with this road.
In the winter I terrified of driving on the 47 cause it so narrow and windy and get really nervous I’m going to fall off the road I to a ditch around
Dunkirk Page 37
It’s dangerous as is
I drive along 47 many times every day. It's dangerous that people run along there and getting in and out of the school is a disaster. I really wish my
family could ride our bike safely from Vagabond to Peony on 47.
Plymouth has done a great job with CR47 over the last 6-7 years as I've commuted back and forth on this stretch of road and look forward to
continued improvements.
It is challenging to get onto CoRd 47 at some times of day, especially if one is trying to make a left turn.
This area of Plymouth is so pretty. Please do not take away from that by widening the road, and make it into another suburban thoroughfare like
Bass Lake Road. While a bike / walking trail would be lovely if that's what you're considering, it's also fine as is.
Please make it 2 lanes in each direction
When accessing 47 with the snow, the snow piles are so large that I have to go enter into the oncoming traffic to see the other lane.
make the road more wider. two way each side
This road gets a lot of extra traffic in the summer for vacation traffic going up north. I think it would be best to ask the residents who live on the
road or near it to understand the real needs for it.
Make Dunkirk Lane (and any other streets as applicable) flat or sloped up where it meets 47. Now it is down-sloped and mighty dangerous on
slippery days.
There is a need to connect North side of 47 to the South side, west of Dunkirk, taking the Meadow Ridge Elementary into consideration. A sidewalk
would improve foot and bicycle trafic a lot. Right now this section of 47 is unusable by any other than car trafic. Also part of the neighborhood
across from elementary school could use it to get to school that is right across the street but their only option right now is getting on the bus. There
are bike paths south of 47 which we cant access on bikes either. The curves between Viksburg and Dunkirk (especially in this direction, when
slightly down the hill) are pretty unsafe to drive on in the snowy and icy conditions and I always aviod and choose a different route.
County road 47.
There is a lot of traffic for bikers and walkers
Access out of the townhouse development @ County Road 47 just west of 494 can be difficult due to curve and speed of vehicles.
two lane road is necessary
The development on both sides of the corridor DEMAND improvements to this facility
Specifically there is no pedestrian access to get to the blue park by Lake Camelot from the Trillium Woods area. Pedestrians need to ride/walk on
the side of the road with children which is not safe.
Freeway exit/entrance for 494
This is a narrow roadway with very fast moving traffic. There is a park right off of the road and I’ve always worries about me with little kids running
around (I have kids and we visit the park often). Not sure what could be done to help this, other than reducing the speed limit, which I’m not
opposed to. Also, this is very hard road to drive on at night due to not enough lighting. Visibility is bad, and since it’s single, one way roads, you get
a lot of glare from the oncoming vehicles. It’s very hard to see from NW blvd to Cheshire.
Wider less curves
Making it easier to travel by bike or foot in that area will encourage more people to do so. Let’s not end up like the maple grove area. There you
need a car for most all store visits.
N/a
Widen the road. Include sidewalks on the north and south side and have a wide enough shoulder for bicycles. Currently very dangerous road with
blind curves.
Would love sidewalk or paths
There are several danger points on 47, with backups to get into Meadow Ridge School. Frequently people are having to make dangerous turns and
merges there during school times. Turning right on NW BLVD is a challenge because of the backups that occur to turn left. So you end up sitting
through a light when the turn lane is open, but you are too far back. Turn areas near major communities help out. Troy lane intersection is
dangerous trying to turn onto 47. Traffic is moving too fast for such a limited visibility. From Vicksburg east to 494, seems to flow well and have
good traffic
There are higher priorities than CR 47.
With the additional residential housing and increased traffic, I think it needs to be addressed before something tragic happens. Thank you.
Better mark speed limits, crosswalks with flashing lights for pedestrians, potential bridge between all parks and adjacent neighborhoods. With the
increased amount of housing being constructed, pedestrians and bikers are at risk for crossing Highway 47 as well as dogs going to the dog park.
There needs to be more safety concerns since this is a relatively high speed road.
access to 494 from 47 N & S. Dedicated turn lanes.
More important needs are required for Juneau Lane between 52nd Ave N and 59th Ave N. The road is very dangerous to drive on due to speeding
cars, cars driving down the center of the road (no middle line) winding roads, pedestrians walking ON THE ROAD with their kids and dogs! It so
dangerous. People use it like it's a walking path. The speed limit is 30 mph but people frequently drive 45 mph or faster and again...down the
middle of the road! I can't believe the city of Plymouth hasn't done anything about it! Spend some money on Juneau before you spend money on
Cty Rd 47!
It is currently a dangerous road when bicycles are present. The shoulders need to be wider to accommodate bicycles and cars.
add pedestrian trails
We use CR 47 a lot but we don’t have nearly the concerns we have about the safety of Vicksburg between 47 and Schmidt Lake. It’s just a matter
of time before we experience a horrific accident and it is the talk of Taylor Creek, Hampton Hills and Spring Meadows. Families are worried.
Page 38
I'd appreciate if homeowners along the road were considered in your plans. Another Vicksburg should be avoided (I.e high speed four lane
suburban highway with zero buffers for homeowners).
Cars rarely stop in time for flashing cross walk at the Camelot park. Maybe if the flashing lights were red at the cross walk it would make cars stop.
Improvements will invite more traffic. Leave the road alone.
Many high school children get off the bus and cross county road 47 to get to their homes faster. It would be nice to have side walks and cross walks
to keep the kids safe.
Straighten out the road if possible for better drivability and visibility.
Spot pedestrian and/or bike safety improvements could be made along county road 47 without the need to fully reconstruct the road.
Add a walking path.
The noise volume for residents who live along the road has increased significantly over the years. It has gotten to the point to where you can’t go
in your backyard
L turn on to 494 and L turn to Target/Home Goods parking lot are huge backups.
There are improvements to be made for traffic flow and driving on CR 47, but it is not urgent enough at this point to do something that would result
in the road being entirely closed, as I and many others have to travel on it every day to get from home to anywhere
We are completely landlocked into our neighborhood unless we risk our lives/babies lives/dogs lives to cross 47. I really don’t want a tragedy to be
the reason improvements are made!!
With all the new construction homes in the area more pedestrian improvements are needed. Crosswalks over or tunnels underneath would greatly
improve safety for school children and residents.
a cross walk is a must for safety/ children and families cross the road to get to school or parks and a cross walk is needed to cross safely. Also the
speed limit needs to be reduced. Not only is there the risk of meadowridge elementary school, the road is in primarily a residential neighborhood.
Homes back up to the road and kids could easily run into the street and get hit by speeding cars
County Road 47 runs along backyards of several properties including mine and speed limits posses greater risk of a mishap occurring. Road bends
and curves make it difficult fpr traffic entering the County Riad 47 to judge traffic from either direction
I walk or bike several times owe week and feel like like my life is at risk every time I cross the bridge!
We are often encouraged to walk or bike to events at Meadow Ridge Elementary but I don't feel it's safe to walk or bike there since there is no
sidewalk or bike path.
None
Please connect Steeplehill 1 &2 to the west using pedestrian pathways towards the dog park, and Lawndale/Peony
Please make access on to 494 from Schmidt lake road or 47. There are not enough access points clogging all north/south roadways to get to a
place where you can get on.
Turning onto 47 from Troy lane is very dangerous with the current hills and curves in the road. With increased housing and traffic this is only going
to get worse and make pedestrian traffic crossing 47 even more dangerous. Sidewalks or paths are desperately needed, especially to connect
north of 47 to south of 47 between 101 and lawnsdale.
There should be a tunnel under 47 by meadow ridge elementary.
I hope you are able to make the needed improvements to 47. There is a elementary school at 47/Peony Lane, new houses being built and talks of a
park and ride being put in. I am concerned about my son’s safety walking to school, concerned about increased traffic due to new homes and
concerned about speed and cyclists. This needs to be addressed immediately. Thanks.
The steep hill and curve where our street meets 47 make it difficult to see approaching traffic, thus making it dangerous to cross. Quality of life
would be greatly improved if we were able to safely access a sidewalk by foot from our house at the fields of meadow ridge.
Access from 494 could potentially reduce traffic at bass lake road intersection.
It’s such a fast road we need safer and better bike/pedestrian facilities. Please make improvements.
With the bridge on Rockford Road being replaced this summer, hopefully, County Rd 47 will not also be blocked as it is a parallel road.
Very dangerous pedestrian crossing by Lake Camelot Park. Cars ignore or don’t see pedestrians. Possibly need reduced speeds and/or stop lights
added. Or a walking bridge. The traffic for this road is extremely high due to new developments and always congested. Also, see previous flooding
issues comment.
The crosswalk from lake Camelot estates to the park across the street is very dangerous. Cars do not follow the turn lane restrictions and if
someone stops to let people walk in the crosswalk, cars try to speed around them. People have narrowly missed being hit by cars doing this.

COUNCIL MEETING
November 29, 2016
Agenda
Number: 2A
To: Dave Callister, City Manager
Prepared by: Doran M. Cote, Public Works Director

Item: Discuss County Road 47
1. ACTION REQUESTED:
Discuss County Road 47.
2. BACKGROUND:
Roadways that are not designated as County State Aid Highway (CSAH), which are at least partially
supported by state aid (gas taxes), are designated County Road (CR) and generally serve cities under 5,000
population and carry low levels of traffic volumes. This class of roads, like County Road 47, is functionally
classified as “B” type minor arterials or collector streets. Only about 40 centerline miles of the county
roadway system are designated as county road. The funding source for maintenance and construction is
primarily county property tax so they are often overlooked when it comes to maintenance and upgrades.
The function of some roadways change or transition over time due to factors such as increased urbanization
or other significant changes in the roadway system. System realignments and adjustments are often made
to facilitate functional changes prompted by new land development and redevelopment. Jurisdictional
transfers are generally infrequent. Hennepin County typically processes 2-3 transfers in an average year.
County roads that are primarily serving a collector type local street function are occasionally turned back to
cities when the transfer serves both agency’s purposes. Recent transfers of this type include Rogers Drive
(formerly CSAH 49) in Rogers and West River Road (formerly CSAH 12) in Brooklyn Park. The turnback of a
county roadway to a city is accomplished through a dialog intended to lessen the maintenance burden to
the accepting city. The county’s policy is to ensure the road has been upgraded to provide a long service life
prior to the turnback. Hennepin County will not proceed with a turnback action to a city unless the city is
comfortable with the terms of the turnback. Turnbacks are always the subject of a formal agreement
between the accepting city and county.
Higher volume local streets that are transitioning to serving longer trips are often added to the county
roadway system by agreement with the affected city. A recent example of this type of transfer was the
designation of Noble Parkway as new CSAH 12 in the City of Brooklyn Park. This transfer was done as an
exchange for the county transferring old CSAH 12 (West River Road) to the city. Staff is intimately familiar
with this jurisdictional transfer as well as the turnback agreement.
The attached 2030 Hennepin County Transportation System Plan (2030 HC-TSP) Map E, entitled
“Jurisdiction and Long-range Transportation Issue Areas”, displays potential candidates for jurisdictional
transfers based on an evaluation of the county roadway system and based on discussions with MnDOT
Page 40
and a number of cities. The items identified on the map are provided for discussion purposes only. The
identified roadway segments do not constitute implicit support by the affected agencies for any of the
potential revisions. County Road 47, and Peony Lane and CSAH 101 north of TH 55 are identified as
jurisdictional transfer candidates.
Jurisdictional transfers or exchanges are generally a result of a mutually agreed transaction between
both affected agencies. As part of the transfer of a county roadway to another agency, Hennepin
County will try to ensure that the roadway has an adequate design life so as not to burden the
accepting agency with undue maintenance needs. To do this, the county will often provide
improvements such as a pavement overlay and other miscellaneous upgrades for a roadway before it is
transferred to a city.
Staff has identified a number of issues that should be addressed if a jurisdictional transfer of any of the
roadways identified by Hennepin County were to be considered (see attached Hennepin County Road
47 Summary of Issues). While some improvements to County Road 47 have been made concurrent
with developments or other major roadway improvements in the area, some deficiencies remain and
the roadway is not built to current urban standards with curb and gutter. Several traffic signals have
also been added or upgraded at all major intersections since 2005 which has improved safety but
design deficiencies remain which likely contribute to crashes (see attached CR 47 Crash Analysis
Report).
As indicated preciously, staff is familiar with the turnback agreement between Hennepin County and
the city of Brooklyn Park for the CSAH 12 (West River Road)-Noble Parkway jurisdictional transfer.
Subsequent to a 2010 discussion with Hennepin County regarding the possible jurisdictional transfer of
County Road 47 and Peony Lane/Lawndale Lane, staff prepared a draft Agreement for Jurisdictional
Transfer between Hennepin County and the City of Plymouth. This draft agreement was based on the
same concept as the agreement that was approved between Brooklyn Park and Hennepin County. This
agreement was presented to Hennepin County for consideration, however, staff never received a
response. This agreement has been updated to reflect the number of improvements that have been
made in the city since 2010 (see attached Agreement for Jurisdictional Transfer between Hennepin
County and the City of Plymouth).

HENNEPIN COUNTY ROAD 47
SUMMARY OF ISSUES
CR 47 from Northwest Boulevard (CSAH 61) to CSAH 101
• The westerly 0.1 mile segment of CR 47 was upgraded when CSAH 101 was upgraded. The 0.3 mile segment
from Vicksburg Lane easterly was upgraded with the Taryn Hills development, however, not to urban design
standards. Another approximately 0.3 mile segment was upgraded with curb and gutter at Lawndale Lane
with the Peony Lane project.
• The remaining asphalt surface was generally in poor to failing condition until the County overlaid the road in
2008 and the culverts are in fair to poor condition. There are locations where the subgrade was failing and
other areas where culvert crossings had settled significantly but these spots have been repaired. There are a
few of locations remaining where horizontal and/or vertical curves do not meet a 40 mph design standard.
• The entire roadway is eligible for designation as a Municipal State Aid (MSA) route upon turnback with no
impact on our MSA mileage availability. Designating this roadway as an MSA route would generate
approximately $80,000 per year in needs apportionment.
• The Comprehensive Plan identifies capacity improvements to CR 47 possibly in the form of a three-lane facility
from Lawndale Lane to Vicksburg Lane.
• The estimated cost for complete reconstruction is $8.5M. The City’s street maintenance cost is approximately
$16,000/centerline mile/year.
• The City’s Capital Improvement Program (CIP) does not include the reconstruction of CR 47, however, it is
listed as a pending project.
• Traffic volumes on CR 47 range from 4,000 vpd near CSAH 101 to 8,000 vpd near CSAH 61.
• Since 2005 traffic signals have been installed on CR 47 at CSAH 101, Peony Lane/Lawndale Lane, Vicksburg
Lane and Fernbrook Lane and the signal and intersection at CSAH 61 (Northwest Boulevard) was upgraded.
Turnback Agreement Options:
• Reimbursement by the County an amount equal to the County's typical share of a reconstruction project less
other recent investments in the corridor could be considered ($6M). In addition, the County could reimburse
an amount equal to what their share would have been had they been responsible for the upgrades to Peony
Lane ($16M).
Peony Lane from TH 55 to north city limits
• The traffic volumes on Peony Lane range from 24,000 vehicles per day (vpd) near Wayzata High School to an
estimated 10,400 vpd near CR 47.
• The City has invested nearly $20M for the construction of this portion of Peony Lane.
Turnback Agreement Options:
Page 50
• Peony Lane from TH 55 to north city limits (2.4 miles) could be considered in the exchange for CR 47 (4.0 miles)
and CSAH 101 (0.9 miles of ½ of the road).

Summary of Monthly Totals
Crash incident data were queried for 2016 and the prior five years, in order to provide an
adequate historical basis for comparison. Monthly crash totals, per year, are shown in Table 1.
A caution is advised in the interpretation of the percentage figures contained in this report.
When dealing with small numbers, small changes in the numbers results in large percentage
changes.

March, May, and August of 2016 are noteworthy as months with crash totals above a
historically normal range of incidents. Table 2 shows this comparison. In March 2016 there
were 3 crashes compared to a normal range of 0 – 2 crashes in March of the prior 5 years. In
May 2016 there were 7 crashes compared to a normal range of 0 – 2 crashes in May of the prior
5 years. In August 2016 there were 4 crashes compared to a normal range of 0 – 1 crashes in
August of the prior 5 years.

Seasonal Trend Analysis
The variability in the monthly crash totals indicates the possibility of seasonal or other short-
term fluctuations, as would be expected in traffic-related calls such as this. Therefore, a
seasonal trend analysis was performed. The results can be found in Table 3 and Figure 1.
When averaged on a seasonal basis, the data indicate an increase in crashes in 2016 across
most months. While up considerably from 2015, the winter months of early 2016 had a normal
level of crash activity. In contrast, the spring and summer months of 2016 had crash totals
above the historical normal range. The January through August 2016 crash total is 23 crashes,
which currently exceeds the total of 2015 (20) or any year in the past 5 except 2012 (28).
Accordingly, if the trend continues, the 2016 annual total of crashes can be expected to
approach, if not exceed, the 5-year high of 28 crashes. There is a negligible correlation
between annual total crashes in this area and time, and so no specific annual forecast can be
given.

Figure 2 is a density map of crash incidents from 2011 through 2015 that occurred on County
Road 47. Incident density was greatest around the intersection of County Road 47 and
Vicksburg Ln. Crash density was also evident in the area of the intersection with Peony
Ln/Lawndale Ln and stretching to the west. To a lesser degree, the intersection with Northwest
Blvd was the only other intersection to show a relative density of crash incidents.
Looking at the 2016 crash incident density map in Figure 3, there is a noticeable difference in
the 2016 (January – August) density profile as compared to the prior 5 years. The location with
the highest density of crash incidents is County Road 47 and Northwest Blvd, and stretching a
little to the west. The intersection with Vicksburg Ln shows a dramatic decrease in relative
density, which may be a result of the closer of Vicksburg Ln immediately south of that
intersection in March 2016. The Peony Ln intersection remains a center of density in 2016.

to red (high density).
