PUBLIC WORKS - SUPERVISORY GRADES A B S1 1051 1104 Step merit increases within pay grades shall not be considered automatic, rather shall be dependent upon the recommendation of the appropriate supervisor and department head concerned, and approved by the Manager. Employee performance reviews shall be scheduled periodically by the supervisor and department head. Following such reviews the employee may be considered for a merit increase. The pay schedule is by no means a seniority plan calling for auto- matic pay increases based upon time In grade. If it is clear that the level of competency varies from one employee to another, it is equally clear that deserving and efficient employees should be awarded merit increases. Also, such increases should be withheld from employees whose service is not wholly satisfactory. When an employee reaches his maximum rate, he should not expect further pay increases unless (1) his position is re -allocated, (2) he is promoted to a higher classification, or (3) a general increase is granted to employees of his class.
