Normal Progression Through Grades
Step merit increases within pay grades shall not be considered automatic,
rather shall be dependent upon the recommendation of the appropriate su-
pervisor and department head concerned, and approved by the Manager. Em-
ployee performance reviews shall be scheduled periodically by the super-
visor and department head. Following such reviews the employee may be
considered for a merit increase.
The pay schedule is by no means a seniority plan calling for automatic
pay increases based upon time in grade. If it is clear that the level
of competent„- varies from one employee to another, it is equally clear
that deserving and efficient employees should be awarded merit increases.
Also, such increases should be withheld from employees whose service is
not wholly -atisfactory.
When an employee reaches his maximum rate, he should not expect further
pay increases unless (1) his position is re -allocated, (2) he is promoted
to a higher classification, or (3) a general increase is granted to em-
ployees of his class.
