HomeMy WebLinkAboutCity Council Resolution 1972-528VILLAGE OF PLYMOUTH Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Plymouth, Minnesota, was held on the 18th day of December, 1972. The following members were present: Mayor Hilae, Councilmen Hunt, Spaeth and Seibold. The following members were absent: Councilman Neils; Councilman Seibold introduced the following Resolution and moved its adoption: RESOLUTION NO. 72-528 WHEREAS, Section 3 of the Village of Plymouth Personnel Policy provides ? for the adoption of a Compensation Plan for Village employees, and WHEREAS, the Village of Plymouth and the Plymouth Police Officers Asso- ciation have entered into a Memorandum of Understanding dated November 20, 1972, which agreement provides for the assignment of classes to pay grades, the monthly rates in each grade, and the method of normal progression through the pay grades for the year 1973, and WHEREAS, the Village Manager has prepared a 1973 Compensation Plan for Police Sergeant classifications within the Police Department, NOW. THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PLYMOUTH that the following Compensation Plan be hereby established for the year 1973 which plan is to be effective on the first day of the pay period closest to January 1, 1973 and subject to the provisions of the 4 mo- randum of Understanding between the Village of Plymouth and the Plymouth Police; Officers Association dated November 20, 1972 and the Village Personnel Policy. PUBLIC SAFETY - POLICE - MONTHLY RATES GRADE A B C D E Pi 835 901 939 978 1017 P2 1040 1071 --- --- P3 1081 1134 --- --- --- Normal Progression Through Grades Step merit increases within pay grades shall not be considered automatic, rather shall be dependent upon the recommendation of the appropriate su- pervisor and department head concerned, and approved by the Manager. Em- ployee performance reviews shall be scheduled periodically by the super- visor and department head. Following such reviews the employee may be considered for a merit increase. The pay schedule is by no means a seniority plan calling for automatic pay increases based upon time in grade. If it is clear that the level of competent„- varies from one employee to another, it is equally clear that deserving and efficient employees should be awarded merit increases. Also, such increases should be withheld from employees whose service is not wholly -atisfactory. When an employee reaches his maximum rate, he should not expect further pay increases unless (1) his position is re -allocated, (2) he is promoted to a higher classification, or (3) a general increase is granted to em- ployees of his class. Grade Assignments Position Classification Grade Police Officer PI Juvenile Officer - Investigator P2 Police Sergeant P3 i! f The compensation plan shall be renewed annually, revised as needed, and amend- ments shall be effective when proposed by the Manager and adopted by the Coun- cil. The annual review of the compensation plan shall include an examination of such survey rates concerning similar positions as may be available, as well as change in the Consumers Price Index for the Twin City area. it The motion for the adoption of the foregoing Resolution was duly seconded by Councilman Hunt, and upon vote being taken thereon, the following voted in favor thereof: Mayor Hilde, Councilmen Hunt, Spaeth and Seibold.
