Pursuant to due call and notice thereof, a regular meeting oft
!the Village Council of the Village of Plymouth, Minnesota was heldi
'on the 20th day of November, 1972. The following members were
!`.present: Mayor Hilde, Councilmen Hunt, Seibold and Neils. The
!'following members were absent: Councilman Spaeth.

Councilman Hunt introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 72-484
WHEREAS, the Legislature has established several classifications of
,property for tax purposes to insure that all property pays a proper portion
of the property tpx, and
WHEREAS, the Attorney General has rendered an opinion concerning the
(classification of vacant, unimproved lots which opinion holds that such land
!shouls be classified as Class 4 property to be valued and assessed at 43 per-
cent of the market value rather than Class 3d property to be valued and assess -
fed at 40 percent of the market value, and
WHEREAS, this interpretation overlooks the long accepted practice of
valuing and assessing such land as residential,

NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF PLYMOUTH that this Council protests the Attorney General's opinion
in this manner and FURTHER urges that the 1973 Legislature clearly establish
the classification of vacant, unimproved lots as Class 3d property.
The motion for the adoption of the foregoing Resolution was
!duly seconded by Councilman Neils, and upon vote being taken
!thereon, the following votedin favor thereof: Mayor Hilde, Coun-
cilmen Hunt, Seibold and Neils. The following voted against or
`abstained: None. Whereupon the Resolution was declarly duly
passed and adopted.
