Pursuant to due call and notice thereof, a special meeting

;of the Village Council of the Village of Plymouth, Minnesota, was
iheld on the 24th day of October, 1972. The following members
1'were present: Mayor Hilde, Councilmen Hunt, Spaeth and Neils.
The following members were absent: Councilman Seibold.
Councilman Hunt introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 72-414
WHEREAS, the Village Council has deemed it to be advisable to provide
a system of sidewalks and trails throughout the Village to facilitate the
mobility of our population without total reliance on motor vehicles, and
WHEREAS, such a sidewalk and trail system may be designed to connect
various points of interest throughout the Village in a coordinated fashion,
and
WHEREAS, the separation of motor and non -motorized vehicles can be en-
hanced through a sidewalk and trail system, and
WHEREAS, the recreational benefits of a sidewalk and trail system to
our residents will promote the general health, safety and public welfare.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF PLYMOUTH that the Village Council adopts the following Sidewalk
and Tr*il Policy for thF Village Plymouth as a guide to planning and
executing a well -conceived transporof tation network:
1. Construct as part of the permanent street sidewalks along the
"side" of major and local thoroughfares and schoolwalks along
at least one side of designated school walkways when:
a. The establishment of such a sidewalk will not be contrbry
to public safety.
b. The cost of establishing such a sidewalk will not be
excessively disproportionate to the need or probable use.
c. Density of population, other available ways, or other
factors indicate the need for such sidewalks or trails.
2. Construct to Village Standards trails as designated on the adopted
Village Comprehensive Land Use Guide Plan.
3. On streets not designated as a thoroughfare. schoolwalk, or trail,
consider upon request of property owners the construction of side-
walks along residential streets during or after permanent street
construction or when the permanent street grade has been established
by the Village Engineer. The cost shall be paid by or assessed to
the benefited properties with the smallest project to consist of a
sidewalk on one side of a street between two intersecting streets.

4. Require the construction of sidewalks or trails it new developments
when it is determined that such improvements will be required by
pedestrians using, working in, or living in the development. If
the required improvement is necessary for the completion of a portion
of the Land Use Guide Plan or school walk system. then the value of
the improvement shall be credited against the developer's required
park donation.
The above Policy will require thz.t the following items be completed and
maintained before it can be fully implemented:
*Thoroughfare Guide Plan
*Land Use Guide Plan
*School Walk System Policy
*Design and Construction Standards for Sidewalks and Trails
The motion for the adootion of the foregoing Resolution was
duly seconded by Councilman Spaeth, and upon vote being taken
thereon, the following voted in favor thereof: Mayor Hilde,
Councilmen Hunt, Spaeth and Neils. The following voted against
or abstained: None. Whereupon the Resolution was declared duly
passed and adopted.

I, the undersigned, being the duly qualified and acting Clerk of the
Village of Plymouth, Minnesota, hereby certify that I have carefully compared
the foregoing extract of the minutes of a special meeting of the Village
Council of said Village held on October 24, 1972, with the original thereof
on file in my office, and the same is a full, true and complete transcript
therefrom.
